Employee of the Month
  • For the month of January, Branch Administrator Hope Kant would like to recognize Associate Justice Joseph Horton as Employee of the Month.
    Branch Administrator Hope Kant wrote: "Justice Horton has risen quickly through the ranks of the Judiciary due to his continued dedication to the division as well as to the San Andreas Judicial Branch as a whole. He regularly ensures the efficient handling and distribution of cases within the Judiciary and works to train and provide opinions to others when requested or necessary. The level-headed and non-bias approach he takes to situations allows for a thoughtful and thorough review of all cases that make their way through the the court systems.

    Without prompt, Justice Horton takes on tasks and masters them. His constant innovation has led to the successful release of Civil Court. From internal handbooks, formats, guides, and even a training program, Justice Horton has risen above and beyond what would've been expected of someone in his position. I can think of no other person more deserving of Employee of the Month for the month of January. "

    "The Judicial Branch went through a large amount of changes to its court systems and processes throughout the year of 2025. We have significantly reduced the time it takes for cases to make it to trial, and have even started to hold more On-the-Spot Bench Trials.

    These trials allow for individuals to have their charges heard prior to going to serving their time at the Department of Corrections. Meaning they have the potential to be found not guilty and released after a verdict is read. We are excited for the possible increased use of these types of trials in the coming months. If you would like to have your case heard prior to arriving at SADOC, you should ask your law enforcement representative prior to sentencing.

    We hope to provide a continued improvement on case times, but ultimately we work to ensure justice is delivered fairly and properly to the State."
