Retirement of EMS Chief and Appointment of Interim Chief

City Hall, Los Santos, SA —
It is with respect and appreciation that the San Andreas State Government announces the resignation of River Paige, Ally Quinn, and Charles Swift from the Los Santos Emergency Medical Services.

Chief Paige was appointed as Chief of EMS following a period of ineffective leadership within the department. Upon her return, she brought back both Ally Quinn and Charles Swift in recognition of their prior leadership experience. Together, they reshaped the department with a strong foundation built on trust, transparency, and mutual respect, creating an environment that encouraged learning, growth, and adaptability. This is evident in how the department runs and operates to this day, with members encouraged to take on leadership roles and help shape the future of the department. Under this new leadership, no voice would go unheard.
"I didn’t step into leadership for a title. I stepped in because the people doing this work mattered, and because care, when chosen deliberately, can help even wounded institutions heal and grow. Serving this city during a difficult chapter has been one of the greatest honors of my life.

I am deeply grateful to Ally and Charles for standing beside me during that chapter, and for sharing in the work of steadying this department with integrity and care. I also leave with full confidence in Interim Chief CeeCee Rhodes and Interim Assistant Chief Cindy Marsh, whose leadership, heart, and commitment to their people will carry this department forward.

I leave proud of the employees who show up every day with resilience and compassion, grateful for the trust placed in me, and hopeful for what comes next. This work was never about a single person. It was about people caring for people, and I trust that legacy to continue. Thank you for allowing me to serve this city."
— River Paige
Following the resignation of Chief Paige, CeeCee Rhodes has been appointed Interim Chief of Los Santos Emergency Medical Services, alongside the appointments of Assistant Chief Cindy Marsh and Deputy Chief Alex Crail. The three bring extensive experience within the department, having worked closely with the previous High Command to prepare them for the roles.
"I would like to thank our previous High Command team for bringing MD to where it is today. They have all worked so hard to get our department to be a place where it is thriving. Our department was going through quite a dark time, and they helped us to turn things around for the better. The High Command team gave us a chance to grow and to become better leaders than we were before, and for that, we are immensely grateful."
— CeeCee Rhodes
With the Los Santos Emergency Medical Services now in a more stable place, the time has come to pass the torch. CeeCee Rhodes, Cindy Marsh, and Alex Crail are now tasked with the care of the department and continuing the crucial work of fostering a healthy environment. The San Andreas State Government wishes the new team the best of luck in their new positions.
