Sheriff Kirk and Chief Flores Resign, Successors Named

It is with immense respect that the San Andreas State Government acknowledges and announces the resignations of Sheriff Bobby Kirk, Undersheriff Harry Payne, Undersheriff John Wallace, and Chief Elena Flores from both the Los Santos Sheriff’s Department and the Los Santos Police Department.

These four leaders have collectively dedicated over a decade of service to the people of San Andreas, guiding both departments through eras of defining transformation, reform, and modernization. Their commitment to public safety and community partnership has left a lasting mark on the law enforcement landscape of our State and their presence will be surely felt.

Chief Flores has served the LSPD since 2017 and was appointed Chief of Police on July 27th, 2023. During her tenure, she oversaw structure reform and long-term department development focused on both the public trust and internal progression. Her leadership team has helped shape a modern operational framework that will carry forward under new command.

In her official statement, Chief Flores reflected on the weight of her decision and her years of service to the department:
It is with a heavy heart that today, effective immediately on the 18th of October, 2025, I announce my decision to step away from my role as Chief of Police of the Los Santos Police Department. I was appointed the Chief of Police on July 27th, 2023, and have had the pleasure of leading the Los Santos Police Department into the future for over two years now...

I will not disappear from the Department; instead, I will take a step back, allowing others to take the reigns, lead the Department into a future they deem fit, and provide them with guidance and consults, should they choose to want it. In that, I will be joining Donnelly, assuming a role as Police Commissioner, a hands-off position that acts in an advisory capacity to the Chief of Police.
Across the state - since the passing of Sheriff John Norman in 2019, three men have faithfully served the citizens of Blaine County and its surrounding communities with tireless dedication to public safety. Instrumental in guiding the Los Santos County Sheriff’s Department through one of its most transformative periods, their steady presence and combined strengths have been pivotal in shaping the department's current identity - one rooted in community trust and operational excellence.

In his official statement, Sheriff Bobby Kirk expressed reflection and gratitude for his time in office:
It is with great sadness that I announce my decision to step down as the Sheriff of the Los Santos County Sheriff’s Department. Alongside me, Undersheriffs John Wallace and Harry Payne will also be stepping down from their respective positions.

Since our appointments, we have had the privilege of leading this department through years of development, reform, and community service. We have seen divisions grow, leaders emerge, and the department evolve into something that reflects the dedication and professionalism of every member who serves.

As time goes on, we have recognized that our energy and drive are not what they once were. We believe now is the right moment to make this decision. While we are stepping down from our current roles, we will remain involved with the department in a new capacity through the newly established Sheriff’s Commissioner Board, an advisory body created to provide guidance, continuity, and insight to the department’s future leadership.
Effective immediately, Acting Sheriff Ian Walter will assume oversight of the Los Santos County Sheriff's department and Chief of Police Phillipe Sanchez will assume oversight of the Los Santos Police Department, while the State begins the process of finding a permanent successor to Sheriff Bobby Kirk. In the coming weeks, the Department of Legal Services will be conducting interviews with members of LSSD's High Command to determine the next appointment.

While stepping down from their active positions, Sheriff Bobby Kirk, Undersheriff Harry Payne, Undersheriff John Wallace, and Chief Elena Flores will continue their service to the State as members of their respective Commissioner Boards. Sheriff Kirk, Undersheriff Payne, and Undersheriff Wallace will join the newly formed Sheriff’s Commissioner Board, while Chief Flores will serve on the Police Commissioner Board alongside former Chief of Police Alex Donnelly.

Both boards will operate in an advisory capacity, offering counsel, guidance, and perspective drawn from their years of dedicated law enforcement leadership - ensuring the continuation of institutional knowledge, and support for future departmental command. Until then, the San Andreas State Government extends its heartfelt appreciation to Sheriff Bobby Kirk, Undersheriff Harry Payne, Undersheriff John Wallace, and Chief of Police Elena Flores for their devoted service. We wish them success in this next chapter as the legacy they have left behind will not be forgotten.
