Narrative: Explain what happened in detail, provide sufficient detail to justify the charges. Video and image evidence can be provided. Specifically state why each charge listed was placed.
Elizabeth Sanchez reported that her Neon was being lockpicked at Mission Row. I responded to the area to investigate. Upon arrival, I observed a black Dubsta occupied by three individuals. One male was crouched on top of the vehicle, appearing to watch the garage area closely.
I conducted a U-turn and initiated a traffic stop on the Dubsta. After stopping the vehicle, I exited my cruiser and approached the driver, requesting his driver’s license. He complied and provided identification. I then asked the front passenger for his license, but he refused to identify himself.
After asking the front passenger approximately five times to provide identification and receiving continued refusal, I instructed him to step out of the vehicle. I made one final request for his ID, warning him that failure to comply would result in further action. Despite this, he refused again. After giving multiple opportunities to comply, I placed the suspect in handcuffs, read him his Miranda rights, and detained him for failure to identify.
Additional officers arrived on scene and we conducted an investigation to determine whether the individuals were involved in the reported lockpicking incident. After the investigation, the other individuals were released as no direct involvement was determined. The non-compliant suspect was transported to Mission Row for processing and to serve his sentence.

- So what happened was Elizabeth Sanchezs car was being lockpicked at side garage at Mission Row station as I was already at Mission row I responded quickly and went up there as I was going I witnessed a 3x occupied Black Dubsta and a guy on top of the car crouching and watching the side garage and as soon as they saw me the guy quickly got in the car and drove off and then I pulled them over.
While they were being pulled over I asked for the driver license and he showed me then I asked for the passenger License he refused to show while I asked him 10 more times politely and gently he was being rude to me he still refused and remember this even his friends were telling him to show his License then I asked him to step out then he was asked again multiple times to show licnese I gave him the chance of the world to just show me the license and not arrest him and he was still refusing so I put him in cuffs and had to get his License by force.
then all of the passengers were asked to step out for investigation and they all complied, we had CCTV footage and the person who lockpicked the car was in similar outfit.
The Officers who were with me were all supervisor and Staff team they told him and me that I had followed everything by the book and the rules and there was nothing wrong (as he asked for supervisor).
I believe I have nothing else to add except that I followed everything by the rules.
