Units were chasing a Issi Sport when it crashed at Benny's after being spiked. The vehicle was left unlocked, and as Lt. Logan went to search it, Mr. Wilbur Figglebottom ran up to the vehicle and locked it, even though he was not apart of the scene. Lt. Logan then advised him to unlock the vehicle again, at which point he was met with a "No". Mr. Figglebottom then started walking away from Lt. Logan, who was giving him demands to raise his hand so he could be cuffed. Mr. Figglebottom ignored these commands and was eventually tased after fair warning. At this point, Mr. Figglebottom was placed in cuffs and transported to DOC for processing.

- We had just ended a pursuit at Benny's by spiking the suspect vehicle, which then crashed into a nearby pole. I immediately went to the vehicle to secure it when Mr. Wilbur Figglebottom approached and locked the vehicle as I was about to search it even though he knew the vehicle was involved in a police pursuit. Mr. Figglebottom then refused to unlock the vehicle due to him not wanting the police to search it/impound it, as stated in his witness statement. He then refused to listen to demands from myself, which ended up in him being tased.

ISSUANCE OF VERDICT
IN THE SUPERIOR COURT OF SAN ANDREAS
State of San Andreas v. Wilbur Figglebottom

A decision was reached in the above case on the 30th day of November, 2025.
The Court has reviewed the incident that took place on the 10th day of October, 2025, following a pursuit that concluded at Benny's.
The facts of the case are that the Defendant has been charged with GF16 - Tampering with Evidence, which, as per the penal code, is defined as "An act in which a person alters, conceals, falsifies, or destroys evidence with the intent to interfere with an investigation (usually) by a law-enforcement, governmental, or regulatory authority." The Defendant is observed locking the vehicle that was involved in a Pursuit by the Police Department. The vehicle that was unlocked was surrounded by Police Cruisers with visible lights and sirens, as well as an Officer present in the proximity of the vehicle. The Defendant was ordered by the Police Department to unlock the vehicle and responded with "No" and walked off.
The Defense has argued that the actions of the Defendant did not meet the burden of proof for the criteria of GF16 - Tampering with Evidence, by suggesting that the vehicle itself was not clearly involved with a vehicle pursuit, no visible markings or scene management was present and that the fact of a vehicle being locked does not alter, conceal, falsifies or destroys evidence.
The Court believes the Prosecution has demonstrated that the Defendant had acted in bad faith via the presence of the officer and the repeated instructions from the Officer; however, the Court finds that the Defense has correctly argued that the Prosecution did not meet the burden of proof for the level of GF16 - Tampering with Evidence. The Court finds that another offense, GM14 - Obstruction of Justice, is a lesser-included offense of the facts of this case, given the demonstrated intentional nature of the Defendant's interference.
It is with the above considerations that I issue the following verdict:
- On the count of GF16 - Tampering with Evidence, I find the defendant, Wilbur Figglebottom, not guilty.
- On the count of GM14 - Obstruction of Justice, I find the defendant, Wilbur Figglebottom, guilty.
The defendant should make their way to City Hall at their earliest convenience to have the change to their record noted, as well as the payment of $6,000 returned to them for fines, time, and other expenses/inconveniences incurred from the contested charges.
