- -During a TSD operation at legion squire at we had two vehicles sett up as bait one being a elegy retro custom in white and a orca in full white stock sitting there for around an houre with nothing much happening other then some scouting by a few people.
-In Tech a person called about a person going around the Elegy Retro Custom checking the trunk and jumping and running away from it only around 5 minute's later alester carter call's in on tech that the vehicle is being stolen and all unit's are to move in right away around 4 to 5 units then rush in with sires and light's and the vehicle moved around 250 meter's before meeting two police units heading straight for it.
-The suspect a off duty deputy by the name of Ryan Summit was then seen on body cam and by other units driving the car and seeing two police units heading her way stopped the vehicle and started to run away from the vehicle while leaving it running around 20 meter's before stopping when a deputy's cruiser was right beside her recognized her as a off duty deputy it confused us a tiny bit but i stay within CPR and follow protocols telling her to putt her hands up and cuffing her and reading her right's before searching her due to it being a off duty deputy and a very confused scene as to way she would have done this a supervisor was called by radio and the off duty deputy was moved to davi's station where the situation could be more dealt with without making a scene at a public spot.
-Suspect was then un cuffed by deputy hossam and the supervisors where informed about situation and after around 10 minute's they told me to handcuff the off duty deputy Ryan Summit and charge her for grand theft auto she was then transported to doc.

Witness Statement
- On 07.09.0225, I was participating in a TSD bait car operation in Legion Square. I was positioned at legion squire. I was alerted over the radio that the bait vehicle, a white Elegy, was being stolen. I responded to the location with lights and sirens.
Upon arrival, I observed the Elegy had moved approximately 250 meters. I saw a female, later identified as off-duty Deputy Ryan Summit, exit the vehicle and run. We intercepted her and I ordered her to put her hands up. I placed her in handcuffs and read her Miranda Rights.
My reasoning for the Grand Theft Auto charge was based on the following facts: The suspect entered a vehicle that did not belong to her and drove it away from its original location. When confronted by law enforcement, she immediately abandoned the running vehicle and attempted to flee on foot.
The suspect was transported to Davis Station. On arrival, supervisors were briefed on the situation. After their review of the facts, I was directed by Supervisor's Sergeant Dylan Chapple Sergeant to proceed with booking and charging Ryan Summit for Grand Theft Auto.

Witness Statement
- Myself and several other TSD deputies were doing a bait car operation at Legion Square at around midnight. We had a white E.R.C. that belonged to one of the deputies involved in the operation. I was stationed nearby across from Pillbox so I could intercept should the car head north from Legion. I heard the call over the TAC radio that someone had gotten into the car and was driving away. I pulled out of my spot to intercept but the car had already begun to stop and pull over. The suspect exited the car and headed into the top section of Legion parking and I spun my car around and parked beside the Elegy to make sure they didn't try to get back in and to make sure nobody else could take it. I left the foot pursuit to the other unit that was following the car since it left the lot. Once I heard that it was an off-duty deputy I shut off the engine of the bait car and just provided scene security/management. I don't recall having interacted with Dep. Summit at any point during the incident.
I have attached my bodycam footage of the incident below:

Witness Statement
- [Traffic services division were conducting a bait car operation at legion square to see if we could apprehend any potential law breakers, we were in this operation for around an hour when it was called out the bait car had been taken and was being driven north towards pillbox from legion parking. Multiple units started to converge onto the vehicle. I was positioned at pillbox and headed towards the vehicle which when they saw the police cars and sirens immediately pulled over and got out the car running towards the upper parking area. Me being first on the scene I had no idea who the person was just that they had stolen the vehicle from parking. When others arrived it was called out that it was "Ryan Summit" who was detained making claims that he was trying to "hide" the vehicle so it doesn't get "stolen". He was questioned then arrested for Grand theft auto. ]

Attached bodycam footage from the incident.
((/do You would see Jaxson Hayes heading south from pillbox seeing a WHITE Elegy 1x occupied, when sirens and vehicle presence arrives the occupant pulls over and exits, moving towards the upper parking area at legion away from the stolen vehicle. Would see a unmasked Ryan Summit who is then detained by Deputies. Making claims of he was trying to hide it so it doesn't get stolen))

IN THE SUPERIOR COURT OF SAN ANDREAS
The State of San Andreas v. Ryan Summit
#25-BT-0118
A decision was reached in the above case on the 22nd day of November, 2025.
Due to a a lack of response from the defendant, the case will now be accepting the plea of guilty from the defendant. The defendant was given ample time to interact with the courts and file availability. If any of the dates and times did not align with the schedule of the defendant, they were able to contact the courts stating the like. As little to no contact has been made with the courts in the past 3-4 weeks, this case will now be archived and the charges will remain on the record of the defendant.
