Los Santos: After each month, supervisory personnel of the Los Santos Police Department conduct a thorough review of officer statistics within their divisions and nominate those who have shown significant dedication to the Department based on statistics such as duty hours, individual performances within divisions, administrative efforts, and above all, their embodiment of the values that the Department holds dear.
The title of "Officer of the Month" is distinguished and is awarded to officers who have demonstrated unwavering dedication, outstanding performance, and unrivaled professionalism in the line of duty, and who through their steadfast commitment to the communities and the pursuit of justice, embody the very essence of the core values of the Department, where excellence is not just another word, but the backbone on which our law enforcement philosophy is built.
This month, it is with great honor that we shine a light on, commend, and salute Police Officer III+1 Percy Heines for his efforts, dedication, and achievements. Officer Heines has been voted Officer of the Month for August 2025.

Officer Heines was nominated by Captain III Bill Breacher, who serves as his Commanding Officer within the Metropolitan Division. Captain Breacher had the following to say about Officer Heines:
Officer Heines is a year-long veteran of the Los Santos Police Department, having started his career with a lateral transfer on July 31, 2024, and enrollment in the field training program's reinstatement sessions, which determine whether a returning or transferring officer performs up to par with the standards and expectations of a Los Santos Police Officer. Heines quickly passed this, and was advanced to the position of Police Officer I with the Mission Row Patrol Division.
Percy continued to serve in patrol for the coming months of his career, seeing promotions to Police Officer II and subsequently Police Officer III following his appointment as a field training officer, partaking in the training processes of the next generation of officers. Police Officer III was the position wherein Percy determined that he wished to specialize, with a reassignment to the Metropolitan Division on December 2, 2024.
He continued to serve with the Metropolitan Division's D Platoon, soon seeing recognition of his efforts through a promotion to Police Officer III+1, which, outside of a supervisor assignment, is only bestowed upon officers who provide significant contributions to their divisions to the point of deserving department and career recognition.
Today, Officer Heines serves as a Police Officer III+1 with the Metropolitan Division, with a recent supervisory assignment as an Officer-in-Charge of their training and administration platoon, and enrollment in the Department's supervisor training program.
The Department finds it important to acknowledge the tireless efforts and unwavering dedication of our officers amidst their daily challenges and responsibilities.
