Witness Statement
- On the day July 31st I was on my patrol duties in the city when I clocked a speeding vehicle going 158 in a posted 80 kph zone. From there I went to initate a traffic stop on the vehicle in which the Defendant Jacob Evans pulled over. The suspect was going south bound on Elgin Ave, this will be important later. When I approached the window Jacob was very upset because he stated that he had to get his friend medical attention. At this time we were in open Juro with PD and Jacob started to talk to Aiden Beta from PD. I didnt listen to Jacob because when I approached the vehicle I saw that there was nobody that was visibly injuried and the defendant was driving in the opposite direction of the hospital. He then later states that his friend wasnt injuried and that he needed food to feel better. I went back to my cruiser where I was going to conduct my traffic duties by writing him a citation for his speeding in the 3rd Degree. When I went back to my cruiser and I began to start typing out the ticket Jacob took off from the stop. What was once a traffic stop on Elgin next to parking turned into a boxed Dubsta just 0.2 kilometers down the road. He went as far as the gun store next to the impound lot before stopping again. We demanded that Jacob get out of the car as he was going to be arrested for evading. Once again he raised his voice and his concerns about his friend that was "injuried in the vehicle". Once again I didnt listen, his story wasnt adding up and he had no intentions of actually getting his friend medical attention. I told Jacob to get out of the car where I could arrest him for evading the traffic stop. He began to resist and wouldnt allow me to cuff him at all, fighting me off several times in the process. Jacob was tased once before he finially gave up and complied. Jacob was still fighting me off to get in the vehicle and kept resisting. During this time his friend took off in the Dubsta and started to drive off in his vehicle. From there I was focused on Jacob and I took him down to DOC where I booked him on the approrpiate charges.
