Summary of Intentions: (Approximate 300 word maximum)
I, Fred Mark of the Peoples Party of San Andreas, wish to petition the courts to enact Article III, Section 3.2 of the San Andreas Constitution which states:
Section 3.2: Judicial Review
The Supreme Court is vested with the authority to perform the judicial review of all laws, along with public acts (decisions and determinations by tribunals, agencies and branches of government) in order to determine their constitutionality. The power of judicial review may not be excluded by any act of the government or any endeavor of the legislature through the enactment of law. Judicial review is not limited to errors of law but may also include errors of fact. Judicial review may be solicited by any citizen of San Andreas with founded and constitutional arguments.
I would like the courts to review the piece of Legislation passed in March of 2025 under the "Community And Lawful Manners Act".
I would like to specifically ask the court to review the wording and intentions of this piece of Legislation presented by the Representative for the Los Santos Police Department, and decide whether the intentions of the Bill are purely to suppress the Citizens fundamental rights to free speech.
I believe that this Law has much darker intentions than what is presented on the surface, it claims to "Curb Anti-Social Behaviour", but I believe that there are provisions in there that prevent the Population from protesting against anything that they dislike. The Specific provision:
a. Shouted, screeched or otherwise made noise beyond normal conversation
Seems, to me at least, to be a violation of the Citizen's fundamental right to Freedom of Speech.
While the 1st Amendment states that
The state may impose reasonable limits to this freedom for public safety; or abridging the freedom of speech
I do not believe that blanked banning everyone from "Shouting" is protecting "public safety". I believe this to just be a limitation on the populations freedom of speech, and I believe that it must be reversed to protect the legitimacy of the state.

To summarise,
I call on the Courts to review this legislation and ascertain whether it is in-fact a violation of the peoples Right to Free Speech and Expression. If this is the case, I call on the courts to either Overturn the legislation, or reword it so that it does not violate the Citizens Fundamental Rights.
