Introduction
As spring settles over San Andreas, the gears of government continue to turn steadily. April has brought a renewed focus on legislative development, inter-agency collaboration, and structural refinements within our departments. This month’s newsletter shines a light on those efforts, including new appointments, policy progress, and a look into the teams that keep the State Government running. Whether you're new to our updates or a returning reader, we’re glad you’re with us on this journey.
Letter From the Governor

As we reflect on the progress made throughout April and look ahead to the opportunities May may bring, Governor Whitehorse shares her thoughts on the month’s developments, challenges, and the continued commitment to public service.
Emily Whitehorse wrote:With the month of April behind us and the start of May, we expect to see continued success with all of our bureaus refining what they do best. SAAA in particular has been busy the last month developing a host of new guides and systems for investigating aviation incidents, as well as moving toward a release of fixed-winged aircraft. With Jermmy Williams taking on an Interim Deputy Administrator appointment alongside Administrator Scottie Cross, we are hopeful to have more information on that publicly available soon.

Recently, we have also seen an uptick in gangs targeting both the State Government and the Judicial Branch, these actions are highly unacceptable as they threaten the sanctity of each branches of governments work and also put government staff as risk. The Government Security Bureau and my Office will continue to support Judicial operations to ensure fair and impartial justice is served, as well as support Law Enforcement agencies in identifying these groups so that meaningful action can be taken.

I remain ever confident in our staff to achieve our shared vision of providing excellent civil service to all citizens of San Andreas, and providing meaningful programs that support local business and event organizers. Our government remains open to public feedback, and so we ask that if anyone has thoughts to share or suggestions on areas we need to improve, to please utilize the correspondence box to share those thoughts an ideas.
The San Andreas State Government remains steadfast in its mission to serve the public with transparency, accountability, and dedication. We continue to build a government that is responsive to the needs of its citizens, supports its institutions, and promotes progress across all sectors of the state.
Fixed-Wing Aircraft Program Nears Launch

The San Andreas Aviation Administration is thrilled to share exciting progress on the upcoming release of fixed-wing aircraft. All training documents have been finalized, and internal testing is now underway with members of government and affiliated agencies to ensure everything runs safely and smoothly. Soon, a select group of civilians will join the external testing phase, helping to refine procedures and provide feedback.

Deputy Administrator Jeremy Williams shared the following:
“We are pleased to offer an exciting update on the development and release of the fixed-wing aircraft. After a long couple of months, our team has completed all the necessary training documents to begin testing. On that note, we have started our internal testing with members of GOV and other government-operated agencies to ensure stability, safety, and readiness. Following the completion of this phase, we will begin external testing with a small group of civilian participants to refine procedures and gather additional feedback. We have also started talks and negotiations with our suppliers to find quality aircraft at a reasonable price.”

The team has also begun discussions with suppliers to secure reliable aircraft at competitive pricing. This marks a major milestone as the program continues moving full speed toward its official rollout!

Government Spotlight: Meet the Team Behind the Scenes

This month’s spotlight turns to Jeremy Williams, a standout figure within the San Andreas Aviation Administration, who was officially appointed as Interim Deputy Administrator on April 27, 2025. Jeremy’s journey within the SAAA began on January 6, 2025, and in just a few short months, he has proven to be one of the bureau's most dedicated and impactful members. His commitment to aviation safety, operational excellence, and organizational structure has not gone unnoticed.

From the earliest days of his service, Jeremy exhibited strong leadership instincts; often stepping up to guide his peers, delegate responsibilities, and help steer the agency toward its evolving goals. He took initiative in answering inquiries on behalf of the leadership team, contributing to internal coordination, and supporting the development of new procedures and investigative frameworks. These efforts demonstrated not only his work ethic but also his strategic mindset and deep understanding of the agency's mission.

Director Scottie Cross praised Jeremy for his natural leadership, describing him as someone who continuously steps forward to represent and strengthen the team. In recognizing this dedication, Jeremy has become the first person to be appointed as an Interim Deputy Administrator within the SAAA a role that marks a new chapter for the bureau as it expands its capabilities and prepares for the anticipated release of fixed-wing aircraft and enhanced aviation protocols.

Jeremy’s promotion reflects more than just his personal achievements; it signals the kind of talent and initiative the State Government aims to foster across all bureaus. We look forward to seeing the continued progress he brings not only to the SAAA but to the broader vision of aviation and civil service in San Andreas.
SASG Hosts First Ever DuffleBowl
  • The San Andreas State Government was proud to host the State's first ever DuffleBowl on April 6th, in collaboration with the Allied Duffleball Association, along with help from our partners at The Girlies and Los Locos Tacos.

    Several companies and government agencies from across the states sent teams to compete in this unique tournament on the Mirror Park Football Field, where they fought tooth and nail to win the title of the state's premier Duffleball team. The San Andreas State Government had the honor of sending a team of our own, who made it to the final round before being beaten by Weazel News Network. Our congratulations go out to members of their team, but we'll get them next time!


    It's events like these that best highlight the strong community bonds that exist in our great state and create opportunities for people from all walks of life to gather, break bread, and interact with each other. We appreciate everyone who took time out of their day to come participate in this unique experience, and we can't wait to see what's in store for the future of sports in the great state of San Andreas.
Introducing the Legal Services Team
  • Governor Whitehorse is pleased to announce the formal establishment of the Legal Services Team, a specialized body within the executive branch tasked with supporting the government and its internal operations as well as providing services to each government funded agency. The team will assist with inter-department coordination and provide assistance on a broad range of issues from funding to special assistance requests. The Legal Services Team will also help guide government responses to external matters as the need arises.

    The current members of the Legal Services Team are as follows:
    • Director of Legal Services: Jay Paige
    • Deputy Director: Andrea Fallon
    • Deputy Director: Ren Sanchez
    • Legal Advisor: Evan Valentine
    • Legal Advisor: Conrad McMount
    • Junior Legal Advisor: Anthony Mercer
    The Legal Services Team will operate in close coordination with the Governor’s Office, and we cannot wait to see them prosper in this new role.
