Los Santos: After each month, supervisory personnel of the Los Santos Police Department conduct a thorough review of officer statistics within their divisions and nominate those who have shown significant dedication to the Department based on statistics such as duty hours, individual performances within divisions, administrative efforts, and above all, their embodiment of the values that the Department holds dear.
The title of "Officer of the Month" is distinguished and is awarded to officers who have demonstrated unwavering dedication, outstanding performance, and unrivaled professionalism in the line of duty, and who through their steadfast commitment to the communities and the pursuit of justice, embody the very essence of the core values of the Department, where excellence is not just another word, but the backbone on which our law enforcement philosophy is built.
This month, it is with great honor that we shine a light on, commend, and salute Police Officer III Carl Jacobs for his efforts, dedication, and achievements. Officer Jacobs has been voted Officer of the Month for March 2025.

Officer Jacobs was nominated by Lieutenant I Charles Williams, who serves as his Assistant Commanding Officer within the Rockford Hills Patrol Division. Lieutenant Williams had the following to say about Officer Jacobs:
Officer Jacobs initially graduated from the Los Santos Police Academy on July 6th, 2024, starting his career in law enforcement with an enrollment in the Department's Field Training Program as a sworn law enforcement officer within the City of Los Santos. Jacobs would make his way through the training program at an exceptional pace, successfully completing it and seeing promotion to Police Officer I on July 27th.
Throughout the entirety of the career of Officer Jacobs, he has been assigned to the Rockford Hills Patrol Division. From July 27th onward, Officer Jacobs served in the capacity of patrol officer within his assigned division, seeing his eventual progression and promotion to Police Officer II on September 2nd, 2024.
Officer Jacobs seemed to have taken to the processes and involvement of field training. He applied to the Field Training Division and was accepted, starting his new venture of preparing the next generation of officers for the Los Santos Police Department and the City of Los Santos, allowing Carl to extend and share his wealth of knowledge and experience with others.
Dedicated to his division and field training, Officer Jacobs saw promotion to Police Officer III on October 22nd, 2024, where he remained assigned to the Rockford Hills Patrol Division. Here, Jacobs continued to serve until January 20th, 2025, when he put in his papers for an early retirement from law enforcement.
This retirement, however, was short-lived, as Officer Jacobs returned to the Los Santos Police Department on February 24th, 2025, where he has continued to leave his mark. His supervisors are joyed with his return.
Today, Officer Jacobs serves as a training officer assigned to the Rockford Hills Patrol Division, as well as secondary assignments as a recruitment officer for the Recruitment and Employment Division and an instructor for the Training Division, further highlighting his dedication to training.
The Department finds it important to acknowledge the tireless efforts and unwavering dedication of our officers amidst their daily challenges and responsibilities.

Lieutenant I Charles Williams, Assistant Commanding Officer, Rockford Hills Patrol Division wrote: Officer Jacobs has been the second most active Officer on shift at 162 hours in the month of March and submitted the most paperwork with a staggering 346. In addition to these great statistics, Officer Jacobs conducted 9 training sessions for Cadets, helping to train and shape them for the future. Jacobs is always willing to help anyone and complete any task that is thrown his way and I struggle to believe anyone would dispute him being one of the very best Officers we have in the Los Santos Police Department.
