Summary: Whilst on shift the suspect Ivy Hirano walked up to city hall front steps to a group of government officials myself included in a mask. I told her to take off her facial covering and show me her ID. after a small amount of back and fourth she complied.
Once seeing who she was I cuffed Ivy and read her rights as she had been tresspassed from the property 2 days prior and was given verbal confirmation of this by myself. A written tresspass notice had also been posted HERE
Agent Deveel was then told to process the individual however Miss Hirano then requested a female agent. Agent arcanna was then requested over the radio who came to our location to pat Miss Hirano down and process her before transporting her to SADOC.
Evidence Details
Document the possessions confiscated from the arrested suspect. Illegal possessions are to be documented individually, examples of documented illegal possessions are "Pistol .50" or "12 grams of Cocaine". Legal possessions that can be categorized may be grouped, eg. "Clothing" to describe all clothing items.

* Individuals with a radio on them should have the frequency of that radio logged.

- On this date, I clocked on for work as normal when it was called over the radio that I was needed. Unsure of what it was as the Agent requesting me did not say over the radio, I went over to see how I could help. It was at that time it was explained that I was needed to pat down Ivy Hianro due to her requesting a female for her arrest. I of course did so and ensured it was taken care of properly. It was during all this that I heard her stating criminal threats against us as well as the building itself. She even made it a point to remind us that she is apart of the Souls numerous times as if making an attempt to worry us. With this, I called over to Lester, the arresting agent, to place the charge Criminal Threats with the Against a Gov Modifier. With recent events from those in Shadows, this was something we could not look passed in any aspect as our job is ensuring the security of both the Gov building as well as the officials inside.

ISSUANCE OF VERDICT
IN THE SUPERIOR COURT OF SAN ANDREAS

A decision was reached in the above case on the 12th day of April, 2025.
As stated directly in the penal code, one of the statutes of NM06 - Trespassing is
State Government wrote: ↑Entering and/or remaining on government property designed for public services* after receiving a verbal or written notice of trespass**.
As a written notice was clearly filed two days beforehand, there is a clear paper trail of the notice despite the defense's objections otherwise. As this notice was properly served, there is little dispute that Ms. Raven was trespassed two days before the date of the incident.
With regards to the charge of GM13 - Criminal Threats of a Gov. Employee, the involved agent as noted on the arrest report, Ms. Jenevelle Arcana details how the Agents were threatened, and paints a cut and dry picture of the defendant knowingly and willingly threatening the agents.
It is with the above considerations that I issue the following verdict:
- On the count of NM06 - Trespassing, I find the defendant, Ivy Raven, guilty.
- On the count of GM13 - Criminal Threats of a Gov. Employee, I find the defendant, Ivy Raven, guilty.
As with any given guilty verdict, the court reserves the right to seek court fees for time, effort, and resources expended on any case. As such, the court will be fining the defendant $15,000 for the court's time, effort, and resources for this case.
