- An SED operator was killed by a gang organization LSK. We were looking for the suspects and saw a black Terminus parked on the side of the road with the R/O being John Chapel. At the time, we knew that Anthon Chapel was 100% a member of LSK, so we decided to park behind the black Terminus with our lights on. After that was done, we went up to John Chapel and asked him to ID himself, where he was not complying at all, so he was asked to step out of the vehicle. He said that he won't step out and once other deputies pulled out a taser, he started to drive off, but stopped a second later. Gankis had his taser in his hand and saw an opportunity to tase John and get him out of the vehicle. Gankis was successful in getting the suspect out of the vehicle but when he tried getting him in cuffs, John Chapel was resisting a lot and after successfully resisting, John started to punch and kick Corporal Gankiunaitis. Gankis defended himself by punching and kicking the suspect back getting the suspect injured. After he got treatment, he was transported and processed at DOC.

- First off I'd like to state that for the start and majority of the first altercation my unit was still enroute responding to the backup call. We arrived on scene to find John Chapel being not being compliant, resulting in them turning their engine on and Corporal Gankis utilized their taser through a broken window to subdue the suspect. This is when John Chapel became belligerent, and resisting with us further until we managed to get them in cuffs and in a cruiser.

IN THE SUPERIOR COURT OF SAN ANDREAS
State of San Andreas v. John Chapel
#25-BT-0023
A decision was reached in the above case on the 11th day of May, 2025.
On the 18th of February, 2025, the Los Santos County Sheriff's Department lost a Deputy in the line of duty to a gang-related shootout. The SED was brought in for investigate the circumstances, and information was developed that an individual named Anthon Chapel was involved in the murder of the Deputy. While investigating, Deputies observed a vehicle owned by the Defendant, John Chapel, in the area of the shootout. The Sheriff's Department decided to investigate the vehicle to identify the occupant of the vehicle -- the occupant was the Defendant. During this interaction, the Defendant refused to identify himself and started to evade in the vehicle, pulling over a short distance away. After stopping, the Defendant was tased by a Deputy, removed from the vehicle, and handcuffed. During the attempt to handcuff the Defendant, the Defendant punched and kicked the Deputy multiple times, and was injured during the resulting use of force.
After review of the facts, arguments were made about John Chapel, the Defendant, not being personally suspected of the murder of the Deputy, as Anthon Chapel was suspected. There was arguments made about John Chapel and Anthon Chapel being associated with the criminal organization, The Shadows. The Court also takes notice of the two individuals sharing the same last name, which suggests association, whether familial or social contract (e.g. marriage or adoption), and believes the association between these two individuals is more than a mere possibility, but highly probable. The Court also notes individuals who are associated may sometimes share access to vehicles. As the Sheriff's Department was looking for Anthon Chapel and the individual in the vehicle spotted at the scene had not been identified, it's more than reasonable for them to desire to identify the occupant of this vehicle. The Defendant did not identify himself after given the command to do so. The penal code for GM10 - Failure to Comply/Identify clearly states a Defendant is guilty of this charge when a person fails to identify themselves during the course of an investigation. Corporal Gankiunaitis, a government employee, states in their witness statement they were punched and kicked by the Defendant. This willful use of force by the Defendant was not lawful.
It is with the above considerations that I issue the following verdict:
- On the count of GM10 - Failure to Comply / Identify, I find the defendant, John Chapel, guilty.
- On the count of GM02 - Battery of a Gov. Employee, I find the defendant, John Chapel, guilty.
