INCIDENT NARRATIVE
- Incident Date: 15/FEB/2025
Explain what happened, sufficient detail must be given to justify the placed charges, videos could be provided.
- During an investigation Gang Detective gained intel on multiple suspects manufacturing narcotics. Units moved into the area and attempted to arrest the suspects on scene. Roxie Sapphiria was masked and armed with a heavy pistol that was equipped with attachments.
Roxie ran away from Captain Martin and got into a Gauntlet Hellfire. Roxie turned on the vehicle and started to drive towards Captain Martin. Captain Martin managed to move out of the way however the vehicle struck Officer Skylar Deul. The suspect was shot down.
During a search, the heavy pistol with attachments was recovered from the suspect. During a search of the vehicle a crate with multiple illegal items were found (39x Marijuana Plants, 19x Powdered lime, 19x Sodium, 19x Sulfiruci Acid, 1x Marijuana). 23x Crack was also found in the trunk of the vehicle.
There were multiple tables set up around the suspects where crack and cocaine were being manufactured.
EVIDENCE DETAILS
- Document the possessions confiscated from the arrested suspect.
Possessions are to be documented individually, examples of documented illegal possessions are "Pistol .50" or "12 grams of Cocaine". Legal possessions that can be categorized may be grouped, eg. "Clothing" to describe all clothing items. Body camera footage/pictures may be attached as an evidence exhibit.
Where possible, the serial number of each firearm seized as evidence should be noted.

- While conducting an investigation, I heard an individual on a gang frequency talking about the manufacturing of drugs. Through the investigation, I came to find out they were operating a drug lab inside the scrapyard just off of Alta St.
Units coordinated and raided the lab, finding Roxie inside armed with a modified Class 1 firearm. The suspect was wearing a mask and ran away from officers, jumping over a wall before getting into a vehicle and running over an officer in her short evasion from officers, leading to her being shot down. Other individuals on the same frequency ran away, while Jhoni Morgan (Identified later during arrest procedure) shot from a roof before being injured in returning shots.
After reviewing my bodycam, I confirmed that Roxie had spoken on the radio frequency, specifically mentioning finishing up the crack.

Witness Statement
- On the date mentioned above, detectives received intelligence that members of the criminal organization "The Shadows" were manufacturing narcotics with another gang at the scrapyard near the Exits to the Airport on Alta Street. We moved in swiftly and dismantled their operations.
Miss Roxie Sapphira was standing near the tables, talking on the shared frequency with another member of her gang, she attempted to escape by getting in her vehicle and attempted to leave, and from my point of view it looked like she swerved for Captain Martin but missed him and subsequently struck myself as I was unable to move away in time, she was then open fired on as she had struck an officer. Thankfully, I was able to stand on my feet not long after but as I turned the corner the other suspect that was apprehended started to open fire on myself. He was quickly neutralized.
I did not have any further interaction with Miss Sapphira in the scrapyard as I was cleaning up the scene so that we could leave until I escorted MD(who was transporting Miss Sapphira and the other suspect) to Pillbox and made sure she was loaded into a vehicle and taken to Mission Row Station where we processed her per our regulations.
