- A traffic stop was called on a Shinobi registered to Liliana Howell, It's the driver was identified as such only for it to be revealed through further investigation that she was actually Ivy Hirano. Ivy had evidence on her that led to her conviction for Armed Robbery. Nearby, Liliana Howell's vehicle was spotted. A traffic stop was conducted where she was questioned and informed Lieutenant Ashcroft that Ivy had her permission to use the Shinobi. I asked Liliana to step out of the vehicle so that I could investigate further, She argued with me a bit, before turning on her engine and fleeing the traffic stop.

- I Officer Matteo Ellis was processing another suspect at the DOC and over heard a conversation that a woman is handing herself in for an active warrant. DOC guards informed me that the suspects name is Lilliana Howell, I have checked the active warrants and it came out to be positive. Miranda rights were read by myself to Lilliana Howell to which she has acknowledged it, as she was already in cuffs I have patted down as per arresting procedures to make sure she does not have anything dangerous or illegal in her possession. Afterwards, DOC guards took over the processing as they did not need any further help.
I Officer Matteo Ellis, was not present or have any knowledge of the original scene and solely acted on an active warrant.

- Requested Discovery: Body-camera footage from Lieutenant Dale Ashcroft
- Detailed Reasoning: The requested body camera footage will provide further context not mentioned in the provided witness statements.
Namely, it will show that I wasn't merely asked to step out of the vehicle for an investigation, but rather was told I would be searched and to step out for said search to be conducted with the only reasoning given being that Lieutenant Ashcroft felt I was involved in the store robbery. Something that seems intentionally left out of the provided witness statements, with the detectives' story changing after the fact to make the order seem more lawful.

Additionally, by fleeing the traffic stop, I was charged with a greater charge of "VF01 - Evading an Officer", the act of fleeing the request to step out of my vehicle would already be contained under the charge of " VF01- Evading an Officer ", as by definition, I willingly fled from an officer in the same vein as I failed to comply with the officers "demand"

The defendant believes that the motion to suppress builds on the motion for involuntary dismissal and as such should be considered in conjunction.
Further more if this is considered improper trial proceeding, they would also urge the SAJB to have more public resources made available for defendants who don't get assigned a public defender and can't reach out to one under threat of gunpoint by GSB.

ISSUANCE OF VERDICT
IN THE SUPERIOR COURT OF SAN ANDREAS
State of San Andreas v. Lillliana Howell
#25-BT-0021
A decision was reached in the above case on the 7th day of May, 2025.
The court will be granting Ms. Howell's request for summary judgment (filed as involuntary dismissal), as there is no dispute about the facts of this case. Ms. Howell pulled away from Lieutenant Ashcroft while still in their vehicle during a traffic stop, where lawful orders were given and disobeyed. However, as the entire situation happened in the vehicle, the court will be agreeing that GM10 - Failure to Comply / Identify is included under VF01 - Evading an Officer, under the Lesser Included Offense Doctrine.
It is with the above considerations that I issue the following verdict:
- On the count of GM10 - Failure to Comply / Identify, I find the defendant, Lillliana Howell, not guilty.
The defendant should make their way to City Hall at their earliest convenience to have the change to their record noted as well as the payment of $5,000 returned to them for fines, time, and other expenses/inconveniences incurred from the contested charges.
