Provide details of the incident leading up to the arrest
- On the date of January 23rd, 2025; units pulled over a black Terminus affiliated with the criminal organization known as "Black Corp" the vehicle was seen hovering the area where other members of Black Corp had attempted to chase a vehicle down Great Ocean Highway. Due to the violent nature of earlier events, the vehicle was stopped and K9 was deployed on the vehicle. In the back of the Vehicle Mr. Rivera was claiming he had guns/drugs and a bomb that would go off if we opened the door of the vehicle, he also claimed that if the dog entered the vehicle it would blow up and kill the dog. At this point; Mr. Rivera was asked to remove his mask and show identification to units on scene where he refused multiple times. Mr. Rivera was tased by Investigator II James Valor and cuffed/identified before being sent to DOC while sobbing, crying and sniffling.

- I observed Mr. Rivera in the rear compartment of the vehicle after being pulled over in a black Terminus. During the interaction, he mentioned having firearms, drugs, and a device that would activate if the vehicle door was opened. He also indicated that the device could affect the K9 unit. Investigator Valor requested that Mr. Rivera remove his mask and present his identification multiple times, however, he did not comply with these orders.
Subsequently, Investigator Valor used a Taser in accordance with our protocols hence why he was charged with GM10 - Failure to Comply / Identify. Following this, Mr. Rivera made threats to Investigator Valor threatening him when he gets out of prison. Mr. Rivera was then secured, identified, and transported to the Department of Corrections.

COURT DECISION

A decision was reached in the above case on the 27th day of July, 2025.
Due to a lack of response from the defendant in the above case, the case will now be accepting the plea of guilty from the defendant. The defendant was given ample time to interact with the courts and file availability. If any of the dates and times did not align with the schedule of the defendant, they were able to contact the courts stating the like. As little to no contact has been made with the courts in the past 3-4 weeks, this case will now be archived and the charges will remain on the record of the defendant.
