Explain what happened, sufficient detail must be given to justify the placed charges, videos could be provided.
- We were previously chasing Arthur Green who has evaded. During the pursuit, Arthur Green was TCed off his bike. Once Arthur was TCed off his bike, our suspect Ivy Hirano got on Arthur's bike and fled the scene. During the midst of all that, Arthur hopped onto Ivy's bike and also fled the scene. We concentrated on pursuing Ivy as we had suspicion that Arthur was armed and his firearm was in his bike that Ivy fled in. Soon after, Ivy ran out of fuel for the vehicle and began evading on foot. She was soon placed under custody and sent off to DOC.

- Arthur Green was being pursued by Law Enforcement. During the chase, a vehicle containing Ivy Hirano was seen following the pursuit. After a long-winded chase through Los Santos - Arthur Green took a turn into an alleyway and ditched his vehicle. Officers followed on foot and Arthur Green ran toward the same vehicle with Ivy Hirano inside it. During the foot chase, Ivy Hirano exited the vehicle and got onto Arthur Greens motorcycle that he used to evade and drove off. This led officers to chase of Ivy Hirano in order to recover the evidence. A couple of minutes into the chase, Ivy Hirano stopped on the side of the road. When officers told her to step off the motorcycle she turned her engine on and evaded again. The chase lasted just as long as Arthur Greens. Ivy Hirano was finally taken into custody after she ran out of fuel near the bank on Hawick.

- Going by the arrest reports of Arthur Green and Ivy Hirano;
"Arthur Green was pulled over in relations to a previous scene. I conducted a 10-55 gaining PID on Arthur, I instructed him to step off his bike. He then fled, turning the 10-55 into a pursuit. During the pursuit, Arthur ditched his bike and got onto another bike and fled the scene, as soon as I was trying to retrieve Arthur's bike, having suspicion that it had a firearm in it. Ivy Hirano hopped on it and fled. At this point, I've put out an arrest for Arthur Green as we've lost him. I turned my attention to Ivy and pursued Ivy as she stole Arthur's bike and fled the scene. Ivy was soon apprehended and placed under custody. During the pursuit of Ivy, a vehicle that was registered to Arthur Green was around the scene. Units were instructed to 10-55 the vehicle but the vehicle fled. Pursuit lasted about 10 minutes before the vehicle TCed into a unit. During the arrest procedure we identified the driver as Arthur Green. So the suspect was charged with two felony evading as it involved two different situations with two different vehicles."

I was enforcing gang details with Detective Carver at the time due to high gun related crimes coming from the organization Ivy Hirano belongs to. Within that week Ivy Hirano was involved in multiple shootings with LEOs where multiple Officers has been injured personally by Ivy Hirano. If you look at Ivy Hirano's activity within that week and the week before, Ivy has been arrested NUMEROUS times, committing crimes such as shooting at LEOs and as far as kidnapping LEOs. All this can be searched in our government database. Below, the first two arrest reports are directly relating to this case, and the last one is just an example of numerous arrest reports dating back or around when this incident happened showing the types of crimes she has committed. Finally, if a witness is needed, Detective Carver was present during the whole situation.

A decision was reached in the above case on the 27th day of July, 2025.
Due to a lack of response from the defendant in the above case, the case will now be accepting the plea of guilty from the defendant. The defendant was given ample time to interact with the courts and file availability. If any of the dates and times did not align with the schedule of the defendant, they were able to contact the courts stating the like. As little to no contact has been made with the courts in the past 3-4 weeks, this case will now be archived and the charges will remain on the record of the defendant.
