Provide details of the incident leading up to the arrest
- My unit was running a speed trap on Senora freeway when Deputy Korbel called for assistance over radio for 2 cars that skipped tolls. My unit responded, and caught up to Deputy Jucio just north of the Casino exit on Senora Freeway. Upon being requested to pull over, the driver of a black buffalo with an unknown R/O pulls to the side of the road and Ivy Hirano gets out of the black buffalo. She is told to get back in the vehicle, and for the driver to remain seated and turn the engine off. In doing so, the driver of the vehicle backed into me several times, before finally coming to rest seeming to comply. I waited for 10-70s, in case they evaded. As I approached the driver of the vehicle, they refused to roll down their window, remove their mask, and show me their license. The driver then took off leaving me to call an evasion in Tac 1.
After about 15 minutes of evasion, the driver pulls to the railroad tracks leading towards Alta apartment. Both Ivy and the driver get out of the vehicle and jump the wall towards impound. It was at this point Ivy was tazed and taken into custody. She was then cuffed and searched, finding only a handful of legal items in her pockets which where stored in the legal evidence locker at Sandy. Ivy was then charged with evading, and was taken to DOC to be processed by DOC.

* The bodycam footage would roll from the beginning of the stop, showing Ivy Hirano exiting the vehicle and running around the police cruiser, exchanging inaudible words with the lead deputy before she would re-enter the vehicle and it would evade.
A lengthy pursuit would ensue, units at times losing visual before regaining it. Eventually the pursuit would terminate at eclipse and Ivy Hirano would exit the vehicle and flee on foot before being apprehended.

- In Response to the enquires made to myself regarding this incident:
-Was the defendant the driver at any point.
I am unable to confirm this, initially they were the passenger. The pursuit went on for some time and we lost visual on occasion.
Did the defendant have time at any point to exit the vehicle.
-The defendant exited the vehicle during the traffic stop to ridicule
LEOs and had ample opportunity to leave the scene/make their intentions known at that time if they were legal/inform LEOs if they were being held under duress instead they made the conscious decision to get back in the vehicle right as it evaded.

Anything else you think is valuable information.
-Not only did the suspect skip tolls by driving down the incorrect on a busy highway, not only did they fail to comply with law enforcement during the traffic stop, but she also fled from law enforcement once she exited the vehicle at the end of the chase. No reasonable thinking person would believe that the suspect did not wish to partake in the evasion.

- I heard a backup call on the radio from Deputy Jucio Korbel that there are two vehicles skipping the toll and avoiding to pay the required fees to pass. We responded as the vehicles were stopped in 1 10-55.
Miss Ivy came out of her vehicle and was asked multiple times to get back in, she got in the other vehicle which was a Buffalo with an unknown RO. They started evading and it turned into a pursuit.

A decision was reached in the above case on the 27th day of July, 2025.
Due to a lack of response from the defendant in the above case, the case will now be accepting the plea of guilty from the defendant.
