INCIDENT NARRATIVE
- Incident Date: 19/JAN/2025
Explain what happened, sufficient detail must be given to justify the placed charges, videos could be provided.
- Units received a call regarding a house robbery and upon arriving, units found a large group of people gathering outside. Once other units arrived, a La Coureuse then bolted out of the scene as units tried to catch up to it. AIR followed the vehicle to Eclipse Apartments where the driver then hopped out, then running into the apartments. Once ground units arrived, the driver came back out and was detained for investigation. Units then found that the vehicle was operating with a stolen plate from an Officer's personal vehicle. The driver was identified at the registered owner of the vehicle and he was charged for possessing the stolen plate.

- Document the possessions confiscated from the arrested suspect.
Possessions are to be documented individually, examples of documented illegal possessions are "Pistol .50" or "12 grams of Cocaine". Legal possessions that can be categorized may be grouped, eg. "Clothing" to describe all clothing items. Body camera footage/pictures may be attached as an evidence exhibit.
Where possible, the serial number of each firearm seized as evidence should be noted.

Witness Statement
- I was operating AIR-1 at the time of this incident where there was a 911 call from the owner of a property in the Morningwood area, stating that they believe someone had broken into their home and was robbing them. The first unit to arrived communicated that they could see a large gathering of people outside of the property that had allegedly broken into. This unit said they saw a silenced Pistol .50 on the hip of an individual but couldn't identify who, as they were all wearing very similar clothing. I ordered no units enter the tight, crowded area until we had enough to enter together and take control of the scene and that command was followed. We had three or four ground units ready and I gave them the all clear to enter with their lights and sirens activated, and to detain anyone near the property for an investigation.
As units entered, an individual got into a La Coureuse and bolted away from the scene. Due to the high nature of this vehicle, AIR-1 switched their attention to follow it with a ground unit attempting to but having to travel to the nearby Vespucci Station to swap out to a High Speed Interception Unit. I followed the La Coureuse for about 30 seconds before it pulled up to the front of Eclipse Towers. From above I saw the car door swing open and the lights flicker, indicating that the vehicle had been locked. The high speed unit, along with backup arrived very soon after this and detained the individual who attempted to get back into the La Coureuse after exiting their apartment, as the Officers arrived. The passenger was also detained, under grounds of the initial investigation. One of the ground units scanned the license plate that was on the detained individual's La Coureuse and it came back to a member of the Los Santos Police Department that had just recently clocked off shift and flown out of the city. The VIN number of the vehicle did not match the license plate, proving that it had been stolen and was in the possession of the driver, hence the valid reason for the charge GM05 - Receiving Stolen Property.
It was discussed by myself and other supervisors on scene about charging the individual with VF01 - Evading an Officer, however there wasn't a vehicle directly behind the suspect for long enough, other than when they initially bolted away from the original scene. Therefore, that charge was not placed. Finally, it was my understanding that the Petty Theft charge had been removed shortly after.
