Explain what happened, sufficient detail must be given to justify the placed charges, videos could be provided.
- Units responded to a bank robbery (SF07 - Bank Robbery) wherein 8 individuals were holding a hostage (SF09 - False Imprisonment of a Hostage, NM03 - Unlawful Assembly) in return for safe passage. A deal was brokered in which the hostage (and hostage-taker) would be surrendered, and in return the rest would go free. Cody Mackey was one such person who ran free, and began evading (VF01 - Evading an Officer) in a jugular. The jugular made its way to the sandy area west of the airport, and all occupants fled into the ocean. Mr. Mackey swam around for a bit, then made his way into LSIA (AM04 - Disrupting Airport/Aircraft Operations), where he ran around on the tarmac before an associate picked him up. They continued fleeing until they ran into a unit on Senora Freeway and injured themselves. On his person, a mask was recovered (GM19 - Face Concealment (b)).

- Detective I Grace Steel announced on the radio that a bank robbery was taking place at Life Invader.
Detective Vern and Captain Steel, at the time on a Supervisor Guided Patrol and acting Patrol Supervisors, responded to the call.
Detective Vern spent the time there coordinating with units as to who would pursue what vehicle.
Upon the development of the situation and once the hostage was released, Detective Vern and Captain Steel remained on scene to provide first aid to the hostage and to coordinate cleanup, evidence gathering and the pursuits that were taking place.
Following that, they responded to the pursuit of the two individuals that was entering Los Santos Freeway.
They witnessed the two suspects enter the incorrect offramp to the casino, at which point they collided with a unit and became injured.
Detective Vern arranged their treatment, transportation and processing to DOC by assigning units to them.
Current evidence suggested that the individuals fleeing were initially in a Jugular that ended up by LSIA, and then entered LSIA on the active taxiway and runway, disrupting airport operations.
They were then charged accordingly and were taken to DOC.

- While the overall narrative is present in my arrest report, allow me to provide my personal account;
I arrived on scene to a bank robbery call at life invader bank wherein it was found numerous (the exact number escapes me but I'd estimate at least 8) individuals were inside the bank, alongside 1 individual (later identified as Ethan Blackwood) armed with a sawed-off shotgun, and a hostage. All individuals inside were complicit in the robbery and made no effort to remove themselves other than the hostage.
Mr. Mackey specifically stepped forward to negotiate with Lt. Sorvanis, and a deal was eventually brokered in which the parties would be allowed to exit to their vehicles (to my recollection, a blue novak, a black jugular, at the very least), and in return the hostage-taker would surrender himself and the hostage to police. During this time, we organized into several tactical channels based on vehicles, with air support above, as well as a high speed intercept unit. Mr. Mackey got into the jugular, which began evading after exiting the bank.
I assisted in the arrest of Mr. Blackwood (the hostage taker) and the hostage, then began pursuing the robbers. My specific tactical channel began pursuit of the jugular. It evaded until making its way to Vespucci beach where it came to a stop near the sandy area to the west of the airport, at which point all occupants fled from the vehicle into the ocean. I volunteered to grab a police boat, while air kept eyes on the other suspects. I was assigned a particular suspect, whom I followed for a lengthy swim until he fled into the airport. I gave chase but ultimately returned to the boat to prevent it floating away. The suspect I was chasing, who I am absolutely certain was not Mr. Mackey, escaped into the airport.
However, air was tracking Mr. Mackey and a cohort, as well as officers in hot pursuit, meaning there was absolutely no time at which point Mr. Mackey was not within visual contact of officers since leaving the bank. Mr. Mackey fled into the airport until a cohort of his picked him up inside the airport on a motorbike of some kind and began evading. This second pursuit took units from the airport to Los Santos freeway behind Diamond Casino, where the two suspects (one of which was Mr. Mackey) accidentally collided with either the barrier wall of the nearby exit ramp, or a unit. Either way, both occupants of the vehicle were injured upon collision. I arrived on scene shortly thereafter and was assigned Mr. Mackey to be taken to DOC.
Although my arrest report lists all the charges and their justifications, I will explain further;
- Unlawful assembly for gathering to rob the bank, as all inside the bank were associated and even were that not the case, they all conspired to rob the bank willfully.
- Evading an officer for getting into the jugular and willfully fleeing the scene when the opportunity to surrender immediately was without a doubt offered
- Bank robbery for robbing Life Invader bank along with his associates
- Face Concealment (b) for wearing a mask during the commission of his crimes
- False imprisonment of a hostage for not only using a hostage during the robbery, but doing so with the explicit reasoning of avoiding officers breaching the building with prejudice and arresting all the individuals, which is easily apparent by virtue of 7 of the robbers being unarmed.
- Disrupting airport/aircraft operations by virtue of trespassing into LSIA, driving on the runway, and generally disrupting the airport's operations through their unwelcome presence, as well as necessarily inviting the intervention of LSPD to ascertain them.

A decision was reached in the above case on the 19th day of March, 2026.
The Court thanks everyone for their patience on this filing. We apologize for the delay in response from the State Judiciary. This case has now been reassigned to myself. From now on, I will take on the role of the presiding judge.
Alongside of a reassignment, I will be ruling on the previous motion: The Motion to Suppress. The court understands the position of the defense in that time spent waiting for discovery should be considered when looking at the rights of a defendant to a speedy trial. The court also sympathizes with the position of the prosecution, and the workload they are currently under as a near solo individual in their division.
Given the probable cause for the charges has been provided to the courts prior to action being taken, we will be moving forward. Please note that this takes into consideration the specific circumstance of the Prosecution division - one to two individuals, 30+ cases, and new leadership. However the court wants to make it known that no further delays will be entertained.
