Provide details of the incident leading up to the arrest
- After leaving the location where I was conducting a stake-out, I ran onto the cemetery back towards my cruiser which I had parked out of sight behind the church. I noticed a Paragon R sitting in the middle of the cemetery with a person inside, who started shouting at me and reversing towards me. Seeing I just left my observation post, and didn't expect to see anyone there, I didn't feel like small talk and ran back into my cruiser and headed back to the county. The Paragon initiated pursuit and was tailing me, even as I sped up well above the speed limit he was still chasing me going well over 195 km/h. I asked for back-up units to get him off my tail, they pulled him over and I changed cruisers.
He stated I was inside his Paragon R to Hugo and that I stole it, I was never near his car and had only seen the car as I jumped to wall to get to my cruiser, which he was already inside off. He then kept insisting I stole his car and asked for my badge number. Badge number was given.

- [Davids arrest was something that was quite sudden and out of the blue from my perspective. It started off when Deputy Navarro made a callout over radio stating he was being chased by a paragon down route 68. I did what every other unit would do and responded accordingly. I managed to pull over the paragon, and initiating a 10-55 in the process. I spoke to Mr Vespucci who was the only one occupying the vehicle at the time, and he stated something along the lines of "Deputy Navarro stole my car, so I am following him". I thought this was rather bizzare so I reached out to Nacho on the radio and he came to the traffic stop to assist. Due to David stating to myself multple times that Nacho had stolen Davids paragon, Nacho arrested David for providing false infomation as clearly Nacho knew this was not true in the slightest. Per officer testimony, I let Nacho go ahead with the arrest based on what he had seen, resulting in the rest of the units clearing out.
In terms of the stakeout prior to the situation described above, I have no knowledge of what occurred. My best guess is that this was GND related surveillance which even I don't have access to so I have nothing to comment on this.]

- When I left my stake-out spot, across the road from the cemetery on top of a roof. I went to my car which I had parked behind the church in a small alleyway. I ran to my cruiser, I noticed him sitting in his vehicle there, and he then started shouting at me and reversing towards me. I ignored it as I was masked, and I didn't really want to be seen in the first place....
He then followed me all the way up North, even when I increased speed and I had to call units to get him off my ass. He then starts putting up a show that I was in his car, and I was near his stolen vehicle. Yet when I first saw his vehicle, he was already in it, I hopped the fence and noticed him as I was running to my cruiser, I didn't expect to see anyone there. So that's a blatant lie, then he says he "retrieved" his stolen vehicle here, yet there's no 911 call about a stolen car, and he accuses me of stealing it in the first place.
My bodycam will show I was on the roof all the time. And only ran across the cemetery to get to my cruiser. So his arrest was justified.
