Occupation: Sheriff's Deputy
Witness Statement
- Myself and Deputy Lawless were conducting an SIB operation when we came across hard evidence a shoot-out was happening inside Chilihad camp. We awaited the arrival of back-up units before moving in, when they arrived the vehicles inside the camp were leaving. Inside the camp were multiple vehicle, one of them being a Terminus. This vehicle was intercepted at Chilihad tunnel and followed. There was a active trace going on the driver of the Terminus and seeing the shots fired that myself and Deputy Lawless witnessed, we pulled the vehicle over. After patting down the suspects for any weapons, we found illegal devices in the possession of Dale along with body armor, which led to us searching his vehicle and finding class 2 firearms inside, which Antonio claimed to be his. Seeing Dale argued he had just pulled these items from the glovebox, it's hard to believe he didn't know there were illegal firearms inside the vehicle. He actively chose to keep the body armor on him, along with all the illegal devices.
I believe he also at one point gave consent to search his vehicle prior.

- To all parties,
In the case of State of San Andreas v. Dale Lost, a Motion for Involuntary Dismissal was filed on the 14th of January, 2025.
The Defendant, Dale Lost, through their attorney, submits this Motion for Involuntary Dismissal on the grounds that there is zero probable cause. Furthermore, the evidence presented provides no justification for the search conducted. While motions like this are unusual in a bench trial, we believe that the lack of probable cause is so readily apparent to all viewers that going to trial would be a complete waste of time in a whole.
- Sincerely,

Izaak Scott

OBJECTION
IN THE SUPERIOR COURT OF SAN ANDREAS
State of San Andreas v. Dale Lost
An Objection was filed in the above case on the 19th of January, 2025.
The State of San Andreas, by and through the undersigned attorney, filed this objection to a recent motion by the Defense;
- Statement being objected to: Defense's Motion for Involuntary Dismissal
- Detailed Reasoning: The Defense's claim that the stop of the defendant's vehicle was without probable cause is unfounded. The evidence provided clearly establishes that an ongoing operation uncovered criminal activity in a camp on Mount Chiliad, with shots fired. As this is reported, the defendant's vehicle is seen fleeing the scene. The vehicle and the defendant are then detained for further investigation due to the reasonable suspicion provided by the defendant witnessed fleeing the scene of a crime.
Exhibit #3: Witness Statement: Deputy Navarro wrote: After patting down the suspects for any weapons, we found illegal devices in the possession of Dale along with body armor, which led to us searching his vehicle and finding class 2 firearms inside[...]
The rules of reasonable suspicion clearly permits the use of the stop-and-frisk method when investigating individuals suspected of being involved in a crime. As the witness states, when the defendant was patted down they were found to be in possession of multiple pieces of contraband, also physically visibly upon inspection, and this provided the probable cause for further search of the vehicle.
It is with these considerations that the Prosecution request that Your Honor deny the Defense's motion.

- To all parties,
First and foremost, this is the defense’s final statement, and we hope the prosecution understands and respects that we maintain the last word on our motion. Secondly, you cannot object to this motion; you may respond, which I believe you intended to do.
After reading this, I believe the prosecution could benefit from borrowing my book from my time as a law student, which I’ve kept in storage. Here it is. In every single piece of evidence, the author states "we have hard evidence" but then stops short of specifying what the evidence is. What is this "hard evidence" that the witnesses refer to? Did they witness the shootout? The witness made a conclusory statement, and you cannot assert there was "hard evidence" without identifying what that evidence actually consists of.
Do you not understand what a stop-and-frisk is? First, with the evidence presented, there was no reasonable suspicion at all. Secondly, they were patted down for weapons, which resulted in nothing, and then searched further without probable cause. In your own argument, you have now admitted there was no probable cause. Your misconception of how a stop-and-frisk works has rendered your entire argument moot.
- Sincerely,

Izaak Scott

COURT DECISION
IN THE SUPERIOR COURT OF SAN ANDREAS
State of San Andreas v. Dale Lost
A decision was reached in the above case on the 22nd day of January, 2025.
The court denies the defense's motion for involuntary dismissal.
- The role of the judiciary at this stage in the court case is to assess the merits of the charges and motions presented, ensuring that sufficient probable cause exists to proceed to trial. This assessment requires viewing the evidence and arguments in the light most favorable to the prosecution. A different viewpoint would be observed at trial.
Upon review, the court finds that while certain elements of the case are underdeveloped, the information presented establishes a sufficient baseline for the matter to proceed to trial. However, the court strongly urges the prosecution to address foundational gaps, particularly regarding the probable cause underlying the search of the defendant in question.
The prosecution is encouraged to provide further evidence to support their case, and if necessary, reach out to file any sensitive information under seal. As it stands, the prosecution faces significant challenges that must be addressed to meet the required burden of proof at trial.
So Ordered,

A Motion for Discovery was filed in the above case on the 26th of January, 2025.

Official Witness Statement

Case Information

Incident Date: Dec 18, 2024
Witness Information
- Name: Luka Rosselli
Date of Birth:
Phone Number: #273-5722
Occupation: Captain, Los Santos Sheriff's Department
Witness Statement
- During an SIB operation, we gathered solid evidence of a shootout occurring inside the Chiliad camp. Two vehicles were observed leaving the area and leaving a body behind as well as a few car parts, one of the two vehicles was a Terminus registered to Dale Lost. This vehicle was chased to Stab City while following an active trace on the driver. We followed the vehicle to Stab City, a known violent gang hangout, and directed them outside so we could safely conduct the traffic stop.
The Terminus was occupied by three individuals: Antonio, who was driving, and Dale seated in the passenger seat. all were detained based on reasonable suspicion that they were involved in the Chiliad camp murder. Upon detaining and searching them, we discovered multiple illegal items in the possession of Dale Lost including body armor, which led us to search the vehicle and find more inside (firearms). Antonio claimed ownership of the firearms found inside the vehicle.
Witness Affirmation
- I, Luka Rosselli, affirm that the above statement is true to the best of my knowledge and belief. I affirm that this statement has been made voluntarily, made without promise of reward, and made not under threat, force, or coercion.
