Summary:
While units returned to City Hall we found Ivy Hirano, and Becks Hirano with another individual. The individuals kept asking for an advertisement and was told no.
Soon Ivy spotted Lewis through the glass and walked to the glass attempting to shout through the glass to Lewis, soon later after I did checking within City Hall Lester Conway requested all 3 individuals to leave. The individuals failed to comply then stating they need someone to marry them where they were told to go to the officiants list. During this Ivy and all of them had a plain view and knowingly told they were asked to leave the property, which all of them refused.
Soon after Becks and the unknown individual left and Ivy walked to the window continuing to shout through the window, where Director Lester Conway placed her in cuffs and informed her that she is under arrest.
Evidence Details

On December 8th, Agent Murphy witnessed the defendant, Ivy Hirano, requesting to be let into City Hall. GSB Agents approached the defendant and asked if she had an official reason to enter City Hall, as it was under lockdown at the time. The defendant was unable to provide a valid reason for needing access to City Hall. GSB formally requested that she leave the property, but the defendant ignored these requests. GSB detained her.

Ivy Hirano requested access to city hall due to the current threat level myself and other GSB agents approached Ivy Hirano and 2 other individuals and asked them what their business was at city hall Ivy was unable to provide a valid reason that would grant her access on the current threat level and was informed entry was denied and she would have to come back another time. Ivy and the 2 other individuals did not comply. I asked Ivy multiple times politely to leave city hall and refusing I informed them multiple times they are no longer welcome on the property and they had to leave immediately or face a trespassing charge. They continued to refuse to leave. I informed Ivy and the 2 individuals with her leave immediately or you will be placed under arrest. Ivy then ran from the front door of city hall to a window looking into the lobby. I then cuffed Ivy and read her rights to her. After seeing this her 2 friends requested we let her go whilst walking towards the road. I informed them they are no longer welcome on the property if they do not leave they will also be arrested. at this point the 2 other individuals left. I then processed Ivy and had an agent take her to DOC where she was processed.

ISSUANCE OF VERDICT
IN THE SUPERIOR COURT OF SAN ANDREAS

A decision was reached in the above case on the 12th day of April, 2025.
With regards to the singular charge being contested, the court will note that the defendant was told directly by Lester Conway, "If you don't leave you will be charged with trespassing" which more than constitutes a clear and distinct notice to the defendant.
Regardless of whether their behavior at City Hall constituted threatening behavior, the penal code notes that,
management, high command, or law enforcement officers (LEOs) reasonably request an individual to leave due to threatening behavior, causing a nuisance, or disrupting services, and the individual refuses to leave or returns to the area, they are guilty of trespassing.
The defendant is then clearly seen and heard disobeying the previous order issued by Mr. Lester Conway, and proceeds to cause a nuisance at city hall, as shown in the evidence provided by prosecution. Shortly after the defendant is then appropriately detained and then arrested by GSB.
It is with the above considerations that I issue the following verdict:
On the count of NM06 - Trespassing, I find the defendant, Ivy Raven, guilty.
As with any given guilty verdict, the court reserves the right to seek court fees for time, effort, and resources expended on any case. As such, the court will be fining the defendant $15,000 for the court's time, effort, and resources for this case.
