      Explain what happened, sufficient detail must be given to justify the placed charges, videos could be provided.
      • 21-L-11 responded to a panic alarm in the Mirror Park area, where shots had been fired. Upon reaching the scene, the suspects had managed to evade capture. The scene was secured, and the investigation was underway when the arrested individual, Rashoud Jafaari, appeared. He was repeatedly asked to leave the scene, as it was part of the investigation, and to identify himself. He failed to comply, after which he was arrested for failure to comply and identify. He was forcefully removed from the scene to allow law enforcement to conduct the investigation properly.

  • Dear sir,
    I would like to provide a brief rundown of the events that occurred the night Mr. Rashoud Jafaari was arrested for failure to comply and failure to identify.
    
    On December 11, 2024, my unit (21-L-11) was patrolling the central part of Los Santos (Legion Square), when we received a distress call—a panic alarm—regarding shots fired near Mirror Park, where Officer I. Haily Trey was stationed. My unit, along with the other officers on duty, responded to the panic alarm. Since my unit was farther from the scene, I arrived a little later than the units that were closer.
    
    Upon reaching the scene, officers who arrived first had secured the "canals" area under Mirror Park, where Officer Haily Trey had been injured and was receiving medical assistance. My unit entered via Mirror Park, where the situation initially began. I exited the cruiser and began securing the area, ensuring that all possible evidence remained undisturbed and preventing any third parties from interfering with the scene.
    
    After confirming there were no suspects in the area who had shot at the officer, I noticed Mr. Rashoud Jafaari walking toward us from the south side of Mirror Park and heading directly into the crime scene. Mr. Jafaari walked past the cruisers that were parked to block the entrances and entered the scene. I approached him and informed him that he could not be here because the area was under investigation and was being treated as a crime scene. He called me "bastard" a few times and began to slowly walk toward the cruisers.
    
    I again attempted to clarify the situation, telling him once more that he could not be here because the area was under investigation. He was non-compliant with my order, and I told him that he needed to provide identification. He responded that he was not required to identify himself or show me his license.
    
    Out of courtesy, I again explained to him that the scene was under investigation, shots had been fired, and the area was considered high-risk since we did not know if the shooters or suspects would return. He still refused to comply and show his identification, so I placed him under arrest, read him his Miranda rights, conducted a pat-down, and identified him. He was later transported to MR.
