INCIDENT NARRATIVE
- Incident Date: 09/DEC/2024
Explain what happened, sufficient detail must be given to justify the placed charges, videos could be provided.
- Andre and Luca were on a DAVID patrol when they witnessed a 1x occupied white BMX LP LY9WJEDR endangering the public roads by bunny hopping in the middle of the road while going to speeds of 107 km/h, Andre put on his lights and sirens, Andre megaphoned to the BMX driver to Pull over but they responded with "FUCK OFF I'M ON A BMX" After a second time of Megaphoning for the driver to pull over, they did. Andre stepped out and asked the driver to show his ID to Andre several times, around 4 times but he kept repeating that he will not ID himself and kept saying he will IA report Andre. He failed to identify himself so Andre placed him in cuffs, patted him down, ID'ed him as Bob Rosin and placed him in the Kamacho, Detective Linton was on a GEORGE unit with Dolly Sullivan, Linton searched the BMX and it was empty then it was impounded, Andre and Luca transported Bob to MRPD where his mugshot was taken by Andre and his sentence was started, Andre placed Bob's legal belongings in his locker at MRPD.

- On the day of the incident, I was patrolling with Officer Andre Howard when we noticed the individual riding a BMX in the middle of the road. Officer Howard was driving the police cruiser and decided to pull over the individual.
I've heard Officer Howard request the individual to identify multiple times which they failed to do.
Everything can be seen from the vehicle dashcam.

- At 14:40 (( IC time )) 9th December an individual was seen bunny hopping dangerously on a BMX swerving across lanes and endangering traffic, going around 100+ km/h, after being requested to pull over using the megaphone the BMX driver responded with "FUCK OFF IM ON A BMX". After being instructed to pull over again he pulled over.
After conducting the traffic stop, I asked the driver to ID himself but he refused to after being asked several times then he stepped off his bike and insisted on being charged with failing to identify after being asked to identify himself several times, Andre placed him in cuffs and read his rights, patted him down then transported him to Mission Row where he was jailed and charged with GM10 - Failure to Comply / Identify, his belongings were left in his legal locker at Mission Row.
Although I instructed him that I pulled him over for speeding, I do not have to tell him why I pulled him over, the reason was for traffic endangerment.
