Operations Clear Sky and Kutte Throat

Los Santos: On the late night of December 7th and into the early morning of December 8th, a monumental confrontation occurred between the Los Santos Police Department, Los Santos County Sheriff's Department, San Andreas State Government, Los Santos Emergency Medical Services, and Department of Corrections, and three terrorist organizations dubbed "Lost MC", "Only The Family", and "Midnight".

"Operation Clear Sky" was an effort initiated by the tactical elements of the Los Santos Police Department and Los Santos County Sheriff's Department to provide high-level security to an event hosted by a police officer, set to provide an opportunity for employees and officials of state agencies to unwind, socialize with each other, and generally have a good time before the holidays. This level of security was determined to be a necessity, as a credible threat was called in directly to the Board of Governors, indicating that there was an intent to strike the event, one where many high-level police, sheriff, and state officials would be present, along with countless of off-duty personnel.

When tactical elements manned their assigned stations to provide security, the Los Santos County Sheriff's Department informed them that a group of over thirty to forty heavily armed gang members was grouping up in the area of Sandy Shores, where the Board of Governors later attempted to negotiate a peaceful resolution, to no avail.

The aforementioned groups, designated as terrorists for their brazen and vicious unprecedented show of hostility and attack on the Los Santos County Sheriff's Department's Sandy Shores Station, engaged by shooting at two circling law enforcement airships, which set the large-scale confrontation later dubbed "Operation Kutte Throat" by the Sheriff's Department in motion.

Chief Elena Flores has prepared an immediate statement on the incident, the steps forward, and the involvement of the Los Santos Police Department in aiding the Los Santos County Sheriff's Department in its efforts against these organizations.

Chief Elena Flores wrote: The attacks witnessed over the last 36 hours are heinous, and unprecedented. Never before have we seen such a large effort to attack law enforcement in their station. It is clear that despite the efforts of the State Government, peace was never an option for these groups.

Without taking away from the statement released by Undersheriff Wallace, I want to reiterate the gratitude for the efforts of all involved, which includes LSPD, LSSD, SASG, LSEMS, and SADOC. Against all odds, you have proven yourselves

Yesterday, the LSPD assisted the Sheriff's Department in driving these low-lives back to where they came from, and showing them that you cannot launch an attack on law enforcement without repercussions and consequences. You cannot wage war with the State, and take the fight to the Sheriff's Department and Police Department, without being leveled with the ground.

LSPD's D Platoon (SWAT) is renowned worldwide as one of the foremost police tactical units in contemporary law enforcement, one of the most prominent SWAT units, and the second SWAT team established within the country. There are reasons and justifications for their reputation, which are shown time and time again, with their tactical prowess on full display. LSPD SWAT undergoes rigorous training, possesses advanced equipment and technology, and has been involved in numerous high-profile incidents including but not limited to hostage rescues and counter-terrorism operations. They are highly skilled and effective. My SWAT team could be deployed and rescue American hostages being held in any active war zone, with ease.

LSPD GND is a world-renowned and world-class anti-gang unit, performing second to none due to its tactical training and drive, proven by its efficiency in operating within the City of Los Santos and within the County, and benchmarked by its tremendous operational success, especially when collaborating with tactical elements and LSSD's GND. From the time they are given an assignment to when a case is concluded, they never let go or let off. My gang unit is capable of executing highly coordinated missions targeted at the disruption and dismantling of illegal operations and gangs, with an unparalleled level of effectiveness, and will never, ever, back down or hesitate to intimidate those who intimidate others.

The specialized GND and SED divisions of the Sheriff's Department are equally renowned, tough, effective, skilled, and dedicated to their resolve, to protect the people of the County and the State, and their approach to these low-life terrorists, who have waged war on not only law enforcement but also the State.

My heart goes out to the families, both work and blood, of the law enforcement officers who came to pass in their efforts to defend their home last night. Please find comfort in knowing that the LSPD and LSSD will not rest in the relentless pursuit of justice.

The threats to our State, they don't sleep. These terrorist organizations are watching our every move. Whatever fraction of their ranks are still here today may be reading this now. Our Departments and specialized- and tactical divisions should not be confused for a joke. We don't care what you look like, what you voted for, you or what you worship, or who you love. We have been honed into a machine of lethal moving parts that you would be wise to not provoke and instead avoid.

We have lost many in the pursuit of justice and the return of safety, and peace to the streets of Los Santos. A fatal confrontation that left two law enforcement officers deceased, but saw the neutralization of thirty-six hostiles. We will not be intimidated, and we will not back down. We have seen war, we do not want war, but if you want war with the State of San Andreas, the LSSD, and the LSPD, so help me God, someone else will raise your sons and daughters.

Make no mistake, the choices and decisions that were made were not made by the State or law enforcement, but instead by terrorist organizations who decided to violently and cowardly attack the State and the Sheriff's Department. We are reactionary.

I pledge my full support to the Los Santos County Sheriff's Department, and with that, the full support of the Los Santos Police Department, its resources, its personnel, and our specialized divisions. GND and SWAT will continue to work hand-in-hand with LSSD's GND and SED to bring an end to this, on the terms agreed on when these hostile organizations showed us that peace was never an option, despite the best efforts made by the State Government.

The Los Santos Police Department finds it important to reiterate that this does not affect the vast majority of residents within the State and that general policing will not change, however, a threat to the State and our policing agencies cannot be ignored, and these hostile threats and attacks against the institutions within San Andreas cannot be ignored.

Citizens are encouraged to report any potential sightings or hostilities of the aforementioned terrorist organizations, but more importantly, to keep themselves safe, especially in trying times of unprecedented hostility.

The Department further wishes everyone a happy holiday season full of warmth, joy, and festivities with their families and loved ones.
