- Officer Phillip Mahone, operating under 4-T-17, was attending a Traffic Enforcement Division event on El Burro, a legal race. While Officer Mahone was racing, a three-stacked Jugular that was also participating in a race, shot at the other Jugulars racing. The occupants of the Jugular stopped at the finish line and were ordered to step out of the vehicle, however, they refused to comply and started evading, eventually being shot down by officers.
Three of the suspects, identified as Jeffe Villanueva, Ace Aetherite, and Diesel Bates were transported to Pillbox Medical where they received medical care. While the suspects were being transported to cruisers, a fourth suspect showed up on the scene and took Officer Lockwood hostage, making it a hostage situation, where Metro was called. The hostage taker, later identified as Winston Yin, demanded that all three suspects go in STAFF-1A's cruiser so that he could take them to evade. Negotiators agreed to that and a pursuit was initiated on the four suspects, eventually ending at the construction site across the impound lot.
All of the suspects were then taken into custody yet again, and transported to Mission Row. Diesel Bates was GSR tested and the results came back positive, so the gun charge was placed on him.
Note: Governor Lewis Langley approved SF01 - Domestic Terrorism to be placed on Diesel Bates, Ace Aetherite, and Jeffe Villanueva for shooting the event.

- Officer Carl Jacobs attended a backup call at Pillbox for several individuals involved in Officer Lockwood being taken hostage in Upper Pillbox.
The scene concluded when the hostage takers, including the above mentioned suspect, entered a cruiser as part of their demands and evaded. They eventually drove into Alta St Construction and were surrounded.
Officer Jacobs took responsibility for the above mentioned suspect, reading their rights, searching the individual and identifying him as a Mr. Jeffe Villanueva.
All four suspects involved were taken to Mission Row in order to be transported to DOC.
Officer Jacobs was informed that Mr. Villanueva was involved in a domestic terrorism incident that took place at El Burro. Mr. Villanueva, along with Daniel Bates and Ace Aetherite, attended a public event and shot at the other participants. Governor Lewis Langley approved SF01 - Domestic Terrorism to be placed on the mentioned individuals for their involvement in the shooting at the event.

- After arresting individuals that have shot at individuals in a TED Race, we followed them to the beginning where they went in reverse and started to evade where I took Tires out and they took off and got out on foot and fell down a mountain injuring himself.
3 Individuals were injured and arrested at this point where they were brought to Pillbox where Winston Yin took Officer Jamie Lockwood hostage requesting that him and his gang members to be released. He was let into his vehicle where he was let go leading us into a vehicle pursuit and he was caught.
After discussion with Atorney General and GOV Domestic Terrorism was placed on all individuals involved with the shots at the event and hostage of Jamie Lockwood.

- I was on a motorcycle unit, trailing a vehicle participating in the event, the car with 2 civilians went of road near the garbage job area. I was in the middle of ensure that both occupant of the vehicle were okay, as I heard a call over out radio that shots were fired near the starting line.
I double checked that both occupants were okay and able to get back on the road safely and then responded to the call.
When I arrived back to the start line, the suspects involved that I saw Ace Aethernite and Diesel Bates, were injured on the beach below. I chose to not mention the vehicle and other suspects as I do not recall them in clarity, I was focused on Diesel Bates and Ace Aethernite, as I was the one to treat them for the injuries they had obtained.
I was informed that both of my patients were 10-15s, so before treatment I secured them, Cuffing and disarming. I first treated Diesel Bates and then after ensuring he was stable moved to assist Ace aethernite as he was not being treated, about half way through my treatment of Ace aethernite, MD arrived on scene.
I allowed them space to treat Ace and then searched him for illegal items, ID and potential keys as we always do per. Procedure.
During my search of Ace aethernite I found a bag, in which he had hidden Illegal body armour. Other than the illegal bodyarmor Ace Aethernite was unarmed and only in possession of personal property.
I relayed that I had not yet searched Diesel bater, to which an officer I don't remember said that it had been handled.
MD paramedics warned that one of the suspect Jeffe, had not been completely patted down, he still had a flashlight on his hip and seemingly had jewellery.
We followed MD to Pillbox and once there I followed the doctors in to pat down and secure Jeffe.
While patting him down and gathering his personal belongings, a man entered (Winston Yin), which I did not take much note of as this was a hospital.
He then swiftly pulled a gun and held me hostage, demanding I don't touch my radio or panic button, and that I drop all my weapons, Firearm, Taser, baton. Officer outside quickly realised something was wrong as it had been taking a long time.
It became a hostage situation, Winston Yin was demanding that a cruiser be provided and that all suspect involved (Jeffe, Ace and Diesel) be loaded into the vehicle, if the demands were not met, he would kill me. Officers met the demands, allowing him to enter the vehicle and a pursuit entailed.
I joined Jack Mobray in their cruiser, however we were slightly behind as I had to collect my weapons and radio from the floor.
We followed the pursuit line and shortly after we heard that the vehicle had TC'ed at the construction site near Adams apple blvd. By the time we got to the scene, all suspects were in custody.
They were transported to MRPD as we set up a HVT convey.
While in the convoy, charges were discussed (In fairness they had been discussed prior to the hostage situation and during the transport aswell) but charges were placed as we waited at MRPD.
I spoke up reminding the arresting officer to charge Ace Aethernite with the possession of illegal body armor.
I was then instructed to handle the arrest report and arrest charges, as I had searched and treated him.
I don't recall who relayed the message from Lewis Langley, but all officer were instructed to place Domestic terrorism on the people in the vehicle at the event, so everyone except for Winston.
Additionally I was instructed to place Evading charges on Ace Aethernite as he was in the vehicle that evaded police on the original scene.
((I was not asked to save the Bodycam footage, but I always RP putting it on, so I don't know if that can be used as "evidence"))

- The Traffic Enforcement Division was hosting a public event open to the people of Los Santos, mid way through the event the, Jeffe Villanueva, Diesel Bates and Ace Aethenite all got into one of the police jugulars being used to race. They removed the GPS and began shooting at other race participants because of this the vehicle was pursued and its tires were taken, all three suspects were injured I can't say how because I didn't see I believe it was a mix of shooting and jumping off a cliff. We took all three of them to pillbox to get them treated. During this time First Assisstant Chief of Police Phillipe Sanchez reached out to Governor Lewis Langley asking if they should all be charged with Terrorism he agreed and they were all charged. While suspects were being taken from Upper Pillbox Winston Yin came and took Officer Lockwood under gunpoint, I personally began negotiating with him. He demanded that his friends all be put into one of the police cruisers and they be allowed to get away, we complied with the first demand and as soon as Officer Lockwood was secure we began pursuing the vehicle. They were eventually caught and we took them to Mission Row and did a HVT Transport to DOC, we reached out to First Assistant Chief of Police Phillipe Sanchez asking if he would like the fourth indivdiual (Winston Yin) to be charged with Terrorism for which he agreed. I believe Attorney General Terrence Williams also agreed everyone would be charged with Terrorism. I didn't handle the arresting procedures for any of the indivdiuals but some of them had illegal posssesions which gave them extra charges.

- While I was attending a Traffic Enforcement Division event on El Burro, legally racing Police Jugulars with civilians for charity. While I was racing, a three-stacked Jugular that was also participating in a race, shot at the other Jugulars racing, particularly the one in front of me, causing them to crash from a popped tire. The occupants of the Jugular stopped at the finish line and were ordered to step out of the vehicle, however, they refused to comply and started evading, eventually being shot down by officers on the beach east of the event. Those three suspects were Ace Aetherite, Diesel Bates, and Jeffe Villanueva.
When transporting them to Upper Pillbox, Winston Yin was waiting inside the lobby and once Officer Jamie Lockwood was alone inside with a suspect, he took her hostage.
Regarding the Domestic Terrorism charge, Governor Langley advised us to place the charge on the suspects.

- While I was assisting the event on my Mary bike, on the last race I assisted was Diesel Bates, Ace Aethernite, Jeffe Villanueva was in the vehicle claiming they were going to shoot at tires, I imagined that they have been searched so I took it as a joke. Upon the end where they were passing another vehicle where they started shooting tires using a firearm, I went over the radio informing everyone and followed them to the end where we attempted to stop them where they backed into my bike where I took tire shots, they got out and an on foot where they fell off a mountain injuring themselves and myself. I did take a shot at 1 individual as I believed he may have been armed and he was getting up.
After transporting them and getting myself medical attention Winston Yin took Officer Jamie Lockwood hostage where they got into a buffalo took off and crashed once again and was arrested once again.
I believe the Domestic Terrorism charge was given by GOV and Attorney General as it was given permission to add the charge over the Department Radio.

- This incident is split into two parts; The first that took place at the organised event and the second that took place at Upper Pillbox.
I arrived to this situation at Upper Pillbox, so prior context was unknown at this point. I was only aware of a hostage situation involving the aformentioned individuals and Officer Jamie Lockwood.
Shortly after I arrived, negotiations were coming to a conclusion where-by the hostage takers would release the Officer in exchange for a Police Buffalo STX. This was arranged and they were offered STAFF-1A's cruiser parked at the front.
A pursuit was initiated with a number of Officers, while some remained to attend to the victim. The pursuit was relatively short lived, concluding at Alta St Construction Site. The aformentioned individuals were taken out of the vehicle one by one, cuffed and mirandised by myself. They were then transported to Mission Row where they were searched in a secure location, with SWAT preparing a transport to DOC.
The domestic terrorism charge being referenced in the appeal comes from events that took place prior to my involvement. I was informed to place the Domestic Terrorism charge on the suspect I was handling (Jeffe Villanueva) as it was approved by Governor Lewis Langley and the Attorney General.
While Mr. Villanueva was involved at Pillbox with the kidnapping, the only additional charge placed was for his involvement in the pursuit that took place after, by voluntarily entering a vehicle and then fleeing from the Police.

- I responded to a hostage callout over the radio, stating that an Officer had been taken hostage by an individual inside Pillbox Medical Centre. I deployed my MK14 Marksman Rifle and entered Pillbox from the rear entrance so I could gain an advantage on the suspect. The situation was de-escalated to a pursuit which ended with all occupants of the vehicle being apprehended at the Mile High Club construction site on Power and San Andreas. I was not leading the scene, instead I focused on scene security so I was not actually informed of who the suspects were at the time.
This was the extent of my involvement. I was not involved in any incidents prior to the Pillbox Hostage situation so I cannot comment on such.

A decision was reached in the above case on the 13th day of August, 2025.
To begin the court would like to note that they have accepted the plea of Guilty from the defendant Diesel Bates due to a lack of response to his attorney as well as on the case itself. That being said, the court will now review the events of the 18th of October, 2024.
The facts of the case are as follows:
- A Jugular 3x occupied participated in shooting at other racegoers during a LSPD event.
- The vehicle proceeded to evade from officers.
- The occupants of the vehicle were injured and taken to Pillbox Medical Hospital.
- Winston Yin took an officer hostage in order to have the occupants of the Jugular released from police custody.
- Individuals proceeded to evade a second time, but were later apprehended.
- The defendant was not in possession of any class of firearm.
The facts up for debate:
- Whether or not the individuals in the Jugular shot at police, as there are conflicting reports.
The defense argued that the actions of the defendant were not that of a willing participant. They also made mention to the lack of weapon on their defendant at the time of arrest. The prosecution presented their cases via the motion for discovery as they had no vocal representation at the time of trial.
To that effect, the court must review the weight of the charge SF01 - Domestic Terrorism against the actions of the defendant. The penal code definition of Domestic Terrorism is defined as extreme violent activities that appear to be intended:
- to intimidate or coerce a civilian population;
- to influence the policy of a government by intimidation or coercion; or
- to affect the conduct of a government by mass destruction, assassination, or kidnapping.
While the acts committed by the occupants of the vehicle were violent in nature, the court finds that they do not rise to the level of extreme violence. It is the determination of the court that the charge SF01 - Domestic Terrorism should be applied in circumstances where the level of destruction or harm is so great that other violations of the penal code simply would not suffice.
It is with the above considerations that I issue the following verdict:
- On the count of SF01 - Domestic Terrorism, I find the defendant, Ace Aethernite, not guilty.
The defendant should make their way to City Hall at their earliest convenience to have the change to their record noted as well as the payment of $39,000 returned to them for fines, time, and other expenses/inconveniences incurred from the contested charges.
