Samuel Martin was the first Supervisor on scene and the area was vacated. The device was then defused by Bill Breacher. Breacher confirmed that the device had a high potential for being legitimate and volatile.
I further investigated the components retrieved from the device and discovered prints leading to John Chapel. I reviewed camera footage to find an individual wearing all black, driving what looks like an all black Terminus with two similarly clothed individuals near Mission Row.

- During the evening of October 11th, 2024, I had clocked on shift and was radioed for assistance due to a potential explosive device being discovered in the lobby of the Mission Row Police Precinct. I prepared my bomb squad gear and responded, as worked as the primary response unit to investigate the potential bomb threat and, neutralize said threat. I initially found a duffle bag sat in the Mission Row lobby area with some wires sticking out of it and it had a unique chemical smell to it. I identified the bag to be a legitimate bomb threat which had some sealed canisters, filled with various chemicals attached to a power source with radios wired to them as a trigger mechanism. I worked diligently to disarm the bomb, which I was eventually successful in doing. After disarming the device and ensuring it was safe, I had taken some of the components, namely the radios and power sources and some wiring out and handed it off to Detective Xoza Shadow to investigate. I believe this point, he successfully found some finger prints on the equipment and placed warrants for the individuals arrest due to their alleged involvement in the creation and placement of this explosive device. I do not have any further details beyond this as the evidence was handed off to the Detective Bureau following the device being made safe for investigation.

- On 05/OCT/2024, We responded to a bomb threat reported at Mission Row Police Station. Upon arrival, I encountered two witnesses. The first, REDACTED_WITNESS_1, explained they were being coerced by an elderly woman into calling the police, claiming a bomb inside the station. The second, REDACTED_WITNESS_2, informed me that there was a woman inside the station lobby stating there was a bomb inside a bag. Based on this information, we immediately coordinated off the area to ensure the safety of civilians and officers within the vicinity.
Once the station was secured, Bomb Technician Bill Breacher was called in to inspect the device. Breacher confirmed that the bomb had a high likelihood of being both legitimate and volatile. After the device was safely defused, I conducted a further investigation into the components of the device, which led to the discovery of fingerprints belonging to a suspect, John Chapel. I reviewed nearby security camera footage and observed an individual dressed in all black, driving an all-black Terminus vehicle, accompanied by two similarly dressed individuals near the scene.
After a few days of analyzing the evidence, charges were placed on John Chapel and an arrest warrant was issued.

The State of San Andreas, by and through the undersigned attorney, filed this Motion for Discovery, and presents the following as evidence;
* On the bodycam, Detective Linton would be seen inside Pillbox after having transported a previously injured Frankie Chapel. John would be inside the doors and would ask if he had a warrant out for his arrest prior to the current incident. After Detective Linton checked, he would state that he did not. John would make vague comments about detectives being bad at their jobs. Detective Linton would be heard asking for a rundown of what hypothetically happened, stating that he wasn't around at the time it occurred, and John would be heard stating that hypothetically, someone left two fire extinguishers with chlorine gas inside them in the lobby of Mission Row and that his prints were all over them. The arrest procedure would continue, and John would be heard hitting on Detective Linton in a flirtatious way.
