Executive Staff Ribbons for Outstanding Performance -

    The sheriff's department wishes to honor some very special members of this department, the biggest law enforcement agency in the state at this current time, with the Executive Staff Ribbon for Outstanding Performance.

    These people are the backbone of everyday operations. They put service above all else. They are dedicated, driven, sharp, and not easily deterred. They are pioneers, mentors, colleagues, and friends. This department would not function in the way it does without these people driving excellence across their divisions and areas of command. We owe them more than we could ever pay them, but, knowing them, money is not a driving factor. That said, all of the people being awarded tonight will be receiving a $100,000 reward, paid for personally by Governor Lewis Langley! Thank you, Governor.

    The following awards are listed by rank, then alphabetically by last name.
    Investigator III Alexander Olsson
    • Investigator Olsson joined us in the spring of this year, becoming a part of the LAD team as well as general patrol supervisory. Eventually, after several months in rank, Investigator Olsson moved to SIB and saw a setback in his promotion progress. This did not discourage Investigator Olsson. He became a member of the IAD command team as well as FTD. All the while, he was running the Vice Crimes unit of SIB Major Crimes. With this heavy workload, Investigator Olsson ensured to maintain activity in all his divisions, ensuring that if something needed to be done, then it would be done. ATD was in need of more command members from shift 1 for session supervision. Although Investigator Olsson already had an extreme workload, he stepped up to the plate where many supervisors did not, helping alleviate the strained workload of the ATD Command Team.

      Investigator Olsson also joined the GND team on a secondary assignment at the same time. He helped with documentation on gangs and other fieldwork and was a critical support member for the effort. Investigator Olsson is this department's very own fireman; he takes on any challenge and works hard to master his assignments. We know we can throw him into any situation, and nothing but greatness will be the result.

    Investigator III Messiah Young
    • Investigator Young has been an SIB success story. He is one of the most dedicated members and is responsible for many big takedowns of individual criminals and organizations. Some of the biggest raids, with the highest-value seizures we ever conducted, rest on the work of Investigator Young. He is relentless and will do whatever he can to make this state more secure and bring criminals to justice. His work in SIB is excellent.

      He is an outstanding individual and a great guy to be around. I have never heard a single bad word from anyone when discussing Investigator Young. He enjoys a tremendous amount of respect from his colleagues for his work ethic and effort. Even outside of SIB, he was FTD Command for a long time, making sure our trainees were properly trained and managing all of the Field Training Deputies under his command. It is only because of people like Investigator Young that we can do what we do.

    Investigator II Arnold Rimmer
    • Investigator Rimmer is an extremely dedicated member of our department. Rimmer has been a great asset to SIB, where he continues to work on casefiles and contributes a tremendous amount of information on suspects through his work, allowing SIB to better understand the criminal organizations in this state and take them down. He has recently passed our Supervisor Training Program, which he completed with flying colors. His work extends beyond SIB, as he is also a member of FTD. He has contributed 19 sessions in the past months alone, doing a great service to our trainees. We are excited to see where his progression will go.

    Master Deputy Gavin Sands
    • Master Deputy Sands joined this department on October 29th, 2023, and progressively worked his way through the ranks, surpassing all expectations and minimum requirements in each of the ranks he held. He has become a First Pilot in our Air Support Division, where he operates at the forefront of tactical pursuits and dangerous situations, keeping his colleagues safe from above. He is also an instructor and has been instrumental in training this state's best pilots. Master Deputy Sands is one of our most active field training deputies, ensuring the next generation of deputies are well-trained and prepared for the madness we encounter out there on a daily basis. We are proud to call him one of our own and wish him the best for his future progression.

    Master Deputy Clay Thompson
    • Master Deputy Thompson is one of the people who get on with their job no matter the circumstances. He is instrumental in our Recruitment and Employment division, hosting academies and vetting applications, holding interviews, and ensuring that only the best make it into the department. He is a strong force in our Special Enforcement Detail and is one of the best tactically trained individuals in this department.

      Master Deputy Thompson goes above and beyond his duties, lending a hand to his colleagues whenever he can and always picking up extra work to make sure this department and his coworkers are progressing. People like Master Deputy Thompson are very rare in this world, and I am honored to present him with the Executive Staff Ribbon for Outstanding Performance for his continued dedication to his rank, division, and department. 

    Investigator I, James Valor
    • Investigator Valor is a member of our Gangs and Narcotics Division, where he is responsible for gathering information and building casefiles against highly dangerous felons and criminal organizations. He constantly works under high pressure and in dangerous environments, often without immediate backup nearby. Valor is a great example of tremendous self-control and dedication to the cause.

      He is also a supervisor of our Recruitment and Employment Division, leading instructors and recruiters and working with them to ensure a bright future for this department. His contributions to the Field Training Division do not go unnoticed. He received the very prestigious Romeo Award of 2022 for being "most likely to yell at a suspect." Yell their rights at them, to ensure they understood them correctly and empowered them, of course.

    Deputy Sheriff II Alester Carter
    • Deputy Carter may not be on everybody's radar, but the keen eyes amongst you will notice his unwavering dedication and drive to traffic enforcement. Carter has been instrumental in our Highway Enforcement Division. His patrols are thorough, and his traffic stops are immaculate. Deputy Carter has contributed more to the GDP of San Andreas than most businesses. Nothing will escape his watchful eyes, be it a speed violation or a modification on a vehicle that is not to code. But honestly, we are very glad to have Deputy Carter amongst our staff.

      He may not have been always spotless, but he has proven that you can come back stronger. We admire his drive and his ability to build back better. That is, after all, what personal development is. We all fall, but it's about how you stand back up. Deputy Carter is a great ambassador for that. Deputy Carter, we truly appreciate you and your work, and we hope you continue to police these streets for many years to come.

    Deputy Sheriff II, Cattleya Townsend
    • I am sure you all know here, considering she has been in this department longer than some members of our command staff. Deputy Townsend has been a Deputy Sheriff II for a whopping 1430 days as of today. That is mind-blowing. Now, don’t get me wrong, I have personally tried to get her to join FTD and progress in this department; I even threatened to suspend her if she remained in rank, but, as you can see, she prevails even over myself. Much could be said about the impact she has had on this department, and none of it would be wrong, of course, but I think Deputy Townsend is one of the purest souls who work for this department.

      Despite her not being a Field Training Deputy, A LOT of trainees have passed through her capable hands, and all of them have been given confidence and thorough training while doing a Sierra with her. She passes on her wealth of knowledge readily and without hesitation and is always willing to take out a trainee and calm them down, reassure them of their abilities, before their evaluative patrols. Deputy Townsend is special to this department, and we are forever grateful to have her here, even though she’ll most likely retire as Deputy Sheriff II.
