- Incident Date: 03/AUG/2024
Explain what happened, sufficient detail must be given to justify the placed charges, videos could be provided.
- An active operating chop-shop was found at Sandy Shores on the dirt road by Smoke Tree Road by an LSPD Detective and a few detectives and officers were called in to assist with the situation. When the time was right, the detectives asked for the units to move in. A black Walton L35 was right in front of the chop shop location with a suspect on the driver seat. The driver was taken into custody with one (1) more suspect inside operating the chop-shop. The suspect inside was heard dismantling confirming the chop-shop and once the officers managed to go through the door, the remaining suspect was also taken into custody.
Once the scene was secured, officers started taking down the chop-shop inside and METRO was asked to assist going further into the building once the warrant was approved. When SWAT arrived, they breached further inside the property and a clean sweep of the property was performed. Nothing in relation to the chop-shop was found inside.
The suspect at front in the Walton L35 was identified as Leon Deveroux and a license plate was found inside his bag. When the plate was run through the MDC it came back to nothing.

- During an undercover operation, Detective Cowell discovered a property with an attached built garage. Detective Cowell noticed a vehicle being drove into the garage and decided to talk to the suspects. The suspects believed that the Detective owned the vehicle and returned it. The vehicle was ran through the MDC and was reported stolen.
LSPD Officers moved in and secured the area, arresting two suspects and taking down chop shop equipment. LSPD SWAT were called to the location of the property due to exigent circumstances.
LSPD SWAT breached the trailer of the building that is attached to the trailer, no suspects or evidence were found in plain sight, however 4 locked safes were found.

- During the evening of the 10/AUG/2024, I, Police Detective III Mikael Cowell during standard investigations, were lead to a property up near Sandy Shores. Upon arrival, I heard mechanic noises and they seemed to come from an extension built to the property.
I decided to stay on a few nearby hills to monitor the activity in the area. Not long after arrival, I witnessed a red vehicle driven up to the gates. I zoomed in with my camera and managed to read the plate. It was reported stolen. The vehicle was then driven into the extension, which during, I saw mechanic equipment on the inside.
At this stage, I called for additional detective units, and at this stage one of the suspects spotted me. I never introduced myself as LEO, but instead as the owner of the vehicle. I demanded the return of my vehicle, which the suspects agreed to. Before they could return it, I was told the vehicle had to be taken down from the lift and the parts put back, indicating they had begun the dismantling of the vehicle.
When the vehicle was being reversed out, other Detective units arrived and placed one suspect into custody. The other one ran back into the extension and started dismantling equipment. The LSPD breached the extension, which after the other suspect was taken into custody too.
After preliminary discussions, it was decided to breach the property, as some mechanic equipment had disappeared from the extension during the time of when the suspect had been in there alone. Upon breaching the property, locked safes were found, which is when a search warrant was applied for and subsequently accepted.
The lookout suspect, who provided callouts and information about events outside was charged with accessory, the suspect inside of the extension with the vehicle (and owner of the property) was charged full.
VF03 - Operating a Chop Shop
Owning or operating a 'Chop Shop' which profits off of illegal modification sales.
Chop Shop, has never been defined in the state, however using a dictionary;

This facility was clearly intended for the dismantling of the stolen vehicle, which was driven in there. This is further enhanced by the suspects stating the car was up on the lift, when questioned about the whereabouts of the vehicle I claimed to be mine.

- There was an on-going undercover operation by Detective II Mikael Cowell where the detective spotted an active operating chop-shop, the specific details of that could be gathered by the detective. Units were called in to assist and when the units arrived they saw the black Walton L35 right at the chop-shop location. The vehicle was not mobile, it was not passing by the area and it was stationary assisting and scouting for the chop-shop that was taking place right beside him. When the bag of the suspect Leon Deveroux was searched, a license plate was found inside that further indicates the grand theft auto. When the suspect was questioned in regards of the license plate, he said he had no idea how he obtained that license plate. The suspect also did not provide any valid reasoning for being in the exact location of the crime that would further justify his involvement at an active chop-shop.
Since suspect Deveroux was not inside doing the chop-shop himself, he was charged with accessory to the crimes.

The bodycam would show and reflect the statement above. Multiple PD units moved in to the chop-shop location and saw the black Walton L35 with a driver masked up. Officers demanded for the driver to step out and he complied by stepping out and allowed to be placed into handcuffs.

A Notification of Counsel was filed in the above case on the 16 MAY, 2025.

NOTICE OF SCHEDULING
IN THE SUPERIOR COURT OF SAN ANDREAS

An attempt to schedule was made and recorded by the court on 23rd of May, 2025.
All parties in this case are encouraged to complete the following Scheduling Tool in an attempt to schedule a trial on the above case. When the scheduling tool has been completed by either party, please post on the docket stating as such.
In the event all parties have overlapping availability the Presiding Judge will determine the best date and time to have a trial take place and post a Notice of Trial informing all of the upcoming proceeding.
In the event some or all parties do not have overlapping availability, the Presiding Judge will continue to attempt to schedule the proceeding or seek alternative avenues to conclude the case.
If either party has the intentions of calling a witness to the stand during the proceeding they must inform the court by filing a Witness List at the time of filing their availability. If no Witness List is filed before the Notice of Trial is filed you will be unable to call a witness during the proceeding.

MOTION FOR INVOLUNTARY DISMISSAL
IN THE SUPERIOR COURT OF SAN ANDREAS

A Motion for Involuntary Dismissal was filed in the above case on the 9th of June, 2025.
The Defense, representing Dean Braxton and Leon Deveroux, by and through the undersigned attorney, filed this Motion for Involuntary Dismissal, and the reasoning for request is as follows;
- Reasoning: The ongoing court case has placed unnecessary stress on Mr. Braxton, who has made real progress in turning his life around and reintegrating into society. Additionally, co-defendant Mr. Leon Deveroux no longer lives in San Andreas, making it difficult and unreasonable to continue with the case.
- Detailed Explanation: Mr. Braxton has shared that the case has dragged on much longer than expected and has caused more stress than it's worth. The process now feels more punishing than fair. Since Mr. Braxton has clearly made efforts to move forward with his life, and with one of the defendants no longer in the state, the defense believes this case no longer serves justice or uses court resources wisely.
