Narrative:
I was at City Hall making a donation when I was instructed to leave the premises due to a golf club I was carrying. I had intentions of leaving City Hall and going straight to the Country Club to practice my swing after I had placed my donation. I complied with the order and exited the property. Subsequently, I was pursued on foot, tased twice, and arrested under the guise of "petty theft" after a GSB agent alleged that I had stolen a cowboy hat he had given me while I was inside the building. Once I was placed in the GSB holding cell, the agent informed me that he did not want the hat back and that I could keep it. This situation ultimately led to me being charged with the stated offenses above.

INCIDENT NARRATIVE
- Explain what happened, sufficient detail must be given to justify the placed charges. Include a detailed summary of start to finish, try not to leave any details out.
* Be sure to keep information such as witnesses or other accomplices to the crime, this helps the prosecution have the full picture in a court of law. Accomplices should have their radio frequency logged.
* Bodycam footage is located below, DO NOT link it in this section but DO provide timestamps as they correlate to the incident.
Summary: Molly Caldwell and Antone Chapel came into city hall whilst I was completing paperwork at the front desk. They requested to check their own records, whilst I was in the process of checking their records in the MDC molly brandished her golf club which alerted me to its presence, After stepping out from behind the desk I noticed Antone also had a knife. I told them unfortunately they would not be allowed in city hall and they would have to hand them over to an agent to hold onto during their time in city hall. They both refused claiming people come in with weapons all the time. I explained that due to policy they would have to hand them over and they would receive them once they left. they once again refused and I told them to hand the weapons over several more times or they would be arrested.
Molly then suggested that I hand over my cowboy hat and they would hand over their weapons and we would both hand them back to one another when they left as it would be a kind of insurance for them. I agreed as I wanted to de-escelate the situation and handle it without the use of force.
After handing the hat over Molly immediately ran from me away from the front desk, I then ordered her to stop running had not handed the weapon over and was still on city hall premises. Shortly after telling her to stop she ran outside still with the weapon on her person and still on city hall premises where I called out multiple times that she needed to stop running. After this had failed I deployed my tazer 2 times the first time failed and the second time succeeded. I went to go for cuffs and retrieve my hat but stopped as I technically had handed it over. Unfortunately she got back up and continued running around on and off the city hall premises on the front lawn. I was able to deploy my tazer a third time successfully and was able to place her into cuffs and began to read her rights.
At this time AGENT-II tristan murphy was along side me. As I was reading her rights Antone Chapel tackled me, allowing molly to get free and run off the premises, I then began another foot pursuit with Molly ordering Tristan to deal with Antone. I then radiod in for AGENT-III Alfie Watch to bring a car to support me as she had a significant distance on me. After a decent sized foot pursuit we were able to corner her using Alfie's car and me in foot pursuit, at this point I was able to get hold of her cuffs and assist her to her feet. I then ordered her to get into the back of Alfie's car which she refused to do. I then attempted to take hold of her cuffs and assist her into the back of the cruiser at this point she attempted to wriggle out of my grip on multiple occasions before I was able to get her into the cruiser. Ath this point I read her full rights to her once more before transporting her to GSB holding cells where AGENT-III Alfie watch processed her belongings. PD was then contacted and later transported her to DOC, all her belongings were handed to PD before they transported.
All charges were confirmed with a prosecution attorney before being placed.
EVIDENCE DETAILS

Legal possessions that can be categorized may be grouped, eg. "Clothing" to describe all clothing items.

- Reasoning: Lack of Communication
- Detailed Explanation: The defendant, Molly Chapel, has lacked communication with multiple attorneys. Two different attorneys have reached out to the defendant and she has had more than enough time to respond. The defendant has also been notified by the court to put in their availability three (3) times now. The lack of communication to the court and the defense division is the reason behind this request to dismiss.
