Narrative:
I was peacefully listening and watching through the windows the court case on the 30th of June. I did not make it in time to be in the hall so I just wanted to at least be able to hear some of the case through the windows.
One PD officer kept harassing me, asking me to get down from the window, and when asked further what laws am I breaching and why do I need to get down I received the response 'Because I said so'. I then proceeded to go back to the window to listen, again, not saying anything, not moving, just standing still and listening. I was not there to cause any trouble. One member of the ?DOC? staff came outside and said I can sit by the window if I am quiet, which I did.
Later on the same officer, now with some DOC staff were harassing me once again, to which the same scenario happened. I got down, spoke to them, got back there.
A few minutes pass and a ?DOC? member of staff would not let me be, and I just exploded. I was been harassed already multiple times, for doing nothing at all. I was indeed shouting at the officer, but that was because I just could not take it anymore. I was then arrested, searched without consent and had not had my Miranda rights read to me. At no point I tried running away, I showed my license to the officers, after asking for clarification on why am I being arrested, only to be met with the same passive-aggressiveness.
I do not believe I was rightfully arrested, and in fact was searched without consent and without my Miranda rights read.

Explain what happened, sufficient detail must be given to justify the placed charges, videos could be provided.
- Suspect Matei Knight was arrested at City Hall by DOC and JB for disturbing the peace and Failure to Comply.
Officer Vern and Cadet Wandal transported and processed the suspect at Mission Row.
He was compliant the entire time.

- Dispatch received a radio call over department radio from GSB for a prisoner transport from City Hall to DOC.
My unit, 4-T-38, along with Sophie Wandal, responded to said radio call to transport suspect Matei Knight.
Unfortunately, I do not know the situation before the actual radio call so I wouldn't be able to tell you why Mr. Knight got said charges.

- Allegedly, me and officer Vern received a call from Lester Conway in relation to a person down at the City Hall. As soon as we arrived, we noticed Mr. Knight fuming about some incident that I did not exactly understand, to the extent that he would go berserk whenever Mr. Conway would be closing in onto him. As far as I recall, the suspect, Knight, stated that he was sitting close to the window and Mr. Conway told him to move because he wasn't allowed to stand there. From that point on, Mr. Knight told us while we were transporting him that he got detained and eventually arrested.


[ Bodycam footage would show Vern deciding to go to a call which was received from a person at the City Hall. Arriving on scene there were multiple vehicles parked sideways to the City Hall, which is also where the suspect was sent out, handcuffed. The suspect could be seen being verbally aggressive everytime Conway would approach him, to the point he would start yelling. Bodycam would show the officers taking the suspect to MRPD. Bodycam would show the suspect being compliant and peaceful with the two officers. Bodycam would show one of the officers trying to interact with the suspect, trying to extract information about what happened. Bodycam catches the reply of the person that he was in a position inside the City Hall which prompted the officer in the City Hall to proceed with the arrest. ]

- [At the time of the incident a court case was taking place with numerous SADOC bailiffs present. The suspect was outside the courthouse whilst the trial was taking place and continued to go past the bushes close to the window to watch, The suspect and a group of others were making a lot of noise and shouting, they were told multiple times by SADOC and Agent Lionel Taylor to step back behind the bushes and to keep the noise down to not disturb the court session. After this most individuals complied after being told. The suspect complied stepping away and then later returned to continue the same behavior, this repeated multiple times with both SADOC and GSB Agent Lionel Taylor telling him to remain behind the bush and stop shouting.
Eventually after repeating this behavior again an individual of SADOC ask me to charge the individual with failure to comply and contempt of court however to my understanding this was not ordered by the judge, Lionel Taylor with the assistance of DOC cuffed the individual which caused more shouting and upset. Myself and Lionel then escorted him down to the GSB holding cells and radio'd for PD to transport and Process the individual whilst I waited I placed the charges on the suspect. ]
