A Notice of Activation was entered in the above case on 16th of February, 2025.
The case of the State of San Andreas v. Cortez Rivera is hereby activated by this Court under #25-CM-0011.
Both the State and Defendant in this case are still awaiting adequate representation. At this time the court will delay the Order for Discovery until adequate representation has been assigned for the Defendant and a State Prosecutor has been assigned to the case and both parties inform the court they are ready to proceed.

INCIDENT NARRATIVE
- Incident Date: 27/JUN/2024
Explain what happened, sufficient detail must be given to justify the placed charges, videos could be provided.
- PD units responded to a bank robbery after 3-G-1 [Samuel Martin, Zoey Deul] noticed a lot of bikes outside the front of the bank. As Samuel Martin approached the bank suspects inside started to shout about hostages. Samuel confirmed there were two hostages inside the bank with an armed bank robber aiming weapons at them.
Samuel Martin started to negotiate with the suspects inside the bank to make sure the hostages would come out alive. The suspects requested for barriers on the east to be removed and a free passage out of the bank. While talking to the suspects Samuel Martin heard a voice inside talking that at the time sounded like a known bank robber "Cortez Rivera".
Pursuits took place of the suspects and Samuel Martin stayed back with the hostages. The hostages were identified already with IDs as 'Ratty Bulger' and 'Boris Danderson'.
The bank was cleared by Samuel Martin and Jaxon Nash no suspects were left inside the bank and most of the money was taken from the table.
On the scene of one of the suspects (Myles Leone) a Gargoyle arrived to check on the suspect. Samuel Martin pulled the suspect over to investigate the suspect's involvement in the bank robbery.
On the scene of the bank robbery Sgt. Joseph Sanchez took down all the plates of the vehicles involved. One of the vehicles involved was a gargoyle with the plate 'BSN2UC2D'. The bike plate matched the bike that Samuel Martin pulled over.
The bike belonged to Cortez Rivera with Cortez being the driver at the time. The suspect matched the dexription from the bank without the masks and a new top. The bike was also present at the bank robbery. Aslong with the suspect sending the same as the suspect inside the bank.

- I (Samuel Martin) was on patrol when I (Samuel Martin) spotted a group of bikes setting up around the fleeca bank located across from the Pink Cage Motel. I called for additional units to stage in the area for a possible bank robbery.
I (Samuel Martin) approached the bank as the alarm started to ring and a call for the bank robbery came through dispatch. As I (Samuel Martin) approached the bank multiple people from inside started to shout about having a hostage inside the bank.
I (Samuel Martin) started to negotiate with the suspects for the hostages safety. Agreements were made that both parties were happy with. I (Samuel Martin) was very close to all the suspects hearing them talk and seeing what each suspect was wearing.
Inside the bank was one individual who spoke, I (Samuel Martin) recognised the voice as Cortez Rivera due to multiple past situations with Cortez Rivera. Pursuits took place with multiple suspects from inside the bank robbery.
One of the pursuits turned into a static scene where units called out that a Gargoyle was in the area watching. Due to the same model bikes being used I (Samuel Martin) responded to the scene to investigate the bike.
As I (Samuel Martin) arrived on scene the bike was just up the dirt path towards the Mirror Park Dam. I (Samuel Martin) scanned the plate of the Gargoyle and saw the owner as being Corterez Rivera. The suspect on the bike at the time also partially matched the clothing of a suspect inside the bank.
The bike plate came back to the same plate that was taken on scene which is evidenced inside the arrest report. The suspect (Cortez Rivera) was also wearing most of the same clothing as the suspect inside the bank which is also evidenced in the arrest report.
At the time of the robbery the bike was not reported stolen or even mentioned to be stolen by the suspect (Cortez Rivera) at the time of the arrest. When searching he bike a necklace was found inside the bike that also matched the same suspect from inside the bank, this is also evidenced inside the arrest report.
