Mission Row Station Hostage Situation (NR048-24ef)

Los Santos: During the early morning of June 23rd, an agitated individual took an officer of the Los Santos Police Department hostage outside of the Mission Row Station, resulting in a large response by law enforcement.
A Los Santos Police Officer attempted to assist an individual at the Mission Row Station during the early hours of the day, where the individual made a 911 call indicating that he wished to hand off illegal contraband to police. Upon arrival, the suspect, later identified as Arthur Ferrari, used a fixed-blade knife to gain an advantage over the unsuspecting officer, taking the officer as a hostage.
Law enforcement responded largely and fast, initiating negotiations with the suspect. The suspect made demands of free passage with a vehicle and a total sum of $50,000. Negotiators assessed the situation at hand and determined that due to the positioning of the suspect and officer, along with the close proximity of the blade to the officer, no immediate action could be taken and made an effort to meet the demands of the suspect, providing the suspect with a vehicle and $50,000 in cash within a bag.
The suspect continued to make more demands over time, such as for the funds to instead be wired and for the officer to come with him to be released at an unknown location, labeling each new demand as his final demand and request, resulting in negotiators having to firmly stand their ground.
After continued negotiations, the suspect drove off in the provided vehicle and released the officer. Officers and a deputy moved in to secure the officer who had been taken hostage, while other officers initiated a vehicle pursuit of the suspect. The suspect attempted to evade law enforcement in the vehicle before dropping the car off and attempting to evade police on a BF400 until he crashed into a barrier and was immediately apprehended.
Arthur Ferrari was booked under the charges of SF09 - False Imprisonment of a Hostage, VF01 - Evading an Officer, and VF04 - Felony Public Endangerment. He was transported to the Department of Corrections for processing and to serve his sentence. The officer was secured and was unharmed.
The Los Santos Police Department would like to state unequivocally that there is zero tolerance for such senseless acts of violence towards law enforcement, or any civilian within the City and State.
