2. REQUEST INFORMATION
  • Detailed information of your request:
    • I am currently in the process of writing an article regarding the LSPD press release "Arrest Made During Bait Car Operation (NR035-24mp)", and I was wondering for more specific information about the operation, and the tactics utilised. I would appreciate it if the following questions could be answered to support my article:
      • Were any other individuals lured by the operation, following the arrest of Mr. Jenkins?
      • Would the directing officer be able to provide a statement on the organisation of the operation? (e.g., why he launched the operation, its success, etc.).
      • Does the LSPD commonly use bait cars to lure criminals?
      • Will the LSPD utilise more specialised tactics like the bait car operation to enhance the city's security in the future?
      Thank you for your time.

Thank you for your patience on this matter.

Nathan Jenkins was the only lured and apprehended individual throughout the operation that was conducted by the traffic division.

A statement from the organizing officer, Police Officer III+1 Mark Payne, was gathered.
Officer Mark Payne wrote: I scheduled the operation as it has always been a successful one in the past when we have hosted ones prior. Going with the bait car also puts the Detective Bureau and the Traffic Enforcement Division together in cooperation and teamwork, a pairing of different elements of the LSPD that people may not think at first would work together with each other. The outcome of the operation solidifies the importance of these operations if we conducted one for a substantially longer period of time, then the criminals we could lure and remove from the street, remove from potentially committing more crimes would be a great amount. The operation that was hosted positively works towards our mission statement as a department; "..safeguard the lives and property of the people we serve, to reduce the incidence and fear of crime, and to enhance public safety..".
Bait cars as a tactic are applied at the discretion of the traffic division of the Department. The Traffic Enforcement Division organizes and carries out different operations with different goals and tactics frequently and based on availability and necessity, such as the aforementioned bait car operations, but also operations that would see the establishment of checkpoints on popular streets and roads. The LSPD has and will continue to utilize bait cars in an effort to apprehend potential car thieves, along with similar tactics.
