Occupation: Police Officer II, Los Santos Police Department
Witness Statement
- On March 3rd 2024, Cadet Ezekiel Rune and I were on a ADAM patrol when we cross paths with a vehicle that wasn't registered and conducted a traffic stop and megaphoned to the driver (Billy Pappalardo) to turn off his vehicle and stay seated, while trying to say over the megaphone again a different civilian came up near his vehicle and Billy Pappalardo pulled out a combat pistol and shot the man 3 times to chest. Then Billy Pappalardo immediately put his hands up and surrendered. and we got medical treatment for the civilian, while I was giving BLS to the wounded man, Cadet Rune was going through the arrest procedures and while doing that our vehicle was stolen by Claire Allen (Claire Allen Arrest Report). Which another group of officers apprehended her for us and while that was going on another situation happened where Aki Kurokawa (Aki Kurokawa Arrest Report) started shooting at Cadet Rune and I, from an unknown location and few others that I wasn't really there for as many scenes started branch out from the primary Billy Pappalardo situation. After a 10-15 was apprehended. We regrouped and I chose to finish the Billy Pappalardo arrest and arrest report. I charged him with >Attempted SF02 - Murder for shooting and injuring the other man right Infront of our eyes as my bodycam will show. >WM02 - Possession of a Class 1 Firearm ~ for having the combat pistol while having no gun license and it not being his pistol. >GM05 - Receiving Stolen Property ~ for having a combat pistol that wasn't his and registered to a different person. >VM05 - Drunk, Impaired, or Distracted Driving ~ had lots of visual indications of being very drunk and had 2 empty vodka and 2 empty whisky bottles, while at DOC I conducted a breathalyzer test, which indicted a 0.124 BAC for Billy. >GM05 - Receiving Stolen Property ~ Was concealing the combat pistol that did not belong to him and later on he used to shoot a random man.

Case Information
- Incident Date: 03/03/2024 UTC
Witness Information
- Name: Ezekiel Rune
Date of Birth: 25/NOV/2000
Phone Number: 303-9750
Occupation: Cadet, Los Santos Police Department
Witness Statement
- On the above date, I was in the unit 21-A-28. I was alongside Police Officer II Cody James. We were about to pull over Billy Pappalardo. He was conducting himself in an improper manner while driving. I am unfortunately unable to properly remember, but his vehicle was potentially unregistered. I believe that it was, however Officer Cody James may be able to confirm. Either way, he was still being pulled over legally. He usually always drives in an improper manner, and did so that night. We pulled him over in Legion Square, directly by the parking lot. He instantly got out and began to fire at an individual. He was read his rights. Upon questioning Billy, he stated that the man stole from him. He was thus charged for attempted murder for this. You should only aim at something you intend to destroy. Pappalardo not only aimed, but fired multiple shots at an individual. There was no evidence that the man had robbed Pappalardo, therefore he was treated as a victim of the incident in question. The firearm he had was illegally in his possession, thus the possession of a class 1 firearm charge. At DOC it was revealed through a breathalyzer, that Pappalardo was over the legal BAC limit. We did see him driving in Legion Square, therefore the drunk, impaired, or distracted driving charge placed upon him. I am unsure why he was given the receiving stolen property charge. I believe it is in accordance with the gun being stolen, and him receiving it. This can be confirmed properly by the arresting Officer, as there were several 10-15's that night. I handled the arrest for Jesse Saint, not Billy Pappalardo. I believe that everything stated above is correct to my memory and knowledge, as this was an incredibly eventful scene.
Witness Affirmation
- I, Ezekiel Rune, affirm that the above statement is true to the best of my knowledge and belief. I affirm that this statement has been made voluntarily, made without promise of reward, and made not under threat, force, or coercion. I was not involved at all until Mr. Pappalardo was put in my cruiser. Upon arriving at DOC Billy took off on foot once taken out of the cruiser. - Speculation
The Officer states that he is not sure whether the vehicle was unregistered, so how can he Assume that it was?
Lack of Relevance
The legality of the traffic stop was never called into question. I believe this to be Prejudicial as, since the officer states that one thing they did was legal, it implies that everything else they did must have been legal as well.
The second phrase highlighted, I do not believe this has any relevance to the case and serves only as Prejudicial evidence trying to imply that my client was attempting to 'destroy' the other party. This will influence the judges opinion to side against the Defence and see the Defendant as a violent person.
The Final yellow section I believe to be completely irrelevant, if the officer is unsure of why the charge was placed. I also believe the information that he was dealing with another arrest at the time to also be completely irrelevant to the case, as it does not add anything useful to it.

MOTION FOR SUMMARY JUDGEMENT
IN THE SUPERIOR COURT OF SAN ANDREAS
State of San Andreas v. Billy Pappalardo
#24-CM-0066
A Motion for Summary Judgment was filed in the above case on the 10th Day of October, 2024.
The State of San Andreas, by and through the undersigned attorney, filed this Motion for Summary Judgement, and the reasoning for the request is as follows:
- Reasoning: The State moves for summary judgment on the grounds that there is no genuine dispute as to any material fact in this case, and that the only remaining issue is the proper application of the law to the defendant’s conduct as outlined in the San Andreas Penal Code.
- Detailed Explanation:
The arrest report, witness statements, and clear bodycamera footage establish beyond a reasonable doubt that Mr. Pappalardo drew a firearm and shot an individual multiple times, gravely injuring them.
Given the overwhelming and undisputed nature of the evidence, the State submits that the only remaining question for the Court is the application of legal standards to the defendant’s actions.

Defendant, Billy Pappalardo, by and through the undersigned attorney, filed this Motion for Voluntary Dismissal, and the reasoning for request is as follows;
- Reasoning: GM05 - Receiving Stolen property charge was dropped
- Detailed Explanation: My client was hoping to have the GM05 - Receiving Stolen Property charge dropped. As the Prosecution have already amended the charges to drop GM05, the Defence sees no benefit of this case going to trial.
