EXECUTIVE ORDER #5 _______________________________________________________________________ RESPONDING IN FORCE TO THE DEATH OF GOVERNOR DUE TO EXTREMISTS KNOWN AS 'THE SHADOWS' IN THEIR CONTINUED DOMESTIC TERRORIST ACTS ** 17/12/2023 ** _______________________________________________________________________ WHEREAS, on the 17th of December, 2023 at around 4:00AM, a known member who is affiliated with a group of individuals known as 'the shadows' murdered in cold blood a Governor of the State of San Andreas: WHEREAS, this group has clearly demonstrated complete disregard for the lives of Civilians, Medical Staff, Law Enforcement, as well as the very existence of this state, in complete contempt for the Legislative, Judicial, and Executive functions of governance in this great and almighty state: WHEREAS, this group shows no remorse for their actions, and continue to taunt and harass individuals across the state as well as openly target the government, In effect becoming terrorists by definition: WHEREAS, the wheels of justice, while important to fabric of the state, move too slowly to respond to the threats presented by this group, and a recommendation for a State of Emergency having been made: NOW, THEREFORE, by virtue of the executive power vested in the San Andreas State Government, and to the maximum extent its delegated emergency powers via the constitution of San Andreas, as well as the commanders-in-chief of the San Andreas National Guard. It is hereby ordered as followed: 1. A State of Emergency is formally declared, and while statute and precedent do not provide for such deceleration, that this order shall retain any and all rights that such State of Emergency shall be provided. 2. Members of 'the shadows' are now hereby designated as terrorists. Anyone that associates with or otherwise provides aid and comfort to them shall be seen to be accessory to Domestic Terrorism. 3. It is so enacted that the Writ of Habeas Corpus shall be suspended for a period not exceeding 7 days for members of 'the shadows', and that gang enforcement units be directed to actively target and dismantle the threat they pose to the fabric of our society as a whole. 3. The National Guard shall be mobilized under the command of the Commanders-in-Chief, and operate under their directive henceforth for a period not exceeding 7 days. 4. Be it enacted that Face Concealment for a period of 7 days be a primary matter of importance for Law Enforcement, with explicit enforcement against members of 'the shadows'. Face Concealment in vehicles FOR ALL PERSONS is banned for a period of 7 days from the date of this order, and enforced first as a verbal warning, followed by a citation, followed then by a arrest for GM19 - Face Concealment (b). Individuals, must be informed of this executive order should this provision be executed. 5. Members of 'the shadows' may not, under threat of Trespassing or other criminal charges, approach any Government-Funded organizations unless they have explicit permission by property management or are required to be present under threat of breaking another law such as GM16 - Failure to Pay a Fine. 6. Members of the Board of Governors are authorized to receive Code 3 escorts between locations as and when required, and when they deem fit. 7. Individuals of 'the shadows' may relive themselves of their terrorist designations upon willful release of information to Law Enforcement with any information that leads to the dismantling of the group, or surrender themselves willingly to the custody of Law Enforcement. This shall be subject to the approval of the Board of Governors. 10. This order authorizes an immediate Stop and Search for ALL affiliates of 'the shadows'. In addition, all properties, including rental properties, shall be subject to search via this order. Vehicles within these properties shall also be subject to search. 10.1 Holders of 'PBBL:03 - Residential Renting' will be required to submit details of their tenants for security purposes to the Director of the Business Licensing Bureau which will include Full name, addresses and details of tenants and any associated occupiers. Details on finances are not required. 11. Mass gatherings for the purpose of protests shall not be considered lawful for a period of 7 days. Individuals will be informed of this order, and be told to immediately disperse from the area. Failure to do so will result in relevant citations & charges. 12. Vehicles impounded by Law Enforcement shall be held in impound for 7 days and must not be released to any affiliates of 'the shadows' for any reason. 13. That within 7 days, this order be set to expire and all provisions herein become null without any effect or force of law.
