I am writing to inquire about the written standard operating procedures regarding the usage of body-cameras by Law Enforcement.

Is there currently a requirement for Deputies to wear a body-cam at all times while on-duty?

Does body-cam footage get stored in the Los Santos Sheriff's Department's internal servers?

Has the Los Santos Sheriff's Department identified any problem areas needing improvement with regards to body-cameras being worn? If so, what measures have been taken to improve these problems?

Has the Los Santos Sheriff's Department identified any problem areas needing improvement with regards to body-camera footage being stored? If so, what measures have been taken to improve these problems?

Is there any penalty for Deputies who are found to not be wearing a body-cam while on-duty and/or do not keep their footage for a set period of time?

    Mr. Raven,

    The Los Santos Sheriff's Department mandates that all employees wear a department-issued body camera when on duty.

    The Department utilizes the Axon brand body camera specifically with SD card storage and the ability to be linked to cloud-based retention on our servers. The data from each camera is uploaded at the end of the shift when they are put back for charging after every shift at our station. As you may be aware, the Axon camera is utilized by many departments within San Andreas, with standards and storage and capture protocols utilized throughout the United States and in various international countries.

    Those employees who do not wear and turn on their cameras for the entirety of their shifts are subject to internal disciplinary action. These actions are based on the internal policy within the Los Santos Sheriff's Department, and severe disciplinary actions may be based on said policy. The actions of one not wearing a body camera are subject to review by superiors and/or the Internal Affairs Department and are dealt with in a case-by-case situation.

    Supervisors are encouraged to check if all those in the field utilize their body cameras on their shifts. In the past, if multiple investigations have shown that employees are not adhering to these protocols, a Department-wide notice may be pre-emptively issued to remind all employees of our policy. However, there have not been incidents where this has been a Department-wide problem.

    (( To reflect on the context of recording, we encourage that all members must RP wearing their body camera when starting each shift, but with server rules, every 48 hours is the required minimum. We cannot force members to record their gameplay and store it for x amount of time, as that would be unfair to those without the technical ability to do so. Any incidents with members are solved through /do's if the footage is unavailable and/or any other footage or /do's from others that may show the situation.

    We share PD Chief Elena Blake's OOC sentiments in enforcing actual recording, storage, and asking for /do's after a long time period. The OOC expectations of recording cannot be tailored only to certain factions and remain the same as any other player on the server to not provide an unfair expectation financially, technically, or otherwise on those wishing to portray a certain character or join a certain faction. ))
