We are excited to bring you the latest updates and insights on the initiatives, policies, and achievements of our government as we continue our commitment to serving and enriching the lives of our citizens. This newsletter serves as a bridge of communication, connecting you with the important work happening throughout our state and offering you a glimpse into the impact we are making at the San Andreas State Government.
New Employees
Sai Modi wrote: I joined the San Andreas State Government was because as a well and long standing attorney within the state of San Andreas, who has practiced for over a year at this point, I believe I can really help and impact the Government positively, specifically the Law Review Committee and working closely with them. I recently got to know more and learn more about the House of Representatives, how it functions and the core mechanics of such a body within the state and dare I say it was very fascinating. I want to help the House of Representatives internally through the Government’s LRC and overall be a positive impact on the legislative organization within the state.

Putting my effort into helping people is what drives me, and between LSEMS and PRB, I think I am in a strong position to do exactly what I love. Mamma mia! Here we go again! Not just a movie, but a phrase you will want to repeat every other day after trying the food at Clappers Restaurant. Serving up authentic Italian cuisine, this gem in the heart of Los Santos will leave your mouth watering with joy every time you walk by. Owned and operated by Larry Wrzosek and Jon Purmineli, Clappers restaurant provides fun, memorable service, with the customers always at the forefront of everything they do. The San Andreas State Government is wanting to highlight the services and experiences that this central business in our community provides and make the public more aware of the resources available for all their dining and entertainment needs.
The Owner
Larry Wrzosek is the type of person you meet once and just never forget the warm and welcoming smile they bring ever again. Starting off as a humble cook at Mirror Park Tavern in 2019, Larry took advantage of the legalization of hunting throughout the state, using it as an opportunity to drive up business by providing a one of a kind experience, and it was a complete success. It was at this time that Larry found his love for cooking and wanted to serve the people of Los Santos by starting his own restaurant. Larry went on to found The Sandbar in the summer of 2020, one of the first full food service restaurants in the State. However with a space that only allowed small events to be hosted and provide catering services, The Sandbar found itself in a position unable to grow and expand and ultimately closed in the fall of 2021. However no success story is without faults, and at the end of the day, this is certainly a success story. With the introduction of property requests through the Government, a little encouragement from his friends Jacqueline and Chad, as well as some support from Lewis Langley and Tyrone Cox, Larry had the opportunity to start a new journey when he acquired Clappers Restaurant.
The Business
What started off as an empty interior soon turned into the unique space that truly makes Clappers stand out. With the help of an old-friend and now co-owner Jon Purmineli, who had always been there to support Larry throughout his endeavors, Larry and Jon built out the initial dining room and bar with a unique flare: arches. After spending 30 hours working on building an arched ceiling over the bar, Larry and Jon thought they were done with arches for the rest of their lives. That said, the arch, in their words, looked “sick,” and the next day Jon came back and convinced Larry to create several booths with arched inlets giving the space one of it’s most iconic features.

But what's a restaurant without some fantastic food? Well thankfully we won’t have to find out because Clappers has got you covered with that. With a menu full of authentic pasta, steak, seafood, and of course pizza, there is something for everyone to enjoy at Clappers.

More Than Just a Restaurant
An incredible space with incredible food, what more could you ask for out of a restaurant? How about one where the food and service comes to wherever you are? Perhaps you’ve not been to Clappers restaurant, in which case you really should go, but fortunately you might have already had a taste of the place through the catering services they provide. Clappers catering has been at several prominent events throughout the summer including the SASG Beach BBQ Party just a few weeks ago. Speaking from experience, it was amazing.

NEWSLETTER #17 Internal Changes within the SASG

Introduction
We are pleased to present this newsletter, which is hopefully informative to the citizens of the State of San Andreas. Our primary objective is to provide you with the information you seek, and we sincerely hope that you will find it within these pages. The San Andreas State Government has demonstrated its commitment to addressing the challenges we have encountered internally, taking heed of the concerns voiced by our citizens. We highly value the feedback received from the public, the media, and our dedicated staff, and we are dedicated to incorporating it into our plans moving forward. In the spirit of transparency, we would like to share our goals for the upcoming months.
Public Works Bureau
With a heavy heart, I must share the unfortunate news that we have made the difficult decision to discontinue the operations of the Public Works Bureau. Established on May 16, 2022, the bureau was initially envisioned to provide specialized equipment installation services, conduct safety inspections of worksites and buildings, and maintain the public sectors of our city.

The first director of this bureau was Martin Haswell, who implemented the foundation of the bureau. After resigning from the position it fell under the leadership of Yuki Nakamura until November 30, 2022, the role of Directorship was later assumed by Ava Raven

You may be wondering about the reasons behind this decision, and I believe in maintaining transparency. The vision for the bureau has evolved over time, and its impact on the city has not aligned with our initial expectations. As a result, we have concluded that a comprehensive review of government bureaus is necessary, focusing on areas that require our utmost attention. The Public Works Bureau is something we intend to revisit in the future, hopefully with an already clearer goal, vision, and mission statement. At this point in time we wish to repurpose the hours and effort that goes into the bureau into more immediate and pressing concerns.
Property and Housing Bureau
We have been actively monitoring the concerns raised regarding Property and Housing in recent months. It is evident to us that the existing system has not met our expectations in terms of effectiveness. Consequently, we have taken the decision to ask Tiffant Brent to step down as Director of the Property and Housing Bureau and appoint an interim director who will assume responsibility for the day-to-day operations of this bureau. We are currently conducting interviews and having applicants undergo an extensive screening process to ensure that the candidate chosen for the interim director spot is more than capable of the tasks that they will face in their new position

Acknowledging your concerns, we have recognized the need to address the backlog of work within the Property and Housing Bureau. As a temporary measure, we will be closing the bureau for a period of fourteen days from the date of this press release, the goal is to allow our dedicated staff to catch up on pending tasks. Moreover, during this time, we will be reassessing the government grant process to identify more efficient ways of achieving our future goals and delivering an exceptional service that meets your expectations. In addition to examining the reformatting of our property contracts, we are actively working towards establishing comprehensive guidelines that align closely with the objectives of the Business and Licensing Bureau.
Public Relations Bureau
Community letterbox/ Community Suggestion Box
The community letterbox has been replaced with the community suggestion box due to feedback from citizens in Los Santos. It was apparent that the previous setup was unsuitable, as all comments were visible to the public, leading to discomfort among users. Some citizens were using the community letterbox to file complaints about government bureaus or personnel and this was the incorrect area to submit these. If you wish to submit an employee commendation or complaint to the San Andreas State Government then we encourage the use of Commendations & Complaints, this will then be looked into by a member of the Internal Affairs Division and/or Board of Governors.

The San Andreas State Government has introduced this suggestion box to encourage citizens to share their ideas on enhancing our wonderful state. While not all suggestions can be guaranteed for implementation, this platform allows you to voice your thoughts, bringing awareness to your ideas and potentially inspiring others.

Point of Contact Page
In October 2022, we introduced the Point of Contact page, specifically designed for reaching out to Directors or members of the Board of Governors. We advise directing bureau-specific questions to the Directors using this page. Rest assured that they are committed to responding within a set timeframe of seven days. This will ensure more effective and timely communication between citizens and the government. If you are struggling to find the appropriate person to speak to about your questions. Please feel free to reach out to the Public Relations Director who will be able assist or pass it on to the most appropriate bureau. We will try ensure that this area remains constantly updated. In the event that a Director is on a Leave of Absence, we will promptly provide information about the employee who is responsible for overseeing the bureau during their absence.

Chief of Staff Emily Whitehorse wrote: The government is always looking to grow and improve itself in response to concerns raised by members of the public. While tough, we are hoping this recent shakeup shows members of the public that we are actively looking to continue working to improve our standing in the community, and foster better community relations within the public.

Within the coming weeks, we hope to see a major government reshuffle that better allocates our resources into providing better services for all members of the public, and ensures all operations are running efficiently and conflict free.

I do want to extend a heartfelt thank you to both Ava Ravenhill and Tiffany Mcmount for their service over the last 9 months. Despite this recent shakeup, they each contributed greatly to their operations and we are hopeful to continue to see them serve within the government in a supervisory capacity.
Governor Lewis Langley wrote: It is important to highlight the progress the San Andreas State Government has made over the last 18 months; we have recognized areas of Government that need change. We hope that with more focus on other departments, we can bring these up to modern standards as the guidelines and operational standards are not fit for purpose based on the current needs of San Andreas. On a more positive note, we hope with these incoming changes they will allow more citizens and local businesses to utilize the Government Grant Scheme and that it will better operate to support the purpose it was intended to serve, helping local communities get a leg up in a competitive business market.
Governor Jason Castillo wrote:I simply want to say that we hear you - your concerns have not gone unnoticed.

We have taken several steps to improve the city and ensure it meets your expectations. We are actively working on updating department guidelines and combating staffing issues to better match the evolving needs of our city.

Los Santos is a community and we are all in this together. I hope to continue the collaboration, share of ideas and support of one another so that we can all build a much brighter future for us all.

Closing Statement
As you can observe, the San Andreas State Government is currently undergoing significant internal changes. We acknowledge the concerns that have been raised and are actively working to address them in the most effective manner possible. Our primary goal is to implement smooth and efficient changes to prevent similar issues from arising in the future.

In the upcoming weeks, we plan to organize a live panel where citizens can directly interact with the governors of the State of San Andreas. This panel will provide an opportunity for citizens to voice their thoughts and pose appropriate questions to ensure transparency and accountability in our governance.

    PRESS RELEASE#60 Appointment of the new Police Commissioner and Chief of Police

    • We are pleased to share exciting news regarding the Los Santos Police Department. Significant changes are taking place, which will undoubtedly catch the interest of citizens across the state of San Andreas.

      Effective immediately, Alex Donnelly will be promoted from the position of Chief of Police to the esteemed role of Commissioner of the Los Santos Police Department. This advancement marks a momentous milestone in his career.

      With the position of Chief of Police now vacant, after careful consideration, we have decided to appoint Elena Blake to step up from her role as Assistant Chief to assume the responsibilities of Chief of Police. Elena's long-standing dedication to the department makes her an excellent fit for this leadership position.

      We believe these changes will shape the future of the Los Santos Police Department and further develop its service to the community. This press release aims to assist in understanding the significance of these appointments.
    Commissioner of the Los Santos Police Department
    • The Commissioner of the Los Santos Police Department plays a pivotal role in shaping the department's overarching mission and strategic direction. By closely assessing the city's challenges, the Commissioner devises innovative solutions and approaches to combat the surge in crime at specific locations. It's important to understand the distinction between the Commissioner and the Chief of Police, as their roles differ significantly. While the Chief of Police handles operational details, the Commissioner focuses on the broader vision, setting the tone for the entire department.

      For clarification, it is crucial to emphasize that the current use of the term "Commissioner" differs significantly from the historical context and is not associated with the San Andreas State Government. The Commissioner's sole responsibility lies in overseeing the Los Santos Police Department, and they will not engage in the day-to-day operations or affairs of the San Andreas State Government.     Alex Donnelly
    • Alex Donnelly's journey with the LSPD began on August 11, 2017, and from the start, he proved to be a rising star within the department. His dedication and hard work propelled him swiftly through the ranks, eventually earning him the esteemed position of Commander. During his time in this role, he implemented a series of positive changes that significantly impacted the Los Santos Police Department for the better.


      Continuing his impressive career trajectory, Alex Donnelly was appointed as the Deputy Chief and Director of Operations for the Los Santos Police Department on May 22, 2019. His commitment to his duties was unwavering, leading to yet another promotion, this time to the role of Assistant Chief on September 3, 2019. The board of Commissioners (Governors) recognized his exceptional abilities and officially promoted him on March 11, 2020.

      Over the course of his six years of service, many of us have had the opportunity to interact with Alex Donnelly in various capacities. Now, he is set to take on a new and distinct role as the Police Commissioner. It is worth noting that this position differs from that of prior commissioners, as he will focus on overseeing the Los Santos Police Department in a fresh and unique manner.

      We are eager to witness how Alex Donnelly's leadership and vision will shape the future of the Los Santos Police Department in this new capacity. His track record of positive change and dedication to service speaks volumes about his suitability for this important role.
      Police Comissioner, Alex Donnelly wrote: Thank you for your support and consideration. I am truly honored and grateful for the opportunity to be promoted to the position of Police Commissioner.
    Elena Blake
    • Elena Blake is a delightful individual whom many of you in Los Santos have surely encountered at some point. She embodies the very essence of the Los Santos Police Department's core values. Elena joined the Los Santos Police Department on May 29th, 2017, and from the start, she diligently honed her skills within the department. She started her career off in the General Patrol Bureau, excelling and even joining Metro before transferring over to Investigation Bureau where she worked on numerous prominent cases involving the Exiled which involved shutting down an entire gang and bringing a cop killer to justice before working her way swiftly through the ranks.

      Recognizing her exceptional abilities, Elena was appointed as the Assistant Chief of the Police Department on April 5th, 2020. Her relentless drive and commitment to both the LSPD and the citizens of San Andreas have been truly remarkable. Today, we take great pride in announcing that, after years of dedicated service, Elena Blake has been appointed as the new Chief of Police.
      Chief of Police, Elena Blake wrote: I am deeply honored to be appointed to the prestigious position of Chief of Police, a position I would never have considered attainable when I started my career in law enforcement with the Los Santos Police Department. It is a tremendous privilege to be entrusted with this responsibility, and I am committed to serving and protecting the diverse communities of the City of Los Santos.

      Having had the opportunity to work and gain experience with Chief Donnelly, I aim to continue our vision of the Los Santos Police Department and look forward to working with and expanding my team. I am a strong believer in the power of positive community engagement and, as I have attempted to do throughout my tenure as the Assistant Chief, I strive to continuously build upon and improve our relations with the communities and organizations within the City and State, and to provide a service that is second to none.

      I wish Chief Donnelly the best of luck in his new position, and I look forward to working with him, my teams, the Government and other agencies, and the communities of Los Santos and San Andreas.

    PRESS RELEASE #61 Addressing Recent Discrepancies

    • Citizens of Los Santos,

      You may already be aware of the recent announcement made on the Judicial Branch website that shows Cyrus Raven being dismissed from his role as Attorney General. The Board of Governors made this difficult decision when evidence was brought to them, which showed clear signs of corruption spanning over the last eight months. At the moment there is still an ongoing investigation into the extent, so no information aside from this statement will be released. The Board of Governors performed their duties by putting the people first in their choice to reject the nomination presented by the Chief Justice.

      We want to take our time to address the weight of the Constitution on the decisions made by each branch of the Government this evening. The Chief Justice of the Judicial Branch wrote,
      Chief Justice wrote:Under my authority as the Chief Justice of the Supreme Court of San Andreas, who is constitutionally authorized to nominate the Attorney General of the State of San Andreas under Article III, Section 6, I hereby reinstate Cyrus Raven as the Attorney General for the State of San Andreas.
      Although the Chief Justice is correct she is constitutionally authorised to nominate. The keywords in her statement would be “to nominate”. The Chief Justice has the power to nominate, not appoint the Attorney General. That decision falls to the Board of Governors.
      Despite the nuance between nomination and appointment, there are other Constitutional Powers afforded to the Governors which allows them to take drastic action when necessary for the betterment of the civilians.

      In Article II: Foundation and Powers of the Board of Governors, Section 1: Vesting of Executive Power in Board of Governors it states, “The executive power shall be vested in a Board of Governors for the State of San Andreas, who will have absolute control over the legislative and judicial branches of government.’’ It is rare, if ever, that the Board of Governors have exercised this power, but at this moment in time, they felt it necessary. Historically, the Judicial Branch has been able to operate without oversight.

      However, in light of recent events and due to the ongoing investigation, we have created the Office of Inspector General. A position given to Emily Whitehorse where she will review and monitor the Judicial Branches internal policies and the functions of their Bar Ethics Review Board. For those who do not know Miss Whitehorse, she not only was the main force behind our Constitution but also holds great rapport in the community. Her knowledge and high ethical standards will prove invaluable to her new position. More information on the investigation will be released in the future, our only hope is to keep the public informed of the ongoing situation and the effort the Board of Governors is putting in to rectify it.

      We have long campaigned for a fair Judicial System and will be working closely with the Judicial Branch via the Inspector General to ensure a fair and efficient way of dealing with ethical concerns brought up in the future. The continued operation of the Judicial Branch and the concern of the civilians are at the forefront of the mind of the Board of Governors in all actions that have been made today, previously, and in the future. We hope this notice serves to prove how important both the people and the Judicial Branch are to the city. Thank you for your time and consideration.

    CLARIFICATIONS ON WEAPON MODIFICATIONS, LSPD FLD AUTHORITY, AND WITHDRAWAL OF EXECUTIVE ORDER #1
    ** 13/AUG/2023 **
    _______________________________________________________________________


    WHEREAS, on the 20th of July, 2023 at around 11:35AM, firearm dealerships began the importation of weapon modifications, including but not limited to scopes, iron sights, extended magazine, ECT. In addition, began the importation of differing ammunition types, including but not limited to hollow point, full metal jacket, armor piercing, ECT. As well as other weapon modifications not described in this order:

    WHEREAS, concerns where raised about the lawful authority of the Los Santos Police Departments Firearms Licensing Divisions rules and regulations on firearms within the state:

    WHEREAS, Executive Order #1, having dutifully served its purpose in combating the threats against the San Andreas State Government, and thus no longer being required:

    NOW, THEREFORE, by virtue of the executive power vested in the San Andreas State Government, and to the extent its delegated emergency powers, as well as the commanders-in-chief of the San Andreas National Guard. It is hereby ordered as followed:

    1. It is so enacted that Law Enforcement of the State of San Andreas are hereby ordered not to arrest individuals for having weapon modifications on their person or personal firearms, so long as said modifications are in fact purchased through a Business Licensing Bureau authorized firearm dealership, and said modifications are used on a lawfully obtained firearm, and so long as said modifications are possessed only by the original buyer.

    2. The San Andreas State Government, being the highest executive authority of the state, delegates firearm licensing and regulations, as well as any processes required to support the program, to the Los Santos Police Department Firearms Licensing Division (or its successors), the government will continue to retain oversight of the program and may step in as and when required.

    3. Executive Order #1 is hereby withdrawn, and all provisions of said order equally are withdrawn.

    4. This order, or parts of this order, may be withdrawn by the San Andreas State Government at any time, aside from the withdrawal of Executive Order #1, with due cause as and when required.

    On exceptional occurrences, the San Andreas State Government Executive Branch issues the Administration Award to employees that show ideal conduct while helping in their own bureau but in acknowledgment of their contributions to diversified extents across the Executive Branch. Officials that receive this award have demonstrated exemplary performance on all levels of performance and quality, appertaining to paperwork in the State Government. They should be looked at as role models when it comes to completing documentation and tasks held in our databases.

    Today, we would like to congratulate Executive Official Andy Tyrie for their unwavering dedication to administrating within the Executive Branch of the San Andreas State Government.

    Lead Official Andy Tyrie first joined the State Government on the 6th of April, 2023 and has during his tenure worked on numerous projects including;
    • Creating a new LRC Code of Ethics.
    • Assisted greatly in the creation of a LRC Representative guide.
    • Created a number of LRC templates, such as welcome letters, and compiled all 23 formats into a format document.
    • Drafted a full transcript of LRC meetings between 8+ individuals speaking.
    • Has assisted in the development of 10+ draft laws for review and debate.
    • Faithfully handled an LRC ethics complaint.
    • While not tied to administration specifically, a monstrous effort in SAAA to train numerous people.
    It is an honor to have Andy Tyrie in our SASG family, and I am excited to see him continue to progress through the ranks!

    On exceptional occurrences, the San Andreas State Government Executive Branch issues the Administration Award to employees that show ideal conduct while helping in their own bureau but in acknowledgment of their contributions to diversified extents across the Executive Branch. Officials that receive this award have demonstrated exemplary performance on all levels of performance and quality, appertaining to paperwork in the State Government. They should be looked at as role models when it comes to completing documentation and tasks held in our databases.
    Today, we would also like to extend our congratulations to Chief of Staff Emily Whitehorse for her steadfast commitment to overseeing administrative matters within the Executive Branch of the San Andreas State Government.

    Chief of Staff Emily Whitehorse first joined the State Government on the 22nd of July, 2021 and has during his tenure worked on numerous projects including;
    • The creation of the Law Review Committee and the Department of the Treasury
    • Government Handbook
    • Assisted in the creation of the Constitution
    • Former director for Business and Licensing Bureau, Public Relations, Public Works, Administration Bureau and SAAA.
    • Creating internal policies that have benefitted all employees and bureaus.
    The list provided here are just a brief selection from her extensive body of work. Attempting to enumerate all of them would be an endless endeavour. It's important to recognise that she has played a vital role within the SASG.
    Board of Governors wrote: Emily Whitehorse is a committed individual who truly desires the best for both our city and state. While this recognition may have been deserved earlier, we wholeheartedly acknowledge the diligent efforts she has contributed over the past two years of dedicated service. We extend our gratitude for her tireless work, and we are delighted to have her as a valued member of the SASG family.

    September 2023 Triathlon Event
    The Public Relations Bureau has decided to host triathlons throughout the remainder of the year, and we have decided to use the same route as the LSSD from a few years ago. We are using this event to try and encourage some friendly competition but also have a more common sporting event throughout the city. We have decided to host the event outside the city limits. Please see the route below:

    If you are interested in participating in the event, Please find our sign up sheet here, this will allow us to register you and help us to provide you a racing number on the day. We will only be allowing last minute sign ups on the day and once the bikes have been filled we will stop taking sign ups.

    Business Licensing Bureau
    The Business Licensing Bureau is responsible for ensuring all businesses in the State have been registered properly and are authorized by the Government to operate legally. By ensuring that all businesses are adhering to their terms of registration and all relevant licenses they have applied for, the government is able to certify that businesses are operating in a legal and ethical manner.

    At the same time; we try to make the process for registration and licensing as simple as possible and as easy to understand to encourage business owners to follow the process and not make it too complex that it causes them operational issues.

    If you like anything to do with paperwork then then you should definitely give BLB a try. As a member of BLB our duty, first and foremost, is to read through both Business Registrations and License Applications to ensure they have been filled out correctly and all the requirements are met. We then process these documents, calculate any fees that are owed and request payment. Once payment has been made, we then issue the registration certificates or file away the license application in the relevant sections.

    The Business Licensing Bureau are always looking to make business operations sustainable for business owners and that is why we try to reach out to owners to get their input on certain things and to get suggestions from them. We are currently looking at ways to make this communication between the Business Licensing Bureau and business owners easier and hopefully it can be implemented in the future.
    Closing Statement
    In summary, this month has been marked by quiet yet significant progress. We've initiated internal changes that will be gradually implemented in the coming months. While we eagerly anticipate the appointment of a new Property and Housing Director, we're optimistic about it happening within the next couple of weeks. Refinements to our Government Grants requests are still on our agenda, slated for the upcoming months.

    Our Public Relations Bureau is gearing up to expand its impact by organizing more events across the city. However, we rely on your support to make these endeavors successful. Your participation in city events not only aids in the city's growth but also fosters a sense of community.
