OVERVIEW
  • The Firearm Licensing Division of the Los Santos Police Department has been given the sole responsibility in the State of regulating and issuing the firearm licenses to the civilian populace. In order to ensure that this is done as safely as possible, you must ensure that the below requirements and regulations are followed at all times.
REQUIREMENTS
  • These requirements must be met by any applicant wishing to gain a firearm license and maintained by any firearm license holder while in possession of a legally-owned firearm.
    • You must be at least 21 years of age, at the time of your application.
    • You cannot be associated with any sort of criminal organisation.
    • You must be free of any disabilities or disorders which may impede your ability to possess and use a firearm safely.
      You can contact LSEMS to be evaluated if your condition allows you to hold a firearms license and if they issue you a signed medical certificate, you may apply.
    • Must not be subject to an active restraining order.
    • You must not use a personal firearm for any reason other than self-defence or in the case of specific firearms, for the secondary purpose of that firearm i.e. flare guns for wilderness activities.
    • You must not have an addiction to any kind of narcotic or be impaired by chronic alcoholism.
    • You should have an adequate reason as to why you wish to obtain a firearms license in your application.
REGULATIONS
  • These regulations must be followed at all times, while carrying an active firearm license.
    • You are responsible for remaining up to date with the Requirements & Regulations.
    • You must abide by the penal code and the firearms-related codes, at all times.
    • When in possession of a firearm in the presence of law enforcement, you must make it known that you have a firearm in your possession regardless of whether you are asked first or not.
    • When in possession of a firearm, and upon the request from a Peace Officer, you must present your firearms license, and if requested, temporarily surrender your firearm along with any modifications.
    • You are solely responsible for your permitted firearm. Should your firearm be stolen or lost, you must report it immediately. You should under no circumstances let other people possess your firearm, unless as part of an official shooting club event and they have a permit for the same model of firearm.
    • You may not consume any alcohol or be intoxicated with your firearm(s) in your possession.
    • You may not be in an establishment that serves alcohol, with your firearm(s) in your possession.
      On duty Peace Officers and employees of the San Andreas State Government whilst on official duties are exempt from this rule.
    • You must be willing to submit to Blood / Urine tests, administered by LSEMS or LSPD for the purpose of monitoring drug use, should there be sufficient reason for you to be tested.
    • If you change your legal name, you must inform Firearms Licensing in writing within 14 days of the change becoming official.

    • You are permitted to carry only one pistol on your person at a time.
      Flare guns and shotguns may be carried together or while in possession of a pistol.
FIREARMS LICENSE (PRIORS) - ADDITIONAL REQUIREMENTS & REGULATIONS
  • These additional requirements and regulations are applicable to those applying via a Firearms License (PRIORS) application.
    • You cannot, at any point in time, have been charged with any Level Four charges.
    • You must have been free from Level Three charges for 6 months.
    • You must have been free from Level Two charges for 3 months.
    • You must have been free from Level One charges for a month.
    • You must have had no gang affiliation for the past 3 months.
    • You must not have had your firearms license revoked within the past month.
    • You must have updated mugshots and fingerprints in the police database.
      • You can request to have your mugshot and fingerprint updated in person at Mission Row or Paleto Station.
    • You must pass a background check by Gang and Narcotics Detectives clearing you of any gang affiliation.
      • This check is not appealable and is at the sole discretion of the (Asst.) Commanding Officer of Gang and Narcotics.
    • You will be subject to random checkups by Police Detectives to ensure you are clean of gang affiliation.
    • You are only licensed to carry one of each gun listed on your firearms license. Firearms not on your license or more than two total found on your person will be in breach of your license and be revoked and you will be charged with carrying an unlicensed firearm.
SHOTGUN LICENSE - ADDITIONAL REQUIREMENTS & REGULATIONS
  • These additional requirements and regulations are applicable to those applying for a Shotgun License.
    • Individuals must have a valid Standard Firearms License for a minimum of 3 months or have a Firearms License (Criminal) for a minimum of 10 months before applying for a shotgun license.
    • Applicants will be subject to a $10,000 license fee.
    • Shotgun license holders will be subject to pay $5,000 when submitting a missing firearm report.
    • Shotgun license applications will be placed on hold for one month after initial approval.
      Members of GSB, LSPD, LSSD, and sworn-in DOC officers will only be subject to a two-week hold.
    • Shotguns should be stored inside a locked safe within a permanent residence when not in use. In the case of apartments however, it is essential to securely store the shotgun within a gun safe placed inside your vehicle, which should be parked in the garage of the apartment complex.
      This disqualifies those people who live out of RVs.
    • Shotguns may only be used for hunting purposes or for self defence, on a person's own residential property (inside or outside as long as they are on their own property)
    • Shotguns used in hunting should never be aimed and fired in the direction of traffic, always away from incoming or ongoing traffic.
    • When shotguns are no longer in use, they should be stored in a vehicle immediately.
    • The transfer of a shotgun from a vehicle to the residence should be done on the licensee's property.
    • Shotguns are not allowed to be visible except in the following areas.
      • Paleto Forest, Chiliad Mountain State Wilderness, Mount Chiliad, Galilee, Cassidy Creek, Raton Canyon, Paleto Cove, Mount Gordo, San Chianski Mountain Range, Braddock Pass, Palamino Highlands, Tataviam Mountains, Banham Canyon, Tongva Hills, Tongva Valley, Great Chaparral, Mount Josiah, Lago Zancudo

WAIT PERIOD GUIDE
  • All the relevant charges that would affect a firearms license are split into four levels.
    • Level Four: Permanent Exclusion from Firearm Licensing, subject to Governor Appeal.
    • Level Three: Six month wait period.
    • Level Two: Three month wait period.
    • Level One: One month wait period.
