  • CLOSURE OF THE DETENTION AND PAROLE BUREAU
    -
  • The Detention and Parole Bureau was founded in early April 2020 by Ret. Assistant Sheriff Hardy and now Assistant Sheriff Kemp under Countywide operations with the cooperation of the San Andreas Department of Corrections. Today, the Bureau is overlooked by Captain Wiley Reno, Commander Noah Carlile, and Assistant Sheriff McCornish.

    The Detention and Parole Bureau aims to give people a second chance in life and support them on their way to becoming functioning members of society. Parole Deputies and Agents are frequently visiting DOC to introduce themselves and our program to inmates, offering them a chance for reformation if they meet the internal guidelines. During their time with the Bureau, the parolee will be offered weekly meetings and a chance to go through the Behaviour Modification and Reformation Program, where the parolee may be offered a probationary position with companies like Downtown Cab Company, Bayview Autocenter, and Los Santos Customs.

    Recently, the Bureau has faced a workload that has increased, and fewer inmates are eligible for parole. The San Andreas Department of Correction launched the Felon Reformation Program in September 2021 and the two departments have worked together, offering chances of reformation in various ways. The San Andreas Government has given the Department of Corrections the responsibility to continue the parole program and they have begun the work of developing end modifying the program for continuation.

    Internally within the Detention and Parole Bureau, the parole deputies and agents were informed of this adjustment Friday night and all members have been given the opportunity to select their next assignment between standard Patrol Operations and the Investigation Bureau. After a brief conversation with Captain Reno, it has been confirmed that DPBs members have decided nearly at the 50/50 mark where they want their career to continue.

    Below, you will see statements from employees of the Los Santos Sheriff's Department who have built and worked hard to keep the Detention and Parole Bureau a defining pillar of our department.
    Captain Wiley Reno wrote:
    The Detention and Parole Bureau was founded in the Spring of 2020 by a few department veterans with an image of an innovative new development for Law Enforcement in the State of San Andreas. Unfortunately, I never had the pleasure of working alongside any of the founders of the Bureau. I did, however, have the honor of leading the Bureau alongside some of the department's greatest assets for over a year and a half.

    The bureau's scope was one of service to the community; offering parole consideration to felons of the State of San Andreas, and protecting San Andreas's community by keeping fugitives at bay. Although this was our mission statement, the Detention and Parole Bureau meant much, much more to those on the ground floor.

    I will never forget the work done by the honorable few in the Detention and Parole Bureau, and know that these deputies will always be members of an elite group who once helped build and perpetuate the most innovative project in state law enforcement history.

    Today, with a heavy heart, we bid farewell to the Detention and Parole Bureau. As the former commanding officer, I am immensely proud of the impact the Bureau had in reforming the lives of multiple parolees. Through dedication and support, DPB empowered individuals to break free from their pasts, embrace transformation, and find hope in second chances. The legacy of DPB lives on in the lives it transformed, reminding us of the power of compassion, redemption, and the limitless potential within each individual.

    The stories of success and personal growth that emerged from DPB are testaments to the unwavering spirit of humanity. We saw parolees rediscover their self-worth, rebuild broken relationships, and forge a new path filled with hope and purpose.

    I want to express my heartfelt appreciation to all those who have been part of the DPB journey, the parolees, the dedicated staff, and the wider community. Together, we have made a lasting difference in the lives of many, and our collective efforts will continue to inspire hope, transformation, and a more compassionate approach to justice.

    The Detention and Parole Bureau has stood as a defining pillar of our department since it was created in 2020. While I did not witness its inception firsthand, delving into archives and documentation has revealed the unwavering dedication of countless individuals, past and present, who have poured their hearts into the Bureau's mission of rehabilitation and reintegration.

    The decision to close the Detention and Parole Bureau weighs heavily on us all. In recent months, we have witnessed a decline in parolee intake, owing to a decrease in first-time offenders and an overall reduction in crime rates. While this shift is undeniably positive for our society, it has rendered the Bureau's role somewhat redundant. However, I firmly believe that this closure is a crucial step toward the advancement of our department. It is a decision that arises from our unwavering commitment to allocate our limited resources strategically, thus maximizing our impact on the community we serve. The employees currently serving in the Detention and Parole Bureau will be reassigned to either our Patrol Divisions or our Sheriff's Investigations Bureau, bolstering our capabilities in these vital areas.

    Although we bid a heartfelt farewell to an era defined by the Detention and Parole Bureau, we must now forge ahead with renewed purpose and unwavering determination. While the Detention and Parole Bureau may be closing its doors, the critical mission of rehabilitation and reintegration will find a new home within the Department of Corrections. I eagerly anticipate the achievements they will realize and will work hand-in-hand to ensure a seamless and thorough transition of responsibilities.

    The Detention and Parole Bureau may fade into memory, but its spirit will live on within us as we continue to protect and serve our community.
