We are delighted to bring you the latest updates and insights on the initiatives, policies, and achievements of our government as we continue our commitment to serving and enriching the lives of our citizens. This newsletter serves as a bridge of communication, connecting you with the important work happening throughout our state and offering you a glimpse into the impact we are making at the San Andreas State Government. New Employees
When employees join the San Andreas State Government, we ask them a crucial question: why did they choose to join the government? We then share their answers with the public to provide insight into the kind of impact these individuals wish to make on the future and development of our city. 1. Introduction
  • The Business Licensing Bureau of the State Government is excited to announce the introduction of a new license and fine appeal process coming to the BLB as well as an updated Competition Policy. We have received a lot of feedback from the citizens of our great state and are always working to improve processes to help our economy thrive. With that we hope that the introduction of a Private Investigations firm will enable a new industry for our citizens with a desire to serve others and uncover the truth. Alongside this, the introduction of a Fine Appeal Process increasing due process within our government/business relations. Finally taking steps to address fairness in the market, BLB will be implementing a 25% market ownership cap for Parent Companies, to prevent them from owning large amounts of subsidiaries, preventing the formation of monopolies.
2. Introduction of a Fines Appeal Process
  • The Business Licensing Bureau is committed to ensuring compliance with the rules and regulations outlined to maintain a fair and thriving business environment. In cases where a business owner is found to be in breach of a business licensing condition, the Business Licensing Bureau has the authority to apply fines to the business owner as outlined in the penal code. However, recognizing the importance of due process, business owners have the right to appeal these fines if they believe they have been wrongly penalized or if they feel like they have a valid justification for the reason of the breach. Business owners will now be able to provide any evidence or documentation to support their case where they see fit. If you believe that you were wrongfully fined and wish to appeal it, you can appeal the fine by going to the Business Complaints Desk & Fine Appeal Desk . In cases where a business owner is found to be in breach of a business licensing condition, the Business Licensing Bureau has the authority to apply fines to the business owner as outlined in the penal code. However, recognizing the importance of due process, business owners have the right to appeal these fines if they believe they have been wrongly penalized or if they feel like they have a valid justification for the reason of the breach. Business owners will be able to provide any evidence or documentation to support their case where they see fit.
    REQUIREMENTS
    • You may appeal any Business Licensing Bureau fines, including citations, felonies & misdemeanors through the Business Licensing Bureau. The Business Licensing Bureau will try to acknowledge your appeal and will attempt to finish the appeal process within 72 hours of filing.

      You should note that, for your appeal application to be acknowledged by the Business Licensing Bureau, you must submit your appeal within seven (7) days of you receiving the fine.
    RELUGATIONS
    • If it is found that you did not have a justifiable reason for breaching the business licensing conditions, or you have not provided clear information or evidence to show your compliance with the conditions. You will be required to pay a fee of $10,000 to compensate for the Business Licensing Bureau's time, effort and resources used during the appeal process. This fine can be paid in cash at City Hall, it can be deducted from your next license payment or both. However, you may appeal any of the BLB felonies & misdemeanors through the Judicial Branch's Criminal Court appeal process only if you have filed an appeal through the Business Licensing Bureau and it has been denied.

      On the other hand, if it is found that you were in fact not in breach of any business licensing conditions. You will have the citation removed from your record and will be compensated for the fine you paid. If you were charged with a BLB felony or misdemeanor, you will have the charge removed from your record, you will be compensated for the fine you paid and you will be compensated for your time spent incarcerated at a rate of $200 per day. ((minute)) This will be reimbursed in cash or it can be added as credit going towards your next business license payment.

      3. Updates to the Business Competition Policy
      • The Business Licensing Bureau stands behind the belief that market shares should be divided fairly among various different business owners in the State of San Andreas. In the past, the bureau has received a number of complaints from concerned citizens about the formation of monopolies. The previous Competition Policy aimed to prevent the formation of these monopolies, however, there were some loopholes which this updated policy will address.

        This updated policy is in no way an attempt to damage the current Parent Companies that are operating but to encourage competition within the different business markets. Previously, without these new restrictions, any Parent Company could take on as many businesses as subsidiaries as they wanted, essentially creating a monopoly with the ability to raise and lower the market prices as they liked. With this new updated policy (Section 4. PARENT COMPANIES) being implemented, Parent Companies will now have a limit on how many subsidiaries in each market they can have under them. Parent Companies will not be allowed to own/control more than 25% of the businesses operating within that specific market, see Section 4. PARENT COMPANIES for more information.

        1. GENERAL INFORMATION
        • 1. Introduction
          • 1.1 The San Andreas State Government has identified a requirement to introduce an official policy regarding Business Competition to prevent the formation of monopolies, avoid any form of price fixing in favour of business owners and generally encourage competition between businesses.
            This document is intended to serve as the official policy and provide guidelines for the San Andreas State Governments Business Competition Policy for both individuals and Parent Companies.
        2. POLICY PURPOSE AND SCOPE
        • 2.1 PURPOSE
          • 2.1.1 This policy establishes the guidelines the Business Licensing Bureau will use to manage competition between businesses and the identification and management of price fixing in favour of business owners.
          2.2 SCOPE
          • 2.2.1 This policy applies to all businesses that are essential to the States economy and are defined as:
            1. Vehicle Dealerships - Not Including Used Vehicle Dealerships
            2. Marine Vehicle Dealerships
            3. Aviation Dealerships
            4. Fuel Stations
            5. Marine Fuel Stations
            6. Aviation Fuel Stations
            7. Gun Stores
            8. General Stores
            9. Loan Companies
        3. BUSINESS REGISTRATION, LICENSING & OWNERSHIP
        • 3.1 BUSINESS REGISTRATION & LICENSING
          • 3.1.1 Business Owners can only register a maximum of one (1) of any of the defined businesses above.
            3.1.2 The property owner (primary business owner) ((scripted owner)) is the only person who can register the business.
            1. In joint ownership, the owners must agree on who the primary business owner will be on the property records.
            2. Transferring the business or the business property from one primary owner to another will invalidate the registration, and the new primary owner must submit a new one.
            3. Business Licenses will be invalidated, and a new application must be submitted if the registration is invalidated.
            3.1.3 The Business Licensing Bureau will reject all additional requests for registration of another defined business if the applicant has an existing registration for any of the defined businesses above
            3.1.4 Primary Business Owners must ensure they comply fully with the Business Registration Process & Licensing Process
          3.2. BUSINESS OWNERSHIP
          • 3.2.1 Business Owners may only be the primary business owner of one (1) of the defined business above.
            3.2.2 Primary Business Owners who wish to purchase a different type of defined business above must sell their existing business before taking ownership of their new business.
            3.2.3 In the event of joint ownership, the Licensing Bureau and the State Government will not take any responsibility or consideration for any internal agreements between each party.
        4. PARENT COMPANIES
        • Below outlines the specified thresholds that a parent company is limited to owning/controlling. Where a parent company is limited to having control of a maximum of 25% of the specific market.
        1. Fuel Retailers:
          1. No parent company shall own or control more than four (4) of the gas stations operating within the State of San Andreas.
          2. The limit applies to a parent company's direct and indirect ownership or control, including their subsidiaries.
        2. General Stores:
          1. No parent company shall own or control more than four (4) of the general stores operating within the State of San Andreas.
          2. The limit applies to a parent company's direct and indirect ownership or control, including their subsidiaries.
        3. Gun Stores:
          1. No parent company shall own or control more than two (2) of the gun stores operating within the State of San Andreas.
          2. The limit applies to a parent company's direct and indirect ownership or control, including their subsidiaries.
        4. Boat Dealerships:
          1. No parent company shall own or control more than one (1) of the boat dealerships operating within the State of San Andreas.
          2. The limit applies to a parent company's direct and indirect ownership or control, including their subsidiaries.
        5. Vehicle Retailers:
          1. No parent company shall own or control more than two (2) of the vehicle dealerships operating within the State of San Andreas.
          2. The limit applies to a parent company's direct and indirect ownership or control, including their subsidiaries.
        6. Loan Companies:
          1. No parent company shall own or control more than two (2) of the Loan Companies operating within the State of San Andreas.
          2. The limit applies to a parent company's direct and indirect ownership or control, including their subsidiaries.
        • While a parent company is allowed to be in control of more than one business, with a limit for each individual market, each individual subsidiary must be owned by a different person as outlined in section 3. BUSINESS REGISTRATION, LICENSING & OWNERSHIP
        5. PARENT COMPAINES ALREADY EXCEEDING THE LIMITS
        • 5.1 MULTIPLE BUSINESS OWNERS PRIOR TO 01/JUNE/2023
          • 5.1.1 All parent companies that currently exceed the specified ownership or control thresholds within any of the markets mentioned in section 4. PARENT COMPANIES shall be given a maximum of three (3) months to divest their excess subsidiaries and align with the established limits.

            5.1.2 After the three (3) month period is over, if any parent company still exceeds the limit, they will be contacted by the Business Licensing Bureau to inform them of this. They will be given two (2) weeks to divest their excess subsidiaries and align with the established limits.

            5.1.3 If there is no reasonable attempt by the parent company to divest the excess subsidiaries, the Business Licensing Bureau, on behalf of the San Andreas State Government, reserves the right to terminate their existing Business Registration and License.

        4. Introduction of a Private Investigations License
        • Over the past month, we have had a number of people express their interest in opening their own investigation firms. The licenses FSBL:08 - Private Investigations License has been created to facilitate just that. Any business or person that wants to offer any type of investigation services must obtain a Private Investigations License. It is important to note the Restrictions & Requirements and the Violations for this license as they are taken very seriously.
            FSBL:08 - Private Investigations License
            Any business or person that offers any type of investigation services must obtain a Private Investigations License.
            • License Fee:
              * The monthly license cost is $10,000

              Restrictions & Requirements:
              * Must have a way to store any documents securely.
              * Must strictly adhere to the limits and guidelines set forth in the Penal Code of the State of San Andreas.
              * All investigations must be conducted in accordance with the legal procedures outlined in the Penal Code of the State of San Andreas.

              Violations:
              * Conducting investigations beyond the authorized scope, such as forcefully gaining access to private property is considered a Moderate breach of licensing conditions.
              * 2 moderate offences are considered a Major breach of licensing conditions, along with a business termination.
              * Conducting illegal investigations, engaging in fraudulent practices, or violating the privacy of individuals is considered a Major breach of licensing conditions and will result in a business termination along with referral to the Attorney General's Office Or a law enforcement agency.

          PRESS RELEASE #58 Dismissal of Los Santos Customs CEO

          Dear Citizens of Los Santos,

          We regretfully inform you that Conrad Mcmount has been dismissed from his position as CEO of Los Santos Customs. Conrad Mcmount assumed control of LSC approximately eleven months ago. As you may be aware, Los Santos Customs has faced significant challenges in recent months, despite the considerable support provided to facilitate a potential recovery. Given the sustained downturn of the business, a change in leadership was deemed necessary to revitalize LSC and restore its former glory.
          Board of Governors wrote:
          We express our gratitude for your valuable contributions as the owner for the past eleven months, and of course, for your previous contributions as a co-owner. We would like to take the opportunity to wish you all the best in your future endeavors.
          In the following weeks, we will be announcing the opening of applications for the CEO position. Please stay alert for further updates regarding this opportunity. In the meantime, Liam Binnie will assume the role of Interim CEO.

          PRESS RELEASE #59 Important Information Regarding Vending Machines

          1. GENERAL INFORMATION
          • On October 28th 2022, a Press Release was published outlining the then new, Regulations for the usage of vending machines. Since then, there has been a large increase in the presence of vending machines throughout Los Santos. However, the number of persons still operating vending machines without the relevant licenses and selling prohibited items is still too high. The below document will reiterate what items are prohibited for sale in vending machines and the circumstances in which they are. It will also outline what licenses are required when selling certain items in a vending machine. Finally, it will go over the legal actions that can be taken against persons who do not follow the regulations outlined.
          2. VENDING MACHINE LICENSE
          • Any individual or business that wishes to utilize a vending machine to sell any item, must obtain a vending machine license. The license has a one time fee of $15,000, which is to be paid before the operation of a vending machine.

            GRBL:11 - Vending Machine Retailer
            Any business or person that permits the placement and operation of any form of automated vending machine on their commercial or residential property must possess a Vending Machine operation license.
            • License Fee:
              * There is a one-off cost of $15,000 for this license.

              Restrictions & Requirements:
              * Must have ownership of the commercial or residential property being registered.
              * The sale of Alcohol, Tobacco, and Medicine (e.g. Painkillers) within vending machines is strictly prohibited unless the vending machine is located inside a property that holds the required licenses and is carrying out ID checks prior to entry.
              * This license is only valid for the property it is registered at. If you have multiple properties, you will require a license for each one.
              * This license can only be requested by the registered owner of the property.

            With this vending machine license, persons will be allowed to sell general usage items, such as: GPSs, Maps, Radios, etc. However, if an individual wishes to sell any sort of food item, whether it be sandwiches or sodas, they will be required to aquire an additional license, which is GRBL:03 - Food & Drink Service.
          3. PROHIBITED ITEMS FOR SALE
          • The sale of Alcohol, Tobacco, and Medicine (e.g. Painkillers) within vending machines is strictly prohibited and has been since the 28th of October 2022. This is because with them being in a vending machine, there is no way to ensure the consumers are over 21 years old. However, there are some exemptions to this:

            Alcohol
            If you wish to sell alcoholic beverages from a vending machine, it must be placed inside a property where IDs are being checked upon entry. Additionally, you will need to obtain GRBL:05 - Liquor ensuring to follow all of the outlined Restrictions & Requirements.

            Tobacco
            If you wish to sell tobacco products like cigars and cigarettes from a vending machine, it must be placed inside a property where IDs are being checked upon entry. Additionally, you will need to obtain GRBL:07 - Tobacco ensuring to follow all of the outlined Restrictions & Requirements.


            Medicine
            Medicine (e.g. Painkillers) are not to be sold from a vending machine under no circumstances. The only exception for this is if the vending machine is placed inside an employee common area for employee use only. For example SADOC/LSPD/LSEMS employee locker rooms.
          4. LEGAL ACTIONS
          • It is very important that people who are operating vending machines throughout Los Santos follow the Restrictions & Requirements as well as keep a note of the violations of the license itself. If a business or individual is found to be in breach of any of the licensing conditions, they will be contacted and will be given a period of seven (7) days to comply. If there is no compliance or no response to the notice the appropriate action will be taken.

          Special Recognition of Service
          You may have heard about the recent promotion in the San Andreas State Government. The employee in question has been serving since February 9th, 2020 and has held significant roles in various departments. They have acted as the director of Business and Licensing, Property and Housing, and most recently, the Director of the San Andreas Aviation Administration.

          While many recognize him as the CEO of Bayview, I have nicknamed him "socks and sandals man" or Big T. However, out of respect for his new role, I will now have to refer to him as the Director of Operations Tyrone Cox.

          Lewis Langley, Governor wrote:Working with Tyrone Cox has always been a pleasure. when I was appointed a Commissioner Government was a very much functioning but small organisation. We introduced the Business Licencing Bureau. Tyrone Cox was one of the few employees at the time, Tyrone played a key role in establishing the Business & Licencing Bureau.

          We then created the Property & Housing Bureau and promoted Tyrone Cox to Director of Property & Housing. Tyrone was responsible for policy creation early most are still in use today!

          I consider Tyrone Cox a delight to work with, he always thinks outside of the box and is great company. He has proved his leadership capabilities time and time again!

The hard work he has put into PHB and SAAA has been the foundation these two departments have been built upon. I'm extremely grateful for his guidance and assistance throughout my career at gov.
          Andreas Oconner, Director of GSB wrote:Chief of Operations Cox is a pillar of the SASG as he has been in different positions for a bit over 3 years at this point. He has constantly been helpful with whatever issues I was dealing with and helped fix them.
          James Hawkes, Director of SAAA wrote:Throughout the years, Tyrone Cox has consistently demonstrated remarkable expertise in government operations, displaying a genuine understanding of the complexities involved and an approachability that fosters effective communication. His unwavering work ethic stands as a testament to his unwavering dedication. As the Director for San Andreas Aviation Administrator, Tyrone's invaluable contributions have significantly elevated the administration, ensuring the efficiency and safety of aviation operations. Given his exceptional service and proven track record, it is no surprise that he emerges as the ideal candidate for the role of Chief of Operations. We are thrilled to witness Tyrone's ongoing commitment and expertise as he leads the way in optimizing each bureau, further fortifying the government's effectiveness and impact. His remarkable service deserves our utmost recognition and deepest gratitude.
          Emily Whitehorse, Chief of Staff wrote:Tyrone Cox at the time as Business Licensing Director interviewed me on the 15th of July, 2021 for the position of Business Licensing Intern. Today, I am honored to share the rank of Government Chief with him. Tyrone has overseen the development of three government departments, starting with Business Licensing, then moving on to the creation of Property and Housing, and finally fleshing out the core of SAAA. Thus, I have full confidence that Tyrone Cox as Chief of Operations will ensure all aspects of government are functioning in a manner that allows them to operate in a way that reflects efficiency and highlights any areas that may need correction.

          I am excited to see what new concepts and policies Tyrone may look into! Congratulations Tyrone, and a well overdue promotion!

          OJ Wood, Public Relations Director wrote:Initially, I approached Lily with an invitation to join the San Andreas State Government as an external consultant for the Public Relations Department. Those who have attended DCC events are well aware of Lily's remarkable creativity, which was much needed in a department seeking fresh and unconventional perspectives. Her contribution was instrumental in revitalizing the pier, introducing innovative ideas and organizing events that fostered social interaction and collaboration among business owners. I extend my sincerest appreciation to Lily for her diligent efforts and commendable work.

          Senior Government Official Kim Taek
          OJ Wood, Public Relations Director wrote: As the Director of Public Relations, I would like to extend a heartfelt expression of gratitude to Kim Taek. Kim joined the San Andreas State Government to offer valuable support during my tenure as a new Director, and his dedication and hard work never went unnoticed. For those who may not be familiar with Kim, he possesses an exceptional talent for graphic design and played a crucial role in advertising city-wide events.
          While continuing his position as an Assistant Director of Public Relations for DCC, Kim also harbours aspirations to further develop his graphics design business and promote his new venture called Downtown Drift Club. I would like to take this opportunity to once again thank Kim for his remarkable contributions, both internally within the government and externally to the betterment of our city.
          Property and Housing Bureau Spotlight
          The responsibility of handling all purchase or lease requests for properties owned by the San Andreas State Government falls under the Property & Housing Bureau (PHB). To cater to this, they have two approaches. The first one is the Request System, which lets individuals request to purchase or lease a business property that's currently unoccupied. The second approach is the Listings Desk, which showcases all the government-owned buildings currently for sale or lease. At present, Tiffany Brent is the current Director of the Property & Housing Bureau, if you have any concerns or questions.           Property Listings - For Lease

          We also have a variety of captivating locations available for lease on the government website. Many individuals have expressed their desire to own these properties rather than lease them. However, it's important to note that not all buildings are currently up for sale. Nevertheless, there is ample opportunity for you to launch your own business without the burden of paying off a hefty loan.           Pride Month!
          Pride Month, usually observed in June, is a dedicated time to celebrate and honor the pride of lesbian, gay, bisexual, and transgender individuals. The San Andreas State Government would like to express gratitude to all its citizens for the respect shown towards the LGBTQ+ community throughout this month. You may have noticed the presence of pride flags displayed across the city, a small gesture that holds significant meaning. If you had the opportunity to attend the Pride Event, you would witness the remarkable unity and participation of various departments and citizens, making it an extraordinary and memorable occasion.
          Lewis Langley wrote: Pride Month is a time to celebrate and honor the LGBQT+ communities’ history, struggles and achievements. It also highlights to me, on a personal level a reminder of the progress that has been made in terms of acceptance, visibility and equal rights. For others, Pride month is full of surprises, many of the citizens we have interacted with have found love but also a few have said old relationships have dwindled and new relationships have formed.

          It is important to celebrate diversity, inclusivity and the freedom to love whom we choose. When I say this, On behalf of the Board of Governors; we stand in solidarity with the LGBQ+ community. The Board of Governors encourages everyone to show support and continue to work towards a contribution to a more accepting and equal society for everyone.

          Pride is not about sexuality as lots of people perceive, it's also about loving others, understanding different viewpoints and most importantly loving yourself. Remember, it provides the inclusivity and freedom to love whom we choose & that also includes loving yourself! It does not matter what your cultural beliefs or standpoints maybe, it's also about recognising different viewpoints! I would like to take the opportunity to thank those who arranged the parade and the after-party which was enjoyed by many!
