[PRESS RELEASE #59] Important Information Regarding Vending Machines

1. GENERAL INFORMATION
  • On October 28th 2022, a Press Release was published outlining the then new, Regulations for the usage of vending machines. Since then, there has been a large increase in the presence of vending machines throughout Los Santos. However, the number of persons still operating vending machines without the relevant licenses and selling prohibited items is still too high. The below document will reiterate what items are prohibited for sale in vending machines and the circumstances in which they are. It will also outline what licenses are required when selling certain items in a vending machine. Finally, it will go over the legal actions that can be taken against persons who do not follow the regulations outlined.
2. VENDING MACHINE LICENSE
  • Any individual or business that wishes to utilize a vending machine to sell any item, must obtain a vending machine license. The license has a one time fee of $15,000, which is to be paid before the operation of a vending machine.

    GRBL:11 - Vending Machine Retailer
    Any business or person that permits the placement and operation of any form of automated vending machine on their commercial or residential property must possess a Vending Machine operation license.
    • License Fee:
      * There is a one-off cost of $15,000 for this license.

      Restrictions & Requirements:
      * Must have ownership of the commercial or residential property being registered.
      * The sale of Alcohol, Tobacco, and Medicine (e.g. Painkillers) within vending machines is strictly prohibited unless the vending machine is located inside a property that holds the required licenses and is carrying out ID checks prior to entry.
      * This license is only valid for the property it is registered at. If you have multiple properties, you will require a license for each one.
      * This license can only be requested by the registered owner of the property.

    With this vending machine license, persons will be allowed to sell general usage items, such as: GPSs, Maps, Radios, etc. However, if an individual wishes to sell any sort of food item, whether it be sandwiches or sodas, they will be required to aquire an additional license, which is GRBL:03 - Food & Drink Service.
3. PROHIBITED ITEMS FOR SALE
  • The sale of Alcohol, Tobacco, and Medicine (e.g. Painkillers) within vending machines is strictly prohibited and has been since the 28th of October 2022. This is because with them being in a vending machine, there is no way to ensure the consumers are over 21 years old. However, there are some exemptions to this:

    Alcohol
    If you wish to sell alcoholic beverages from a vending machine, it must be placed inside a property where IDs are being checked upon entry. Additionally, you will need to obtain GRBL:05 - Liquor ensuring to follow all of the outlined Restrictions & Requirements.

    Tobacco
    If you wish to sell tobacco products like cigars and cigarettes from a vending machine, it must be placed inside a property where IDs are being checked upon entry. Additionally, you will need to obtain GRBL:07 - Tobacco ensuring to follow all of the outlined Restrictions & Requirements.


    Medicine
    Medicine (e.g. Painkillers) are not to be sold from a vending machine under no circumstances. The only exception for this is if the vending machine is placed inside an employee common area for employee use only. For example SADOC/LSPD/LSEMS employee locker rooms.
4. LEGAL ACTIONS
  • It is very important that people who are operating vending machines throughout Los Santos follow the Restrictions & Requirements as well as keep a note of the violations of the license itself. If a business or individual is found to be in breach of any of the licensing conditions, they will be contacted and will be given a period of seven (7) days to comply. If there is no compliance or no response to the notice the appropriate action will be taken.
