    May I ask who told you to talk to a Spokesperson?
    Spokespersons are here to provide information about our own duties, and to speak on behalf of the department, I'm not sure we are the right place to get information on opening a private business. Speaking to a government commissioner might be more fruitful, but I would need to know more about your request.
