Narrative:
I ran into mission row with a mask on, then I got pulled over and arrested for Failure to Comply because I got charged with Face Concealment B around 4 days ago. I was never notified of this charge so I was not aware of any possible repercussions. When I got arrested, my vehicle was impounded as well even though I had people around to come and pick it up and when I asked why it was impounded, I was told it was in relation to my arrest, but my vehicle wasn't wearing a mask so I am confused which has left me $7,000 poorer. Officer's badge number was #18481

INCIDENT NARRATIVE
- Explain what happened, sufficient detail must be given to justify the placed charges, videos could be provided.
- Suspect parked across the police parking taking up 3 spaces outside Mission Row before running inside while wearing a mask for the full duration. Suspect was asked to pull over and decided to drive down to San Andreas Avenue before doing so. Suspect was charged with GM19 on the 11/FEB/2023 leading to the subsequent charge of GM10. Due to the suspect also willingly driving the vehicle while it was leaking fluids it was impounded due to being unsafe for the road use.
EVIDENCE DETAILS
- Document the possessions confiscated from the arrested suspect.
Possessions are to be documented individually, examples of documented illegal possessions are "Pistol .50" or "12 grams of Cocaine". Legal possessions that can be categorized may be grouped, eg. "Clothing" to describe all clothing items. Body camera footage/pictures may be attached as an evidence exhibit.
Where possible, the serial number of each firearm seized as evidence should be noted.

- Suspect parked across the Mission Row restricted police parking, taking up 3 spaces. Suspect exited his vehicle before running inside Mission Row to pay some tickets while wearing a mask. As the suspect came running back to their vehicle they were asked to pull over and instead decided to drive down to San Andreas Avenue, only pulling over once I was in my cruiser with lights and sirens behind them.
Suspects vehicle was pouring out a fluid, possibly fuel, from the underside of the vehicle. I determined this was clearly unsafe to be spilling across the road which lead to the VC10 - Unroadworthy Vehicle and subsequent impound. The suspect stated he was aware that his vehicle was leaking fluids.
Suspect was charged with GM19 on the 11/FEB/2023 leading to the subsequent charge of GM10 due to this incident of the suspect running into Mission Row and back out while wearing a mask. As quoted from GC04 - Face Concealment, "Individuals who have been cited and/or arrested for facial concealment in the past 7 days are liable for prosecution under GM-10 at the discretion of the handling law enforcement officer."
