- On the morning of February 10th, 2023, my unit (2-K-2) was comprised of myself, Deputy Sheriff III Bert Martin, and Field Agent Colin Quinn. While patrolling near DOC, dispatch made us aware of several panic alarms being activated by police officers in DOC facilities. Our unit immediately began responding and arrived within a minute. We immediately breached the cellblock to find no one inside. I lead the charge up the stairs to the second floor of the cell block where we spotted Mr. Nicholas Valentine and Mr. Christopher Bridge running from the laundry room. Mr. Valentine immediately put his hands up upon seeing us, and Deputy Martin detained him in a cell. Mr. Bridge, however, turned around and dashed back to the laundry room.
Myself and Field Agent Quinn immediately approached the laundry room and began surveying the area. Inside, Mr. Christopher Bridge clearly stated "Don't come in here, we have injured officers." I immediately breached the room with Field Agent Quinn and began detaining the suspects inside. Inside, we found Mr. Christopher Bridge, Mr. Jesus Reyes, Mr. Blake Kingston, and Mr. Jason Swan. Along with these individuals, we found four dead officers on the ground. After all suspects were detained in a cell and removed from the situation, we more closely investigated the scene.
All suspects involved had signs of struggle and fight on them, with most of them having blood along their clothing. Upon reviewing the body camera footage of the officers, we discovered all five detained suspects ganging up on the four officers. Upon seeing this, I personally charged all five inmates with Murder of a Government Employee.

- Dispatch notified our unit of several panic alarms received from PD officers within the DOC facility. We were the first to arrive on scene, and as we entered the main cellblock Lieutenant Wiley Reno noticed Nicholas Valentine on the upper level (towards the laundry room) with his hands in the air. I closed in on his position, detained Mr. Valentine, and placed him in a cell while Field Agent Colin Quinn & Lieutenant Wiley Reno made their way into the laundry room to search for the officers.
Once I finished placing Mr. Valentin in a cell, myself, Investigator I Jeremy Williams, & Investigator I Timothee Olsen (both of whom had just arrived on scene) proceeded into the laundry room together. Upon entering the laundry room, we found Field Agent Colin Quinn detaining an inmate (whose name I don't know) at gunpoint in the entry room. As all three of them worked together to detain the inmate, I continued into the laundry room where I found Lieutenant Wiley Reno detaining another inmate (whose name I don't know), along with inmate Blake Kingston injured next to one of the machines.
As I continued to clear the room, I discovered the bodies of 4x deceased officers and Mr. Jason Swan injured and crawling on the ground begging for help. I immediately detained Mr. Swan and then moved him into a cell where I assessed his injuries and determined he required additional treatment, as he had a GSW in his foot, taser prongs stuck to him, and some bruising around his face. After taking Mr. Swan to the medical wing, I discovered he also had some bruising on his hands, indicating he had recently been involved in a fight. I took a picture of his hands as evidence of their state at the time. Lieutenant Wiley Reno advised over JTAC radio that he would be placing the appropriate charges on everyone involved in the incident.
Once Mr. Swan was treated by myself and MD, he was moved back to a cell in the main cell block and we exited to the lobby.

- We responded to multiple panics at DOC. Upon arriving we determined that the suspects were in the laundry room. From the moment we stepped into the DOC until cuffing all the suspects inside, no one left or entered the laundry room. I attended to a different suspect so I was not directly involved in Jesus Reyes's arrest. I was not aware at the time that footage was extracted from the bodycams as they appeared to be in bad shape when I was inside the laundry room, and charges were applied by Wiley Reno on all suspects involved.

I attended to a different suspect so I was not directly involved in Jesus Reyes's arrest. I was not aware at the time that footage was extracted from the bodycams as they appeared to be in bad shape when I was inside the laundry room, and charges were applied by Wiley Reno on all suspects involved.

Per Exhibit 2, Mr. Reyes is personally seen killing one officer and physically battering 2 others. His presence and direct actions contributed heavily and intrinsically to the deaths of 4 Corrections officers and as such he should be charged for all four deaths. Further, we note that it is evident the Defendant attempted to smash the bodycam of the officer in an attempt to destroy evidence of himself doing so and thus interfere with the obvious investigation of law enforcement. Further, it can also be seen that the Defendant is taking items from the deceased officer with a total value over $5,000.

A decision was reached in the above case on the 10th day of April, 2023.
The court will be agreeing with the prosecution. As established through the San Andreas Court of Appeals case #23-AP-0002, State of San Andreas v. Tanaka Inagawa, precedence has been established that, "as the charges added by the Motion to Amend Charges had not yet been adjudicated, which now prevent the case from being properly dismissed.", which matches the situation here in this case. The prosecution has amended the charges against the defendant from a singular charge of murder against a government employee, and added several other felony charges.
At this point in time, if the defense wishes to not pursue this case, the defense has the option to enter a plea in this case, or allow this case to go to trial.
The court will give the defense 72 hours to indicate how they wish to proceed. At which time, the court will begin preparing this case for trial.
