Welcome to the LSEMS Monthly Press Release for the month of September 2022. This month has been a bit of a quiet one, but we have had 12 employee operational promotions and a new Director of Operations has been appointed. Internally we have upgraded our workspace and have received a new meeting room and a fully functional Fire Station where the Office of the Fire Department will be moving in shortly. Thank you for taking the time to read the September 2022 Press Release.
EMPLOYEE OF THE MONTH | SEPTEMBER 2022

EMT Advanced | River Winters

EMT Winters joined the Los Santos Emergency Medical Services at the beginning of July 2022 and passed her EMT certification a few weeks after. Ms. Winters quickly became a stable and well-trusted EMT. In the middle of August, she joined the Crisis Response Unit and is currently holding the rank of First Responder and is responsible for responding to 911- and department calls requesting psychiatric first aid. Winters is also a member of the Basic Life Support Division and the Recruitment and Employment Division. I am glad that I am able to hand this award to her and I am excited to see where the future will bring her.

DEPARTMENT UPDATES
DIRECTOR OF THE OFFICE OF OPERATIONS

The Office of Operations has received a new Director, Deputy Chief Alex Mpache. He was appointed the Head of Field Training on October 27th, 2021, and has since then worked hard to improve and restructure the division to provide the best training program for new and returned employees. Mr. Mpache will now have the responsibility to oversee two active divisions, the Field Training Division and the Air & Rescue Division, including the construction of a new advanced training division.

ASSISTANT HEAD OF THE CRISIS RESPONSE UNIT

EMT Advanced Ally Quinn has been appointed the new Assistant Head of the Crisis Response Unit and is responsible for assisting the Head of Crisis Response Unit (Chief Tenbe) in running the daily operations of the division and managing the staff within.
NEW LSEMS MEETING ROOM

The official meeting room has been remodeled and built at Pillbox Medical Center. This room is dedicated to all groups of employees having their meetings for both operational and divisional purposes.

The SASG Public Works Bureau assisted the LSEMS in building the new Fire Station 7 located on Capital Blvd, El Burro Heights for the Office of the Fire Department to use in their daily duties. The area consists of office spaces, a meeting room, and an area for advanced Fire Safety Training for our Fire Marshals.
SHOOTINGS AND FIRST AID
We have noticed an increasing trend in active shootings and gunshot wounds as a direct result. Sadly, at multiple times we have come across scenes, both reported, but also randomly where no one made it out alive. It is important to know how to provide first aid to individuals who have received any form of GSWs and how to keep yourself and others safe.
  • Get to safety and call 911!
    • The most important thing is to keep a safe distance from the active shooting so you won't get hurt when performing life-saving actions. When you are in safety, you may call 911 to alert first responders.
  • Keep the patient still and slow/stop any bleeding
    • Do not move the patient as it could aggravate spinal injury or further damage from the bullet. Elevating the wound can help limit the bleeding, but you should not do it unless you are confident that there is no spinal injury
  • Control the site of injury
    • Use a cloth, bandage, gauze, or anything in your reach to apply over the bleeding and hold pressure using the palm of your hand. If the bleeding does not stop within 10 minutes, recheck the area of the injury and reposition yourself.
  • Dress the wound
    • If the bleeding slows, you can use any cloth or gauze to dress the wound and apply further pressure. Do not wrap it so tightly that the victim loses circulation or feeling in her extremities.
  • Do not apply hard pressure to the area of their abdomen as it is a soft area - meaning that nearly all vital organs are located there and the pressure can force the bullet to conduct more damage.
  • If you can, stay with the patient(s) and wait for help to arrive. Place your jacket over them to keep them warm and make sure they got clear airways at all times.

MESSAGE FROM THE CHIEF OF EMS
The month of September 2022 has been a rather quiet month for the Los Santos Emergency Medical Services. The main focus has been laying on supporting our internal procedures and structure. Quite a few EMTs have gone through Lifeguard and Fire & Rescue training, building the backbone of the divisions.

The Pillbox Medical Center Ward D is currently being reconstructed. The auditorium and BLS classroom are remaining, but the ward will be transformed into an administrative ward, consisting of offices dedicated to the Office of the Chief, Office Directors, and Divisional Command Offices. The reconstruction is scheduled to finish in the middle of October 2022.

There have been 4 supervisor promotions, two up to Senior Paramedic and two up to Lead Paramedic. Personally, I am glad to see, alongside last month's command promotions, the leadership team growing into a strong part of the department, and that I personally can rely on when needed.

October is officially the spooky month and I am excited to see what people will bring forwards for events and activities. If you have a fun idea that the LSEMS should take part in, please let me know!
