INCIDENT NARRATIVE
- Explain what happened, no need to provide too much detail, videos could be provided
- 3-H-15, Detective Tom Ardizzo, was held at gunpoint by the Tuna Shop by Shenzen Dragons. AIR-1 was able to spot some vehicles leaving the area and we initiated a pursuit against a Grey Issi Sport. It was 2 times occupied with Drew Volkov and Frez Wang. Detective Ardizzo recognized Drew as one of the people that held him up. I placed evading and detective Ardizzo placed GM21 and GM19.

- Document the possessions confiscated from the arrested suspect.

- Hello All,
I hope all is well. Please see below for my witness statement. Please let me know if you have any questions.
Situation:
On July 5th, 2022 at around 2200 hours, dispatch received a 911 call from REDACTED. The caller stated, "Guy in red with a gun waving at Tuna shop next to low end I think he wants to rob someone." I responded to the call, and I was the only LSPD unit to originally respond. I observed the Tuna shop mechanic shop from a distance for about 5 minutes, and the area seemed peaceful. I observed a large number of people at the shop, but nothing out of the ordinary. I drove by the Tuna shop a couple of times in a unmarked LSPD cruiser. I did not see any firearms on anybody.
There didn't seem to be any danger in the area, so I began to talk to the people outside of the Tuna shop. After a lengthy conversation, the people I was talking left the area, then drove back, and when they came back there was if I recall 3+ gunmen holding me at gunpoint. They didn't take anything from me, so not sure what they were after, but they destroyed my body camera, and dashboard camera inside the cruiser. Eventually PD units responded, and all of the gunmen fled the Tuna shop in all different vehicles.
PD units then pursued a grey issi sport twice occupied. Fraz Wang was the driver, Drew Volkov was the passenger. Both Fraz and Drew were arrested. Please see below for why Drew was charged with the applicable charges.
Drew Volkov was charged with following charges:
1) VF01 - Evading an Officer
Per the penal code, passengers can be charged with VF01. "All occupants of a vehicle are liable to be charged with VF01 if they willfully partake in the act." Drew showed he was participating in the evading, by also running on foot after the Issi crashed.
2) GM19 - Face Concealment (b)
Per the penal code, "Any person or persons violating GC - 04 - Face Concealment while committing a crime will be held to the misdemeanor criminal charge of Face Concealment." Drew was wearing a mask while in committing VF01, therefore he was also charged with GM19. Please see below for a body camera screenshot from when Drew was arrested.
3) Lastly GM21 - False Imprisonment of a Gov. Employee
I can say beyond a reasonable doubt that Drew Volkov was the person, who held me at gunpoint, which I previously discussed. The evidence I have for this is my verbal statement. While Drew was holding me at gunpoint I got a good look at him, I must have been a foot away from Drew. Drew was wearing very identifiable, and unusual clothing, like wearing what looks like heart shaped boxers in public, no shoes, etc. See below for his clothing. Based on this he was charged with GM21.

The Defense is requesting an involuntary dismissal. I have attempted to contact Mr Volkov since the start of the month as well as Co-Council Haylee Star. I personally have not gotten any responses either by text or email. I was informed by Ms Star, that she managed to contact Mr. Volkov briefly. However, not meeting was ever conducted or proper information given with regards to if he wanted to continue to trial or accept a plea deal which has been offered. We reached out against last week, with no response once again.
