  • Detailed information of your request:
    • On June 11th, there was a Pride event held at a bar on Vespucci Beach. It was a limited event that was later closed off from Police due to an individual escaping into the building. This ultimately erupted in chaos and several stabbings, muggings, and eventual shut down of the event. My goal is to find out the following information relating to the event:

      1. How many officers showed up initially to the masked man entering the building?
      2. What other crimes took place after the event was shut down?
      3. Does the LSPD have statistics on how events escalate once a Police presence is shown?
      4. With the LSPD growing daily, what tools are they utilizing to make sure officers are receiving de-escalation training for these types of events?
      5. Prior to the stabbings and the muggings, the LSPD had barricaded nearly the entire street corner off? Why was this protocol put into place?
      6. Who was in charge of these proceedings?
      7. What is the standard procedure for mob type situations and crowd investigations? Were all protocols followed?
      8. How many people were arrested in total following the event?
      9. Does the LSPD encourage, or make available, the ability to have police on scene in case things like this should occur again?

      I know these are a myriad of questions, but as a reporter I only want to guarantee the facts are leaving my mouth to the public. I understand there were difficult proceedings with the press during the trying time, but I implore you to please help myself, and my fellow Weazel employees, to guarantee the truth breaks in these stories and we can get a full circular understanding of what the LSPD is doing and why they are doing it. My intentions are purely objective and factual, and I thank you for your consideration and time.

    1. How many officers showed up initially to the masked man entering the building?
    At this time, the Los Santos Police Department is unavailable to answer this question with certainty. Statements gathered range from officers who were present during the initial occurrence and officers who arrived at a later point in time based on necessity.

    To further clarify the incident originating from a "masked man entering the building", Los Santos Police Officers attempted to conduct the arrest of an individual within a mass amount of individuals wearing face concealment and parking their vehicles in dangerous locations and subsequently failed to comply with law enforcement after having attempted to amicably deal with those in violation of the State of San Andreas Penal Code and being ridiculed and told that they were homophobic.

    The individual placed under arrest broke free of the grip of a law enforcement officer and ran into the bar, at which point officers pursued. Reported statements indicate that officers cooperated and were assisted by the management of Steamboat which had been nothing but supportive of their work inside and outside of this incident.


    2. What other crimes took place after the event was shut down?
    First and foremost, the event was not shut down by the Los Santos Police Department. As a law enforcement agency, the Police Department handled an unlawful and disruptive assembly outside of the premise but did not shut down any event. Broadcasts made by Weazel News indicating that the Police Department shut the event down were based on a misunderstanding, a miscommunication, or personal beliefs as opposed to what had occurred.

    Unfortunately, these broadcasts occurred without proper confirmation of what had transpired during these events, as the effect of these broadcasts was nothing short of inflammatory, causing further provocation and antagonization towards the officers of the Los Santos Police Department.

    Los Santos Police Officers were in the process of speaking with government representatives and management of the establishment regarding the parking of its patrons when three stabbings took place with approximately fifty to sixty people, mainly masked, causing a mass disturbance and failing to abide by instructions issued by law enforcement.


    3. Does the LSPD have statistics on how events escalate once a Police presence is shown?
    The Los Santos Police Department does not have statistics on how events escalate once police presence is shown.


    4. With the LSPD growing daily, what tools are they utilizing to make sure officers are receiving de-escalation training for these types of events?
    The Los Santos Police Department continually involves its officers in in-service training of various types to ensure that officers act and respond to incidents appropriately. Training sessions and materials are established and created based on necessity and recurring or predicted incidents to take a proactive approach instead of reactive.


    5. Prior to the stabbings and the muggings, the LSPD had barricaded nearly the entire street corner off? Why was this protocol put into place?
    Initially, the Los Santos Police Department established a small perimeter to ensure that the entrance coming and going was clear after asking a group of what has been estimated to be 10-15 individuals to move across the road for the same purpose, given that Los Santos Police Officers had entered the establishment in pursuit of the aforementioned individual, and an unnecessarily crowded exit would not help their case. The perimeter was established, temporarily, for the safety of the party-goers and the officers present inside the establishment, and to ease the traffic of people.

    Escalation of the present barricades occurred due to the violent crimes that had occurred, meaning the three stabbings as mentioned earlier and the mass disturbance that occurred. Officers were being swarmed when attempting to make arrests of the assailants of the stabbings, and it was then determined that the officers were at risk, at which point the incident commander found it necessary to escalate police action and effectively shut down the block to disperse those within it.


    6. Who was in charge of these proceedings?
    This incident was overseen by a Police Commander and Police Sergeant within the Operations Bureau, and later tactical responses were overseen by a Police Sergeant of the Metropolitan Division.

    The Los Santos Police Department will not disclose the name of the individual(s) in charge of overseeing these proceedings publicly. If Weazel News intends to speak with officers involved in overseeing these proceedings, they may contact the Media Relations Division who will review the request and proceed from there.


    7. What is the standard procedure for mob type situations and crowd investigations? Were all protocols followed?
    The Los Santos Police Department will always place public safety, of both life and property, first and act accordingly on these values during any incidents involving a mass of individuals. We are unable to provide the standard operating procedure for mob-type situations and crowd investigations. Instances are often handled on a case-by-case basis and police response is based on necessity.

    Based on a preliminary review of the incident by the Media Relations Division, all protocols and procedures were followed. Gradual escalation occurred based on the continuous development of the incident at hand. Government Commissioners arrived at the incident at a later point in time and further affirmed and agreed to the necessity of the streets being shut down.

    If individuals involved in this incident wish to have an in-depth formal administrative investigation conducted, they may submit an employee complaint with the Internal Affairs Division.


    8. How many people were arrested in total following the event?
    Seven formal arrests occurred, and multiple people were spoken to during these events but were not placed under arrest due to significant under-resourcing compared to the mass amount of numbers that the officers faced.


    9. Does the LSPD encourage, or make available, the ability to have police on the scene in case things like this should occur again?
    While the Los Santos Police Department cannot act as a security force for private events such as parties or a regular club or bar openings, the Police Department encourages having officers present during events such as these (i.e. pride-related events), especially given their nature, and to that effect does make officers available.
