SAN ANDREAS PENAL CODE AMENDMENTS

*The following document includes a variety of additions and changes to the Penal Code as authorized by San Andreas Aviation Administration Director Alex Schill and under the directive of Commissioner Langley.

All changes stated within this document are effective on June 9th, 2022.
In total, the following changes have been made:

VC04 - Illegal Parking
Sentence - N/A

Previous description:
Following is considered illegal parking in the City of Los Santos:
  • Parking your vehicle in any place not designated for parking a vehicle or in a marked spot without authorization.
  • Where a ""No Parking"" sign is posted.
  • On a marked or unmarked crosswalk, sidewalk, partially blocking a sidewalk, or in front of a driveway.
  • In a space designated for parking or fueling zero-emission vehicles which display an identifying decal.
  • In a tunnel or on a bridge, except where permitted by signs.
  • Within 15 feet of a fire hydrant or a fire station driveway.
  • On or within 7½ feet of a railroad track.
  • Between a safety zone and the curb.
  • On the wrong side of the street.
  • At a red curb.
  • On a freeway, except: In an emergency, when a peace officer or device requires a stop, where a stop is specifically permitted.
A vehicle (even if disabled) that is stopped, parked, or left standing on a freeway for more than 1 hour may be removed.
  • On property without consent from the property owner.
  • In a space where parking meters are enforced, without paying for parking.
New description:
A person commits the offense of Illegal Parking if the person parks or leaves standing a vehicle in a place where parking is prohibited, including:
  • In any public place that is not designated for parking a vehicle.
  • In a space where parking meters are enforced, without paying for parking.
  • At any place a 'No Parking' sign is posted.
  • Wherever the curb is painted red.
  • In any intersection or on a crosswalk or sidewalk.
  • In front of/blocking a public or private road, driveway, or alley.
  • On a freeway, except in an emergency.
  • In a tunnel or on a bridge, except where permitted by signs.
  • Within 15 feet of a fire hydrant or fire station driveway.
  • Within 7.5 feet of a railroad track.
  • Facing the wrong direction, against the flow of traffic.
  • Between a safety zone and the curb.
  • At any other place where parking will obstruct the free flow of traffic.
Exemptions to this violation include:
  • Vehicles standing or parked when an on-duty law enforcement officer lawfully orders a stop.
  • Vehicles standing or parked momentarily for the purpose of and while actually engaged in loading or unloading of property or passengers.
  • Vehicles owned or operated by the state or city when standing or parking is necessary to perform maintenance or repair work on the roadway.
  • Commercial vehicles standing or parked momentarily to collect solid waste, recyclable material, or yard debris.
  • Vehicles, owned by state and city employees, standing or parked at properties owned by the State of San Andreas.
Law enforcement officers may move, require to be moved, or impound a vehicle that is standing or parked in violation of this section.

Description
Minor willful disobedience to, or disregard of, a court order or any misconduct in the presence of a court, including but not limited to:
  1. Any act of disrespect, disobedience, defiance, or interference by any person during a legal proceeding.
  2. Willfully failing to preform a specific act in accordance with a valid court order.

Description
Egregious or repeated willful disobedience to, or disregard of, a court order or any misconduct in the presence of a court, including but not limited to:

Description:
No person shall operate an aircraft on a property under the authority of the San Andreas Aviation Administration unless the aircraft is registered. An unregistered aircraft is defined as a vehicle that has not been legally purchased from a dealership vendor or third person party, and which is not registered with the San Andreas Aviation Administration.

AM04 - Disrupting Airport/Aircraft Operations
Sentence - 45 (( minutes ))

Description:
Any person(s), with the exception of emergency response personnel or aircraft calling an emergency, disrupting the functional operations of an airport or air facilities, including access or operation of:
  1. San Andreas Aviation Administration registered aircraft, mechanics, or pilots.
  2. San Andreas Aviation Administration air traffic controllers, personnel, or registered vehicles.
  3. Airport facilities, including but not limited to: parking, terminals, fueling, and mechanical areas, as well as taxiways, helipads, runways, or towers.
  4. Other registered facilities for aircraft operation, such as helipads, designated by the San Andreas Aviation Administration.
  5. Emergency, San Andreas State Government, or Military facilities.

Description:
Aircraft are operating without proper equipment and thus defined as unflightworthy when they fail to meet Minimum Safety Requirements. At the discretion of the handling officer, if your aircraft is deemed unsafe, it's registration may be suspended pending inspection by a certified official authorized by the San Andreas Aviation Administration.

An aircraft operating in San Andreas airspace must meet following criteria:
  • Aircraft must be equipped with front and rear white colored lights
  • Aircraft must be equipped with red port-side lights
  • Aircraft must be equipped with green starboard-side lights
  • Aircraft must be equipped with emergency equipment including flares and parachutes
  • Aircraft must have properly functioning instrumentation for fuel levels, altimeter, and air speed
  • Aircraft must not cause damage to the tarmac
  • Aircraft must have up-to-date inspection and mechanic logs as outlined by the San Andreas Aviation Administration.

Description:
Failure to yield and give proper distance in order to make way for Emergency or San Andreas State Governmental aircraft that has alerted you to their presence, or following and/or impeding them without valid and legal justification.

AM07 - Operating an Aircraft in Controlled Airspace without Clearance
Sentence - 20 (( minutes ))

Description:
Operating an aircraft in any class of controlled airspace without clearance from the relevant Air Traffic Controller, including for takeoff, landing, and flying through.

Description:
Intentionally entering or remaining in restricted airspace or within the area of a temporary flight restriction, as designated by the San Andreas Aviation Administration, without authorization.

Emergency, San Andreas State Government, and Military aircraft are exempt from Restricted Airspace Orders and Temporary Flight Restrictions.

Aviation Felonies (AF)

AF02 - Committing a Crime Aboard an Aircraft in Flight
Sentence - 45 (( minutes ))

Description:
Committing any crime, with the exception of the AM/AF designation, enumerated in the Penal Code while aboard any type of aircraft in flight.

AF04 - Failure to Obey Intercepting Military or Law Enforcement Aircraft/ATC Orders
Sentence - 70 (( minutes ))

Description:
Failure to do any of the following while being intercepted by a military or law enforcement aircraft or within the communication radius of an air traffic controller:
  • Adhering to all instructions relayed through the use of visual devices, visual signals, and radio communications from the intercepting aircraft or air traffic controller.
  • Attempting to establish radio communications with the intercepting aircraft or with the appropriate air traffic controller.
  • Continuing to comply and maintaining communication with intercepting aircraft or air traffic controller signals and instructions until positively released.

AF05 - Violating a Prohibited Airspace Order

Description:
Intentionally entering or remaining in Prohibited Airspace as designated by the San Andreas Aviation Administration.

Emergency or San Andreas State Government aircraft are exempt from Prohibited Airspace Orders unless specified otherwise by the San Andreas Aviation Administration. Military aircraft do not require any clearance to enter Prohibited Airspace.

Aircraft responding to emergency situations may violate Prohibited Airspace Orders, but must make every effort to inform the relevant Air Traffic Controller.

Description:
No person may carry dangerous cargo on an aircraft without written authorization by the San Andreas Aviation Administration. Dangerous cargo is defined as any cargo that can combust, explode, implode, is regarded as a bio hazard risk, is radioactive, or cargo that could otherwise put the public at greater risk of serious injury or death if improperly handled.

Description:
  1. Willfully damaging, destroying, disabling, wrecking, or setting fire to any type of aircraft or aircraft facilities.
  2. Willfully tampering with, or removing aircraft components, when not in due course of maintenance by a mechanic or inspector certified by the San Andreas Aviation Administration.
  3. Willfully placing destructive devices or substances in, upon, or in proximity of any type of aircraft or aircraft facilities, if such placing is likely to endanger the safety or any such aircraft or aircraft facilities.
